CERTIFYINGTHEFINALMITGATEDNEGATIVE
DECLARATION,ANDADOPTINGFINDINGSANDA
MITIGATIONMONITORINGANDREPORTINGPROGRAMFOR
THEALAMEDALAGOONDREDGINGPROJECT
WHEREAS,theCityandtheAlamedaWestLagoonHomeOwners
Association(AWLHOA)enteredintoanagreementonNovember25,1964,to
maintaintheSouthShoreLagoonSystemtothebenefitofboththeAWLHOAand
theCity;and
WHEREAS,intheinterveningyears,thelagoonbedhasgraduallyfilled
withsedimentincertainlocations,potentiallyaffectingthelagoon'swaterquality
andwildlifehabitat,andmakingthesystemlessusefulasastormwaterretention
basinandrecreationalfacility;and
WHEREAS,theproposedAlamedaLagoonDredgingprojectwillremove
upto12,000cubicyardsofmaterialfromapproximately28priorityareaswithin
thefivelagoons;and
WHEREAS,theproposeddredgedmaterialwillbehauledbytruckto
AlamedaPoint,whereithasbeenacceptedbytheNavyforuseinremediation;
and
WHEREAS,theInitialStudyandDraftMitigatedNegativeDeclaration
(MND),consistingofonevolume,wasissuedonFebruary26,2014,
circulatedfor30daysforcommentbyresponsibleandtrusteeagencies
(StateClearinghouseNo.2014022059)andthepublic;and
WHEREAS,followingthecloseofthepublicreviewperiod,therewere
nocommentsbypublicagencies;and
WHEREAS,thepubliccommentswereofaninformativenaturebutdid
notrequirechangestotheMND;and
WHEREAS,theFinalMNDandtheMitigationMonitoringandReporting
Programhavebeenpresentedtoandindependentlyreviewedandconsidered
bytheCityCouncil.
NOW,THEREFORE,BEITRESOLVEDthattheCityCounciltakes
thefollowingactions:
1.CertifyingthattheFinalMNDfortheAlamedaLagoonDredging
projecthasbeencompletedincompliancewithCEQA,Public
ResourcesCodesection21000 etseq.,theStateCEQA
Guidelines,CaliforniaCodeofRegulations,title14,section
15000 etseq.,andallapplicablestateandlocalguidelines,and
reflectstheindependentjudgmentoftheCity.
2.AdoptFindingsfortheProject,andadoptandincorporate
intotheProjectallofthemitigationmeasureswithinthe
responsibilityandjurisdictionoftheCityofAlamedawhichare
identifiedintheFindings.
3.AdopttheMitigationMonitoringandReportingProgramforthe
Project,attachedheretoasExhibitA.
