SEPTEMBER 14. 1993
The meeting convened at 7:31 p.m. with President Withrow presiding.
The Pledge of Allegiance was led by Councilmember Ralph Appezzato.
ROLL CALL -
Present: Councilmembers Appezzato, Arnerich,
Lucas, Roth and President Withrow - 5.
Absent: None.
93-568 Status Briefing on Base Conversion Process.
Don Parker, Project Manager, gave an update on key items which have
occurred; stated a meeting of the BRAG Subcommittee Chairs has been
scheduled for Wednesday, September 22, 1993, Room 316, at 5:00
p.m., and the purpose of the meeting is to establish mission
objectives and focus on each Subcommittee, time permitting, to
discuss tasks in preparation for formation of Subcommittees, and
select applicants; formal meetings are expected to be underway in
early October; he has been working out of City Hall, however the
Naval Air Station (NAS) has found space for him to work in Building
90, at the East Gate of NAS, which will have an Atlantic Avenue
address.
Mr. Parker also reported on his meeting with Carl Anthony, Chair of
East Bay Conversion and Reinvestment Commission (EBCRC), stated
they discussed various roles of BRAG committee and EBCRC, and
concluded the meeting by agreeing that each would complete a
document labelled Principles of Cooperation: Mr. Parker's will
include functions of the committees, issues, consultant work, and
financial resources to undertake the conversion process; and
Council will review the document.
Councilmember Appezzato inquired when Principles of Cooperation
will be ready; and Mr. Parker replied within thirty days.
In response to President Withrow, the Assistant City Manager stated
the document could be provided at October 5, 1993 Council Meeting.
Councilmember Lucas inquired if the Principles of Cooperation would
be reviewed by the City Attorney; and Mr. Parker replied in the
affirmative.
President Withrow noted Council received a letter from NAS inviting
them to attend the NAS environmental Technical Review Committee
Meeting, which appears interesting as it will involve Council in
the ongoing process for remedial investigation and toxic cleanup.

Councilmember Lucas stated she has attended a few Technical Review
Committee [TRC] Meetings; she pointed out TRC meets pursuant to
Consent Decree which is dated July, 1988; the California
Environmental Protection Agency (EPA) and the Federal EPA are
currently working on an agreement on implementation dates for the
cleanup; it is important for the City Attorney to look into the
Consent Decree, obtain a copy, and look into negotiations.
Neil Patrick Sweeney, Alameda, stated many committees and
commissions are working on Base conversion, and he suggests a
system to organize the "big picture" and computerize data banks;
and made suggestions for base reuse.
Councilman Arnerich stated City of Concord is looking to abolish
the need to extend time past 11:00 p.m. at Council Meetings; the
City of Oakland is meeting tonight on the Base Reuse Committee and
perhaps the City should be alert concerning what they are doing and
what they talk about when they discuss the Base.
President Withrow stated he encouraged Oakland to create a Base
Reuse Committee.
Councilman Arnerich stated in the future we may wish to send a
staff member to bring back a report.
93-569 Proclamation Declaring September 20 through September 24
as Beat the Back-Up Week.
Mayor Withrow read the proclamation which encouraged alternative
transportation; and stated the City will have a Promote-the-Ferry
Day, various events will be held, including a race, and will be
publicized.
ADJOURNMENT
There being no further business, President Withrow adjourned the
meeting at 8:00 p.m.
