Councilman Sherratt referred to a petition received from Housing Authority employees and stated he wished to make it clear it was not the intention that anyone would lose their jobs, and if rumors had spread, it was a misunderstanding. He further stated the Council did not have the authority to remove Housing Authority employees and this discussion was regarding whether there are ways the Housing Authority can be more efficient by working with the City or incorporating procedures with the City. Councilman Stone stated the Housing Authority should work closely with the City on the Housing Community Development Act (HCDA) Application and requested an analysis of the feasibility of the Executive Director being hired on a contractual basis to work a percentage of time on HCDA Application and a percentage for the Housing Authority and how the legalities would affect the Authority and their employees. Councilman Stone further requested staff provide an economical analysis and an analysis of whether personnel could be aligned or shared between the City and the Authority.
