1991-03-12 Special CC Minutes69 SPECIAL MEETING OF THE CITY OF COUNCIL OF THE CITY OF ALAMEDA MARCH 12, 1991 The meeting convened at 7:30 p.m., with President Corica presiding. ROLL CALL Present: Councilmembers Arnerich, Camicia, Thomas, Withrow, and President Corica - 5. Absent: None. REPORTS AND RECOMMENDATIONS 91-148 From City Manager requesting authorization to send two City officials to National Noise Aviation Policy Meeting in Seattle, Washington. President Corica noted there have been three meetings slated throughout the country on the National Noise Aviation Policy, the closest one to this City is Seattle, Washington, and Council is considering City officials going to Seattle to give public testimony on the City's concerns. Councilmember Camicia noted the newspaper had stated a delegation is going to Washington to fight the base [Naval Air Station] closure and Councilmember Withrow's name was included; inquired if that matter could be acted on at this time, or if Council must meet again to authorize expenditure for Councilmember Withrow. President Corica stated he had discussed the matter with the City Manager; he understands Councilmember Withrow has been invited to go; if there is not [sufficient] time to place the matter on the agenda, believes Council should send him [Withrow] back and handle the funding later. Councilman Arnerich concurred and stated the new Mayor will be taking office and should make his wishes known in Washington; and President Corica still has a month of service, and perhaps Council will look at [sending) two people. Barbara Tuleja, 22 Purcell, stated she is representing CLASS, an association of homeowners which is concerned about the airport; requested Council approve City representation at Seattle; she is going to Seattle, and believes it is very important to have expression of City concerns. Councilmember Withrow stated he believes it is important that the proper signal be sent and [moved] that Council send President Corica and the City Manager to Seattle to represent the City to ensure that all factions understand that Council considers that to be a very important issue in this City. Councilmember Camicia seconded the motion. March 12, 1991 70 Councilman Arnerich stated he supports the motion, believes important for Mayor Corica to attend, and, in addition to the Citj Manager and the Mayor, perhaps Councilmember Camicia, should also be included as he has been very active in the airport issue and will be remaining on Council. Councilmember Camicia stated this is not an inexpensive trip, and he knows the Mayor has a relationship with the Secretary of Transportation, so he appreciates the offer, but believes Council is well represented. The motion was carried by unanimous voice vote - 5. 91-149 From Public Works Director recommending authorization to award contract for Alameda/Oakland Ferry Services to Blue and Gold Fleet for the period March, 1991 to March, 1992. President Corica commented on copies of a letter received by Council from Quentin Kopp who is giving strong support for the City to obtain more money in the Caltrans priority list for 1991-92 Transit Capital Improvement Funds, and was instrumental in starting the ferry service; Alameda was fortunate to have plans in at a time when Federal Emergency Management Agency (FEMA) wanted the ferry system starteo and he believes, for those who have dreamed about reviving the ferI system in Alameda, remembering the old time ferries, it heartwarming to see the ferry system in operation; commended staff on its efforts; stated it is important that Blue and Gold Fleet will increase the number of trips; noted Alameda has about three-fourths of the ridership and he looks forward to seeing ridership increase with the new ferry service and the new ferry terminal the City will have. Councilman Arnerich moved to award the contract to Blue and Gold. Councilmember Withrow seconded the motion which was carried by unanimous voice vote - 5. 91-150 Resolution No. 12080 "Declaring Canvass of Returns and Results of General Municipal Election held on Tuesday, March 5, 1991." Spadoni 2,127 Total number of votes cast for Charter Amendments: Measure A - Shall the City of Alameda Charter and General Plan be amended to limit the maximum density for any residential development within the City of Alameda to one housing unit per 2000 square feet of land excepting the repair or replacement of existing residential single-family or multiple-units which are damaged or destroyed by fire or other disaster and excepting replacement units under Charter Section 26-2? Yes: 8,987 No: 2,215 Passed. Measure B - Shall the Charter of the City of Alameda be amended to allow a preference of not to exceed five percent (5%) on all bids or contracts for materials and supplies and public works projects for labor and materials made by a person who had an established place of business in the City continuously for the preceding one year if the quality of material and supplies and work is equal? Yes: 5,283 No. : 5,401 Not Passed. Total number of votes cast for Ordinance Amendment: Shall Pension Ordinance 1079 be amended to allow any pensioner's widow or widower who remarries to receive 50% of the pensioner's pension under Pension Ordinance 1079? Yes: 6,462 No: 4,455 Passed. Votes by precinct are attached hereto and made a part hereof by reference. March 12, 1991 72 * * * Councilmember Withrow moved adoption. Councilmember Camicia seconded the motion, which was carried by unanimous voice vote - 5. President Corica congratulated the winners, stating he knew they would all work hard for the benefit of the City.
