SPECIALMEETINGOFTHEALAMEDACITYCOUNCIL MARCH 17,1993 TheSpecialMeetingconvenedat 7:35 p.m.withPresidentWithrow presiding.ThePledgeofAllegiancewasledbyCouncilman Arnerich. ROLLCALL-Present:CouncilmembersAppezzato,Arnerich, Lucas,RothandPresidentwithrow-5. Absent:None. [CouncilmemberLucasarrivedat 7:39 p.m.] 93-148 Mayor'sReportonhistriptoWashington,D.C., concerningtheNavalAirStation. PresidentwithrowreportedonhistriptoWashington,D.C.,which wassponsoredbytheEconomicDevelopmentAdvisoryBoard[EDAB]of AlamedaCounty,accompaniedbyRetiredRearAdmiralPaulPeck; describedhismeetingswithvariousSenators,Congressmen,Senate ArmedServicesstaff,ViceChiefofNavalOperations,andSpecial AssistanttoPresident;statedheobtainedacopyofmethodology usedconcerningrecommendationforBayAreaclosurewhichis similartobusinesses'evaluationofCalifornia;wearecompiling dataforusebyCongressmanDellumsandSenatorFeinstein,anda presentationtoBaseClosureandRealignmentCommission[BCRC] whichwillholdhearingsinAlamedaonApril24through26,and wouldliketoofferCityHallsupport;inWashington,hestressed fivemajorissues:1)thenuclearissue:thatNASisahomeport fornuclear-poweredcarriersandcertifiedtoaccommodatethree carriers;2)thedrawdownofourforcestructures,requiredbylaw toconsidertheneedtoreconstituteaSUbstantialincreasedsize tomeettheneedsofadeterioratedworldsituation,hasnotbeen donebytheNavy;3)Everett[Washington]baseisnotbuilt,isa proposedbaseandwouldrequirehundredsofmillionsofdollarsas ithasnobuildings,housing,medicalfacility,commissary exchange,availablecivilianhousing,nortrainingfacilities;if Everettconstructionisstopped,therewillnotbesevereeconomic impactasthereisnoinfrastructurebuiltaroundtheirNavy,no schoolsystemandnoworkforce;4)Alamedahassuccessfully competedforamaritimepre-positioningoverhaulprojectandwas. firstinthecompetition;potentialsavingsinthisareawerenot consideredinNavystudyandthenumbersaresubstantial;and5) theNavycouldconsolidateallitsEastBayactivitiesatAlameda, NAS,asithas2000acres.ThebottomlineisthatAlamedaisa longwayfromdefeat;wehavealotofsupportforourposition; oddsofoverturningtherecommendationofaserviceorSecretary ofDefenseisrare;howeverwehaveagoodstrategyandmorethan justrhetorictoaddress. InresponsetoCouncilmemberLucas,Presidentwithrowstatedthe objectionstoCaliforniabythemilitary,similartobusinesses, involvethesamekindofissuesthatrelatetoenvironmental March17,1993 enforcement,thestateEPA,andthebureaucraticprocess,not objectivesbuthowitisdone;becauseofit,Officershaveturned downcommandsinCaliforniaduringthelasttwomonths;erosionof Californiabusinessandindustrialbaseisoccurringanditmaybe timetoreflecthowwedothings. councilmemberLucasstatedithitsAlamedaunfairly,because communitytriestoassistandsupporttheNavy. Presidentwithrowagreed,andstatedAlamedaasacommunityhasa positiveimage;theNavystudyisdefective;theNavydoesnot believeitcanmaintainshipsafloatwithcurrentbudgetandis allowingshoreestablishmenttotakethebrunt. CouncilmemberAppezzatoexpresseddistressatmilitaryleaders allowingpoliticsandemotiontogetinwayofselectingdefense basesneededforstrategicdefense. PresidentwithrowstateditisbeingrecognizedinWashingtonand thereforemaybecomeastrengthforus. CouncilmanArnerichstatedPresidentwithrowhasdonehisjobgoing backtoWashingtonandnowCouncilandallofAlamedamustunite andworktogether;andwhenBCRCcomestoNAS,thereshouldbe parades,andbannersdisplayed;everythingmustbedonetokeepthe baseopen. NeilSweeney,Alameda,requestedCouncilfighttokeepNAS. ShirleyCummins,Alameda,statedEverettisaverysmalltown,and hasfloodingproblems;questionedwherehousingcouldbebuilt; offeredvideotapesofcabletelevisioncoverageonbaseclosure; andstated"real"Navywouldwanttostayherebutmustgowhere ordered. 93-149ConsiderationofaJointMeetingwiththeCityofSan LeandrotodiscusstheeconomicproblemsinCalifornia,job creation,andNavalFacilitiesclosure. Presidentwithrowstatedherequestedthisitembecausetheimpact isnotjustinAlameda;andmeetingwithSanLeandrotodiscuss issuescommontothetwocitieswouldbeworthwhile. LarryWagner,Alameda,statedheworksatNAS,isaMemberof NationalAssociationofMachinistsUnion;unionandothers interestedinthebaseshouldworktogether;wouldlikecopyof Mayor'sreporttoshowNASpersonnelwhatheisdoingtosave financialsecurityofCity. NeilSweeney,Alameda,statedhewouldlikesomeonetorequestthe newspaperstoprintabaseclosurecalendarofevents. councilmemberLucasstatedideaofmeetingwithSanLeandrois excellentaswehavesimilarproblemswithregionaleconomy,and March17,1993 protectionofNASwouldbestrengthened. ViceMayorRothstatedheisinfavor;recommendsworksession, believesmeetingisimportant;councilcouldtalkaboutbase closureandUCSF. CouncilmemberAppezzatostatedperhapsCouncilcouldaskSan Leandrowhytheyunilaterallyraisedgarbagerateswithout exploringitwithAlameda,andiftheywanttojoinwithAlamedain thefutureinresolvingsimilarissues;hewouldbewillingtomeet withthem. CouncilmanArnerichstatedaunifiedeffortmustbemadeandhe cannotseeameetingwithSanLeandrowithoutOaklandbeing included. PresidentWithrowstatedheappreciatesthecomments;hewould propose,toaddressCouncilmanArnerich'sconcerntomeetwithSan LeandroandanothermeetingwithOakland. CouncilmanArnerichstatedhebelievesAlamedaandOaklandaremore interrelatedregardingNAS. councilmemberLucasstatedshecanseeArnerich'spoint,however, OaklandisthreeorfourtimesAlameda'ssizeandtheyhavemany otherissuesintheircommunity;atthispointofregional cooperation,sheseesmoresimilaritywithSanLeandro;aftera strategyisagreedupon,thenAlamedacouldworkwithOakland. CouncilmanArnerichstatedherespectsLucas'sthoughtsandAlameda shouldofferhandsoffriendshiptoothersouthcountycitiesalso. ViceMayorRothstatedinameetingwiththreeorfourcities, nothingwouldbeaccomplishedbecausetherewouldbetoomany people. InresponsetoViceMayorRoth,thecityManagerstatedOaklandand othercities,includingSanLeandro,havetalkedaboutsharing maintenancefacilitiesandcertainotherareas. c6uncilmemberAppezzatostatedhehasnoproblemsittingdownwith SanLeandro,butagreeswithCouncilmanArnerichthatweshould inviteOakland. CouncilmanArnerichmovedapprovalofameetingwithSanLeandroto discussissueslistedandanyothersdeemednecessary;andtomeet withOaklandregardingNavalFacilitiesClosure. councilmemberAppezzatosecondedthemotion,requestingOaklandbe includedintheinvitationwithSanLeandro;CouncilmanArnerich mod.i.f iedhismotionaccordingly.CouncilmemberAppezzatoseconded. councilmemberLucasstatedsheisconcernedaboutViceMayorRoth's pointconcerningalargenumberofparticipantsinattendanceand March17,1993 shewouldliketodividebysubject. councilmemberLucasofferedasubstitutemotiontodividethe meetingsbysUbject:meetwithSanLeandrooncertainsubjects, includingNavyretention;meetwithbothcities[SanLeandroand Oakland]• councilmanArnerichsecondedthemotion. PresidentWithrowstatedthatthesecondcampus,ifitistobein theEastBay,asdefinedbyUCSF,requiresaferry. ViceMayorRothstatedUCSFneedstransportationtotietheir campuslocationstogether;hewouldliketocontinuetopursuethe matterandaddressedpossibilityofSanLeandroandCountyjoining in;UCSFstatedAlamedaisstillapossibilityforasecondcampus; iftheopportunityispresentedtothem,theymayreconsiderandhe believesitisworthatry. councilmemberLucasagreedandstatedthesentimentinthe communityisturningaroundontheUCSFsituationandthereismore willingnesstosupportthefundingdecisionthatthemajorityof Councilmade;andwhatevercanbedonetomakeitworkwouldbea realbenefit. CouncilmanArnerichcommentedtheViceChancellorstatedina letterthat 14 months[ferryservice]wouldnotbepractical,and theyarenolongerinterested. March17,1993'" 1 ThecityManagerstatedViceChancellorSpauldingwrotethatthey wouldnolongerrecommendtheleaseagreementforlaboratoryspace; theyindicatedtheyarestilllookingatthebuild-to-suitof110 to150thousandsquarefeet;HarborBayBusinessParkisoneof threelocationstheyarestilllookingat;whenthe110-150 thousandsquarefootbuildingiscompleted,theywouldassume operationoftheferryservice;thatwouldtakeaboutayearanda halftotwoyearsfromthetimetheystartworkin.thedesign. InresponsetoCouncilmanArnerich,theCityManagerstatedUCSF willruntheferryandpayforit;reviewedtheirtransportsystem; UCSFwantstobeassuredthattransportingpeopleacrossthebay quicklyispossible;ifitcanbedonecomfortably,thatwillhelp UCtodecideonthesecondcampus. councilmemberAppezzatostatedhesupportsUCSFcomingtoAlameda; reviewedpasteffortsconcerningtheloanandcollateralization;he willdoanythingCouncilwantstodotobringUCSFtoAlameda,and tobringanotherferryhere,andhewillsupportallthoseefforts aslongasthepublicmoneyisfullycollateralizedandprotected. FollowingdiscussionbyCouncilmembersonpastproposaland activitywithrespecttoeffortstobringUCSFtotheEastBay, CouncilmemberLucasstatedthereisapossibilitythattheUCSF campuscanbeattracted,theferryserviceisapartofthe package,andtheCityManagerhasstatedUCSFwouldassumethe operationoftheferryaftertwoyearsbutislookingforsome demonstrationandsomeoneelsetopayfortheinitialperiod. TheCityManagerconfirmedthatwasthecasewiththeMaratriton Building;UCwouldwantsometypeofdemonstrationproject;andhe doesnotknowwhattheywouldaccept. CouncilmemberLucasstatedsheisgladViceMayorRothputthis matterontheagenda;wouldliketoexploreitwithSanLeandroand othercommunities;andbelievesitisworthwhiletopursue. ViceMayorRothstatedthedifferencenowisthatAlamedawouldbe theleadagency. InresponsetoCouncilmanArnerich'squery,PresidentWithrow explainedbeingtheleadagencywouldmeanthattheCitywouldtake leadershiptodowhateverappearsfeasibletoattractUCSFinto Alameda;wedonotknowwhatthatis,andthesubjectisto consideroptionsandstrategyforbringingUCSFtoAlamedafora secondcampus,whoshouldbecontacted,howandwhen i CouncilmembershavestatedtheyfavorhavingUCSFcometoAlameda anditwouldappearatthistime,wecouldcomeupwithastrategy, lookatpositivefutureanddeviseawaytoprovideaprogramthat willbeawinnerandwillrevitalizetheeconomy•. CouncilmanArnerichstatedheiswillingtopursueit. councilmemberLucasstatedshewouldliketoexploreUCSF'sneeds March17,1993 andhowwecanbestsolvethem,andbelievesworkingwithanother communitylikeSanLeandro,whoisalsointerestedinthejobsand theprestigeitwouldbringtothisarea,couldonlybehelpful. InresponsetoCouncilmemberLucas'squestion,Mr.Hansenstated theSubcommitteehasmadefieldtripstoothercommunities,made contacts,attendedseminars,andarepreparingabibliographyfor usebyCouncil. SteveColvin,SecretarytoCurrentOperationsSubcommittee,stated RuthAbbe,Chair,couldnotbepresent;herreporttoCouncilis specificandoutlineswhatherSubcommitteehasbeendoing;and offeredtoansweranyquestions. CouncilmemberLucasmovedacceptanceofthereport.Councilman Arnerichsecondedthemotion,commentingthatafinejobwasdone. councilmemberAppezzatocommendedtheCommitteeandthankedMayor withrowforhistriptoWashington,D.C.
