HELD AUGUST 14, 1980
Convened at 4:00 p.m. with President Corica presiding.
ROLL CALL
Present: Councilmen Diament, Sherratt, Stone, Tillman, and President Corica -
Absent: None.
The Notice and Agenda of this Special Meeting is on file in the Office of City
Clerk. The purpose of this Special Meeting was for an adjournment to
Executive Session for discussion of personnel matters and litigation and
action thereon, if desired, and consideration of possible Measures to be
placed on the ballot for the November 4, 1980, Election.
Councilman Diament made a motion, seconded by Councilman Sherratt, that the
Council adjourn to an Executive Session for discussion of personnel and litiga-
tion matters; the motion carried by unanimous voice vote - 5.
At the conclusion of discussion, it was determined that no action would be
taken at this time.
Councilman Diament made a motion, seconded by Councilman Sherratt, that the
Special Meeting be reconvened; the motion carried by unanimous voice vote -

REPORTS AND RECOMMENDATIONS
80-592 Consideration of possible Measures to be placed on the ballot for
the November 4, 1980 Election.
The City Manager stated the Council could consider the following two approaches
for a ballot measure on November 4, 1980, regarding binding arbitration.
1. A Measure that would prohibit delegation of Council's authority
to establish level of compensation for employees of the City.
2. A Measure that would provide a vehicle for funding costs of arbitration
decisions.
Councilman Sherratt made a motion, seconded by Councilman Stone, that the City
Manager, City Attorney, and appropriate staff be directed to provide a method
to fund any possible increased costs resulting from binding arbitration for
consideration at the August 19, 1980, meeting; the motion carried by unanimous
voice vote - 5.
There being no further business to come before the meeting, the Council adjourned
at 4:45 p.m.
