1988-02-23 Special CC Minutes57 SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY FEBRUARY 23, 1988 The meeting convened at 9:15 a.m. with President Corica presiding. ROLL CALL - Present: Councilmembers Camicia, Haugner, Monsef, Thomas, and President Corica - 5. Absent: None. RESOLUTIONS 88-138 Resolution No. 11409 "Amending the Salary Resolution for Management and Confidential Employees for the position of Interim City Manager." Adopted. President Corica explained that the Interim City Manager has been working as City Manager since the 19th of January, and has been working without an assistant; and clarified that the salary amount would be retroactive to January 19th. Following discussion of a twelve-city salary survey of neighboring cities, the confirmation that the salary placement was in the middle of the cities surveyed and the clarification that the new salary amount as of January 1, 1988 is $7424 a month, Councilmember Camicia made a motion to adopt the resolution, with the stipulation that the Interim City Manager, if he does not receive the City Manager position on a permanent basis, may return to the position of Assistant City Manager. Councilmember Haugner clarified that this pay increase will apply during the time that he is acting as Interim City Manager. Councilmember Haugner seconded the motion, and it was carried by unanimous voice vote - 5. 88-139 Resolution No. 11410 "Amending the Salary Resolution for Management and Confidential Employees for the position of City Clerk." President Corica explained the City Clerk has been underpaid compared to other department heads of the City. Councilmember Thomas added that the resolution also eliminates salary steps because the other two persons appointed by Council, the City Attorney and City Manager, have no steps; that it is possibly a holdover from the past when women were paid differently and less; that the City Clerk's salary is at the bottom of other cities in the East Bay; that the City must be competitive to retain a good City Clerk. February 23, 1988 58 Councilmember Haugner stated she favored giving the City Clerk a raise but questioned the percent of the raise. Councilmember Camicia stated he had no problem giving the City Clerk a raise but is concerned about the impact on department heads. Councilmember Thomas stated the 34% is misleading; that it is bringing the lowest paid person up to par. Councilmember Camicia stated if people have received a fifty percent raise over the course of three years, then he would prefer to do the same for the City Clerk, and then, some sort of policy will have been established. The Council discussed the survey of the cities, positions within the survey levels, the broad scope of work in the Clerk's department; the precedent for 34% adjustment due to the 50% adjustment for Library Director and Personnel Director in 1985, the need to retain good personnel by paying appropriately; and the policy for department heads to be at mid-level salaries of the cities surveyed. Councilmember Thomas made a motion to adopt the resolution. Councilmember Camicia stated he would second the motion if Council would stipulate to making a commitment that within the next budget, Council would move department heads toward the middle. Following discussion, Council, by consensus, agreed to consider, at budget time, moving the rest of management to the middle level of the cities surveyed. Councilmember Monsef then seconded the motion to adopt the resolution, and it was carried by unanimous voice vote - 5. ADJOURNMENT President Corica adjourned the meeting to Closed Session to consider certain litigation pursuant to Subsection (b) (1) of the Legal Counsel Section of the Brown Act.
