1990-01-22 Special CC Minutesttj SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ALAMEDA JANUARY 22, 1990 The special meeting was convened at 6:05 p.m. with Vice-Mayor Arnerich presiding. ROLL CALL Present: Councilmembers Camicia, Thomas, Withrow, and Acting President Arnerich - 4. [Councilmember Withrow arrived 6:07 p.m.] Absent: Mayor Corica - 1. 90-069 Resolution No. 11926 "Authorizing the filing of applications with the Metropolitan Transportation Commission for allocation of Regional Measure 1 - 3% monies for Fiscal Years 1989-91 and repealing Resolution No. 11919." Adopted. The City Manager reviewed the background of the matter. The Public Works Director commented on the ferry system and funding. Rich Sherratt, 1150 Ballena Boulevard, expressed concern that the City have an opportunity to obtain more information before purchasing any ferries. Vice-Mayor Arnerich responded there would be opportunity to determine if people want and support the ferry system before such action is taken. John Paul Gutleben, 2844 San Jose Avenue, discussed types of vessels, cost, speed of vessels, and considerations in connection with an appropriate dock. The City Manager commented the concerns Mr. Gutleben noted would be addressed when the City receives an appropriate grant. Councilmember Withrow clarified the resolution would provide the authority to apply for $600,000 and spend $60,000 for matching funds. Councilmember Withrow inquired how Mr. Beery benefits to which the Public Works Director replied there are no written agreements and no assurances have been made to Mr. Beery that money spent on the ferry system would be refunded by the federal government; the basic land leased to Mr. Beery has gained some value. In response to Councilmember Camicia's inquiry concerning what benefit there would be to owning vessels, the Public Works Director replied, with appropriate ridership, if the City provides the vessels, it will permit a $5.00 fare. January 22, 1990 Council further discussed ridership. Councilmember Withrow inquired what is the objective in having a ferry system in a general sense, to which the Public Works Director replied the ferry system is a part of the Traffic Systems Management program in attempting to reduce single occupancy vehicles at congestion points, and relieve associated air pollution. Councilmember Withrow stated he believes Council should have a fully developed business plan to answer questions, noting data that could be included. Discussion continued regarding information, subsidies, ridership, cost of maintenance of a ferry system, cost of purchase of vessels. Councilmember Camicia stated he believes the resolution is a good interim step, and moved adoption of the resolution. Councilmember Thomas inquired about weatherization improvements for San Francisco, noting that passengers headed for Alameda and Oakland did not have a shelter from the weather, and inquired what San Francisco will do. The City Transportation Planner replied San Francisco has applied for a grant that would become available in August for a terminal facility, and in addition, has other money available; currently, only matching funds have been allocated. Councilmember Thomas stated it is important in starting the City's ferry system that there be response and support from San Francisco at the same time; and has a concern also, that there be marketing to encourage the use of the ferry, and the impact should be considered before deciding how to proceed. Councilmember Camicia restated his motion to adopt the resolution. Councilman Arnerich seconded the motion which was carried by the following roll call vote: Ayes: Councilmembers Arnerich, Camicia, Thomas, and Withrow - 4. Noes: None. Absent: President Corica - 1.
