TheAssistantCityAttorneyadvisedtheCouncilthatthePlanning BoardrecommendedthatCounciladopttheInterimLeasingProgram fortheinterimreuseofNAS,andthatsaidrecommendationincluded 5revisions. TheCityManagerstatedthatsomeoftheusesthatareshort-term maybecomelonger-termleases;thattheCitymayfindsome potentialusersthatareunwillingtocomebecauseofonlya10- yearlease;thatitdoestietheCity'shands,althoughhecan understandthePlanningBoard'spointthattheprogramisintended tobeforshort-term,interimleases;andthatifthereareplans forlonger-termleases,hecouldunderstandwhythePlanningBoard wouldwantthingsmoredefinite. PresidentAppezzatosuggestedthatadditionallanguagebeadded suggestingthatthoseleasesrequiringanextendedtimebebrought beforeCouncilforapproval. ThecityManagerstatedthattheMayor'ssuggestionwasagood solutionforthelong-termleases;thattheCityisgoingtoallow theAlamedaRedevelopmentandReuseAuthority(ARRA)tonegotiate andexecute[leases]upto10[years]I andthenifthereis somethingthatgoesbeyondthat,torequirethem[leases]tocorne backtotheCity. TheAssistantCityAttorneystatedforclarification,thatthe leaseswouldnotcornebacktotheCouncil,butgobeforeARRAjand thattheCitywouldreviewUsePermits. InresponsetoCouncilmemberDewitt'sinquiryregardingpeoplewho desirea10-yearorlesslease,theAssistantCityAttorneystated thatsaidleasewouldbeapprovedbyARRAand,certainleases,by theExecutiveDirector;andthattheUsePermitwouldbeapproved bythePlanningBoard. TheAssistantCityAttorneystatedthatcurrently,theInterim LeasingProgramonlycoversthecommercialandindustrialbuildings atthebase;andthatthePlanningBoardbelievesitisan oversightnottoincludethehousingandFISC. TheCityManagerstatedthattheCityis.approachingtheplanning processforthebaseinthesamewayasforFleetIndustrialSupply Center(FISC)property;thatFISCisnotasfaralongbecauseit wasjustplacedontheclosurelistthissummer;thattheCity couldadoptforFISCwhatisadoptedfortheNASbase;thathousing isdifferentfromusersforindustrialbuildings;andthattheCity islookingatmoreshort-termusersortheCoastGuardtakinglarge blocksofhousing. PresidentAppezzatosuggestedthattheCitystate,inprinciple, thatthecitywilldealwithFISCasitdoestheNavybaseunless somethingarisesthattheCityisunfamiliarwith. ThecityManagerstatedthattheNavyhousingwasnotzoned residential;andthatthecityneededtorezonesaidareastobe residential.
