SEPTEMBER 7, 1990
The meeting convened at 5:03 p.m. with President Corica
presiding.
ROLL CALL - Present: Councilmembers Arnerich, Camicia, Thomas,
Withrow and President Corica - 5.
Absent: None.
FINAL PASSAGE OF ORDINANCE
90- 655 Ordi ance No. 24971 N.S. "Amending Ordinance No. 1082,
New Series, to retain exist.ng Pension Fund and provide an option
for members of the Police and Fire Departments of the City of
Alameda to transfer to State of California Public Employees
Pension System (PERS)." Adopted.
Richard Sherratt, 1150 Baliena Blvd., Concerned Citizens for Good
Government, expressed concern that the ordinance be passed with
the necessary five votes because there are many dedicated
employees and families involved in the retirement system.
Councilmember Thomas referred to a letter received from the
Alameda Police Department Retirees Association and inquired if
the Association was represented on the Pension Committee, to
which the Personnel Director replied the Association did not have
a representative on the Committee.
President Corica stated the matter has been under consideration
for two years, and the retirees have been aware of negotiations.
The Personnel Director stated it is her understanding the
negotiating team had a meeting, before reaching final agreement,
that informed everyone concerned; and further explained the PERS
process schedule.
Councilmember Thomas stated the letter requests some
consideration for including an Investment Dividend Disbursement
Account (I.D.D.A.) [adjustment] clause.
The Personnel Director stated the I.D.D.A. clause will
the 1082 retirees beginning with the effective date,
January 1, 1991, of the transfer.
The City Attorney pointed out that 1082 Pension System
may elect to remain in the 1082 System if they wish to;
transfer is optional to each individual retiree.
Robert Carlson, 130 Dahlia Drive, stated the Association letter
was not meant to stir up any controversy, the retirees did not
receive the information on the transfer system until after

Tuesday's meeting and the letter was meant for informational
purposes only.
Councilman Arnerich addressed, and read portions of, the
Association letter.
Councilmember Thomas inquired if Council votes affirmatively on
the ordinance, is that what the Association wants; and Mr.
Carlson replied it is. Councilmember Thomas further inquired if
Mr. Carlson is authorized to speak for the Association, and he
replied affimatively.
The Chairman of the 1082 Pension Improvement Committee stated the
Committee is very pleased with the agreement negotiated with the
City and is proud of the improvements negotiated for the current
retirees, who have not previously been included in such
negotiations; the retirees are the only persons who will receive
immediate benefits; a well- attended meeting was held in March,
1990, which included retirees, and there was unanimous agreement
to proceed with negotiations with the City; and another meeting
with the retirees will be held September 19, 1990 to explain the
ballots to be cast and the procedure to follow.
In response to Councilmember Thomas's question if upgrading the
I.D.D.A. clause was discussed in the bargaining process, the
Committee Chairman responded upgrading the clause was not
discussed, the I.:D.D.A. clause is a benefit of the PERS system,
which the State controls.
Councilmember Withrow stated Council is at the culmination of a
negotiated process and he moved final adoption of the ordinance.
Councilmember Camicia seconded the motion.
Councilmember Thomas stated she has and does support this matter
totally.
The motion was carried by unanimous voice vote - 5.
ADJOURNMENT
President Corica adjourned the meeting at 5:35 p.m.
