1984-03-08 Special CC MinutesSPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ALAMEDA HELD THURSDAY MARCH 8, 1984 ROLL CALL: Present: Councilmembers Gorman, Lucas, Monsef and President Diament - 4, (Absent: Vice Mayor Hanna 1) Library Board Members: President Dorothy Larzelere, Jack Balaz, Margery Fredericks, Robert Hudkins, Gertrude Woods and Phyllis Moore, City Librarian, Secretary. 84 -153 Design Architects Mr. John Nelson and Ms. Judith Bloom of Hansen, Murakami, and Eshima gave a slide presentation which provided a comparison of the libraries located in Alameda, San Leandro and Hayward. Design plans and five (5) schemes for the Main Library were distributed to the Council for review and discussion. Dorothy Larzelere, President of the Library Board, stated a new site is desirable; however, if the Library must remain at its present location, an annex be approved. She added the funds earmarked for the project be expended on design plans. City Manager Bruce Rupp noted N.U.D. funds were earmarked for handicapped access only, however, he would recommend funding from other sources for the design plans. The City Manager stated the Main Library matter would be agendized for March 20, 1984 Council Meeting. Councilmember Gorman motioned, seconded by Councilmember Monsef, staff study whether handicapped access would be economically viable at the Main Library; staff study Alternatives 4 and 5 and report back to Council; and possible funding options be explored. The motion carried by the following vote: Ayes: Councilmembers Gorman, Lucas, Monsef and President Diament - 4. Noes: None. Absent: Councilmember Hanna -1. Councilmember Lucas suggested exploration of commercial usage of the historic library building. Board member Margery Fredericks suggested the City check with other cities who have had similar experiences. The City Manager indicated a resolution would be agendized for March 20, 1984 Council Meeting regarding contractual arrangements with Hansen, Murakami, and Eshima. Board member Gertrude Woods stated she does not want the building to be demolished. Work Session adjourned at 1:15 p.m. 84 -154 Resolution No. 10264 "Resolution of the City Council of the City of Alameda recognizing the selection of the City of Arita -Machi as Alameda's Sister - City." Councilmember Gorman motioned, seconded by Councilmember Monsef, the resolution be adopted; the motion carried by the following vote: Ayes: Councilmembers Gorman, Lucas, Monsef and President Diament - 4. Noes: None. Absent: Councilmember Hanna - 1. President Diament announced the Los Angeles Olympic Organizing Committee and California First Bank are offering the City of Alameda and our Sister City an opportunity to participate in the 1984 Los Angeles Olympic Torch Relay. President Diament also noted she will be going to the California- Japanese Trade Mission in Tokyo, which encourages trade between Japan and California. The trip will be sponsored by the Chamber of Commerce through donations from its members. 84 -155 President Diament ordered the meeting adjourned to an Executive Session for discussion of personnel and litigation matters.
