1993-09-07 Special CC MinutesSPECIAL COUNCIL MEETING OF THE ALAMEDA CITY COUNCIL SEPTEMBER 7, 1993 The meeting convened at 10:15 p.m., with President Withrow presiding. ROLL CALL - Present: Councilmembers Appezzato, Arnerich, Lucas, Roth and President Withrow - 5. Absent: None. 93-567 Consideration of the Kmart Store Project, Oakland; and action, if desired. (Mayor Withrow) Gerhard Degemann, Alameda, requested information and was provided a report by Assistant City Manager. The Planning Director reviewed the Project, including traffic analyses. The City Manager commented he received a telephone call from the main consultant who stated he wanted to work with Alameda. Councilman Arnerich noted the store will be one of the largest Kmarts in the country and expressed concern regarding traffic impacts and the effects upon local businesses. Mr. Degemann stated his concern is that Kmart will hurt small businesses in Alameda; we need to get together with business community to see how business and tax dollars can be kept in Alameda. James Royer, Alameda, stated he shares Mr. Degemann's concerns; noted vacant land and freeway interchanges available a short way down the freeway and questioned why proposed site was chosen. Councilmember Lucas stated many questions have been raised; she would like Community Development or Economic Development Commission to answer some of the questions; inquired whether Kmart will take away from Alameda or save Alamedans a trip to large stores like Price Club; whether Project is an economic detriment or benefit to Alameda; and what would be the effect on jobs. Councilman Arnerich stated he agrees with Councilmember Lucas; Kmart is a huge project; many things must be looked at; we need traffic-, noise-, and job protection. Councilmember Appezzato agreed and stated he will look forward to receiving staff report. 1 September 7, 1993 35 In response to Councilmember Lucas, the Planning Director replied the next meeting of the City of Oakland Planning Commission will be held September 22nd. Lawrence VanHook, Alameda, requested Oakland hiring policy be looked at because of strong policy to hire Oakland citizens. Mayor Withrow agreed and stated someone should attend the Oakland Planning Commission Meeting to represent Alameda.
