1981-06-30 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY JUNE 30, 1981 The meeting convened at 7:30 p.m. with President Corica presiding. ROLL CALL: Present: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Absent: None. Councilman Sherratt made a motion, seconded by Councilman Diament, that the resolu- tion commending Fred Krueger be considered out of sequence at this time; the motion carried by unanimous voice vote - 5. RESOLUTIONS 81 -437 Resolution No. 9567 "Commending Fred Krueger for his many years of service to the City of Alameda upon his retirement as Maintenance Painter." President Corica read the Resolution of Commendation and presented the resolution, a Certificate for Service and a letter of appreciation signed by Mayor Corica and Bruce Rupp, City Manager, to Mr. Krueger. Mr. Krueger expressed his appreciation for the honors and stated he had enjoyed his years of employment with the City. Councilman Sherratt made a motion, seconded by Councilman Gorman, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. REPORTS AND RECOMMENDATIONS 81 -438 From the City Manager concerning the public hearing on Revenue Sharing. The City Manager informed the Council that notification had been received from HUD that the condition on the Sixth Year Application for HCDA had been removed and the Seventh Year Application approved. The City Manager summarized the Revenue Sharing Report stating that a hearing had been held in accordance with Federal requirements and input from the public had included requests that monies be held in reserve, use of the funds to move the structure located at Encinal and Fernside to the Mastick Senior Center for a shared housing program, and use of the monies to provide support for the Arts. The City Manager further stated staff was investigating relocation of the house at Encinal and Fernside with HCDA funds, and that he would recommend that the Revenue Sharing Funds be used as support to the General Fund for the cost of police services. In response to inquiry by Councilman Stone as to whether monies should be reserved for an emergency response vehicle on Bay Farm Island, the City Manager stated the City should begin planning for a complete fire station on Bay Farm Island, but he would not recommend it for this fiscal year as the City should be in a better position as far as funding when development on Bay Farm Island is completed. June 30, 1981 After further discussion, Councilman Sherratt made a motion, seconded by Councilman Diament, that the report be accepted and the recommendation of the City Manager approved; the motion carried by unanimous voice vote - 5. RESOLUTIONS 81 -439 Resolution No. 9568 "Approving and adopting the Tentative Budget of the City of Alameda for the Fiscal Year 1981- 1982." The City Manager summarized the Tentative Budget and stated that the Tentative Budget estimates revenues for General Fund at S16,711,500 and proposed budget expenditures are S17,029,159 and that the deficit would be made up from the City's operating reserves. The City Manager suggested Council address the following issues prior to adoption of the Final Budget: 1) Priorities for Capital Improvement Budget; 2) Development of parks and open space in terms of maintenance and look at overlapping recreation services; 3) Expenditure of additional monies for design of Patton Way; and 4) Consider whether should have recommendation from staff regarding long -term debt bonds for long -term projects. The City Manager stated that he would be addressing possibility of developing specifications for contracting for maintenance of medians and certain other areas in City and further investigate Public Works maintenance of park and recreation facilities. Councilman Diament expressed concern that repair of sidewalks was behind schedule and that this could cause liabilities to the City. Councilman Sherratt requested a breakdown of Program Revenue for Police Department on Page 44 of the Tentative Budget. In response to inquiry by Councilman Sherratt, the City Manager stated he would check out Recreation revenues placed in Athletic Trust Fund. During discussion of Golf Course Budget, President Corica suggested that if costs for Recreation personnel are shown in Golf Course Budget that maintenance of Recreation equipment by Golf Course personnel should be investigated. Councilman Stone suggested it would be helpful in Final Budget if had page noting exactly what positions are in what department and their function if we would be cost accounting them out. In response to inquiry by Councilman Sherratt, the City Manager stated he would investigate reimbursements made by insurance for hospital emergency services. (Page 48, Tentative Budget) Councilman Sherratt suggested staff investigate S.P.C.A. taking over Animal Shelter operations and forming a non - profit corporation to handle Library services. Councilman Diament requested information as to how funds are allocated for travel, membership, and education budgets, including Council Budget,and what the policy is. Councilman Stone requested costs required to support Boards and Commissions be included in the Final Budget. June 30, 1981 Councilman Diament suggested renovation of City Hall be placed on the Capital Improvement Budget List. Councilman Stone requested staff investigate establishment of a typing /steno pool and possibility of one person doing minutes for all Boards and Commissions. President Corica requested information as to time frames when additional position in Finance Department will show a savings to City. Councilman Sherratt made a motion, seconded by Councilman Diament, that the Tentative Budget be approved, including proposed additional positions, and directed that the Council be notified of any personnel vacancies in the City so the Council can look at those positions prior to rehiring; the motion carried by unanimous voice vote - 5. Councilman Sherratt made a motion, seconded by Councilman Stone, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. 81 -440 Resolution No. 9569 "Appropriating all unallocated revenues and unanticipated revenues for Fiscal Year 1980 -81 as a reserve for working capital." Councilman Sherratt made a motion, seconded by Councilman Diament, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. 81 -441 Resolution No. 9570 "Authorizing year -end transfers on the books of account of the City of Alameda." Councilman Diament made a motion, seconded by Councilman Sherratt, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. 81 -442 Resolution No. 9571 "Establishing appropriation limit as required by Proposition No. 4 for 1981 -82." Councilman Diament made a motion, seconded by Councilman Sherratt, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. 81 -443 Resolution No. 9572 "Awarding contract for legal advertising for the City for the Fiscal Year 1981 -1982 to Alameda Times -Star and authorizing execution thereof." Councilman Diament made a motion, seconded by Councilman Sherratt, that the resolution be adopted; the motion carried by the following roll call vote: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. ORAL COMMUNICATIONS, GENERAL 81 -444 With consent of Council, William Hildebrand, Northside Homeowners' Associa- tion stated that there had been disturbances by young adults and teenagers such as loud noise, broken windows, roofs being torn from garages, alcoholic beverage containers discarded, etc., around the Parrot Village Housing Site, particularly in the Chapin Street area. He requested the Council take action to correct these problems. June 30, 1981 President Corica stated that now that the City Manager had been informed, he could bring the problems to the attention of the Police Department.
