1982-02-23 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY FEBRUARY 23, 1982 The meeting convened at 5:00 p.m. with President Corica presiding. ROLL CALL Present: Councilmen Diament, Gorman, Sherratt, Stone and President Corica - 5. Absent: None. Councilman Sherratt made a motion, seconded by Councilman Diament, that the resolution be considered out of sequence before the budget policy report; the motion carried by unanimous voice vote - 5. 82 -106 Resolution No. 9699 "Ratifying Power Supply Contract between the Bureau of Electricity and the Western Area Power Administration of the Department of Energy of the United States." Councilman Sherratt made a motion, seconded by Councilman Diament, that the resolution be adopted; the motion carried by the following roll call vote: Ayes: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. REPORTS AND RECOMMENDATIONS 82 -107 From City Manager concerning the establishment of budget policy. (Work Session) The City Manager summarized the report and stated that much of the information is based upon assumptions of actions to be taken by State and Federal Government. He recommended that the City achieve a balanced budget for Fiscal Year 1982 -83, and if reduction of services is necessary that they be made in the Recreation and Parks and Library Departments. He noted that the report contained recommendations for discussion regarding Library Override, Recreation Programs, Transfer of Street- lights, and Pension Contributions. 82 -108 Discussion of Library Tax Override. During discussion of possible Library Tax Override, the City Attorney stated that it is not actually an override, it is an exemption to Proposition 13, and there are legal questions as to whether the proposed 7¢ levy creates an indebtedness or not. Councilman Stone noted that the City can no longer provide the level of service the residents have been accustomed to and recommended this question be put to the voters for Council guidance. After considerable discussion, Councilman Sherratt made a motion, seconded by Councilman Diament, that the 7¢ levy for Library Services be referred to the Library amd the Council take a look at placing an Advisory Measure on the June, 1982, ballot. Councilman Gorman stated that he was not in favor of placing that matter on the ballot and that it would be asking the voters if Council should not implement what was approved some time ago. February 23, 1982 The motion carried by the following roll call vote: Ayes: Councilmen Diament, Sherratt, Stone, and President Corica - 4. Noes: Councilman Gorman - 1. Absent: None. 82 -109 Transfer of Streetlights. Councilman Gorman made a motion, seconded by Councilman Stone, that transfer of streetlights be referred to the Public Utilities Board with a request that they favorably consider assumption by the Bureau of Electricity of the Streetlight Program; the motion carried by unanimous voice vote - 5. 82 -110 Pension Contributions. President Corica recommended the Council address reduction of pension contributions only in an emergency as they would have to be repaid in later years. Councilman Gorman requested an analysis of the cost to pay the pension contributions three years from now versus the cost to pay it today. President Corica stated that the Council could consider that matter at a later date if necessary. 82 -111 Recreation Programs. Councilman Sherratt made a motion, seconded by Councilman Diament, that the Recreation Department and Commission be requested to provide an indepth study and evaluation on all programs as to which programs could be totally self - supporting, partially self- supporting and those that could not be self - supporting. Councilman Diament requested additional information on swimming pools, including possibility of someone else taking over operation. The motion carried by unanimous voice vote - 5. 82 -112 President Corica suggested that Council address whether we could operate without some Assistant Department Head positions as that might reduce services the least. Councilman Stone requested a staff analysis of that possibility. Councilman Gorman requested the analysis include specific activities that would be eliminated in the department if the Assistant Department Head position no longer existed. ADJOURNMENT 82 -113 Councilman Stone made a motion, seconded by Councilman Sherratt, that the Council adjourn to an Executive Session for discussion of personnel and litigation matters; the motion carried by unanimous voice vote - 5. At the conclusion of discussion, it was determined that no action would be taken.
