1989-11-02 Special CC MinutesSPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ALAMEDA NOVEMBER 2, 1989 The meeting convened at 7:00 p.m. with President Corica presiding. ROLL CALL Present: Councilmembers Arnerich, Camicia, Thomas, Withrow and President Corica - 5. [Note: President Corica left the meeting at 7:09 p.m. and Councilmember Camicia arrived at 7:15 p.m.] Absent: None. RESOLUTIONS 89 -808 Resolution No. 11861, "Proclaiming continuing state of local emergency." Adopted. The Public Works Director stated adoption of the resolution will maximize reimbursement of earthquake- related costs. In response to Councilmember Withrow, the Director commented that the declaration was, in part, due to the damaged water mains, sewer lines and transportation issue. The City Manager read portions of a memo sent to the Mayor and Council, dated October 19th, regarding the necessity for declaring a state of emergency. [Earthquake impacts include finances, personnel and property.] Councilmember Thomas commented broken sanitary sewer lines constitute a public health issue. The City Manager referred to Ordinance No. 1676, N.S., adopted by the City in 1972, which creates Alameda's Disaster Council and its powers. The City Manager expressed belief that Alameda had met the standards under which a state of emergency may be continued. President Corica announced that he had to leave the meeting for another engagement; had he known the extent of discussion, he would have scheduled the Special Council Meeting for an earlier time. Councilmember Thomas moved adoption of the resolution; Vice Mayor Arnerich seconded the motion. The motion carried by the following voice vote: Ayes: Councilmembers Arnerich, Thomas, and President Corica - 3. Noes: Councilmember Withrow - 1. Absent: Councilmember Camicia - 1. November 2, 1989 President Corica left the meeting at 7:09 p.m., and Vice Mayor Arnerich presided over the meeting. The Fire Chief stated the Fire Department is experiencing cumulative damage, e.g. gas leaks, and the continuing declaration allows maximum use of employees. Acting President Arnerich inquired whether senior citizens are receiving assistance, to which the Fire Chief responded they are receiving information, including referral lists. [Councilmember Camicia arrived at 7:15 p.m., and the Assistant City Attorney at 7:19 p.m.) In response to Councilmember Withrow, the Public Works Director estimated $12 million in damage to public structures and roads, $10 million in damage to private properties, and $83,000. expended on the ferry service to date. In response to Councilmember Withrow, the City Manager stated information will be sought on the number of residents who have filed with FEMA for Federal assistance, and cost of damage. Councilmember Withrow inquired about parochial school site checks, to which the City Manager responded inspections were made upon request. Acting President Arnerich commented that private schools should automatically be included in inspection checks; in the future, when a disaster occurs, Council should be updated routinely. The City Manager recapped the various briefings provided to the Council, and noted that he had discussed the ferry service with each Councilmember. Councilmember Camicia stated Council should meet daily when this [a disaster] happens again. Gerhard Degemann stated civilians should be trained to assist during disasters; meetings should be scheduled between the School District and City to allow for more public input, and the Red Cross invited to participate. [Councilmember Thomas left the meeting at 7:45 p.m.) Councilmember Camicia suggested staff examine other metropolitan areas in regards to disaster planning, including reserve programs.
