1979-05-22 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY - - - - - - ~ - - - - ~ - - - - - - - MAY 22, 1979 Convened at 8:00 o'clock p.m. with President Corica presiding. ROLL CALL: Present: Councilmen Oiament, Sherratt, Stone, Tillman, and President Corica, (5). Absent: None. REPORTS AND RECOMMENDATIONS: ~79-353 From the City Manager requesting permission to re-advertise for bids for Solid Waste Disposal Site Perimeter Levee Improvements. Councilman Sherratt moved approval of the report and the resolution be taken out of order, seconded by Councilman Tillman, carried on unanimous voice vote. RESOLUTIONS: 79-354 "Resolution No. 9085, Adopting Specifications, Special Provisions and Plans for City of Alameda Solid Waste Disposal Site Perimeter Levee Improvements, Calling for Bids and Directing City Clerk to Advertise Same." Adopted by motion made by Councilman Diament, seconded by Councilman Sherratt, carried on the following roll call vote: Ayes: Five. Noes: None. Absent: None. REPORTS AND RECOMMENDATIONS: 79-355 From the City Manager, regarding a proposal to establish an Alameda County Economic Development Coordination 0ffice, Councilman Stone moved the Council take a position opposing establishment of such an Office and the report be received, seconded by Councilman OfameOt, carried on unanimous voice vote. COUNCIL REFERRALS: 79-356 Consideration of appointments to the Golf Commission (2) and the Housing Authority (1). Housing Authorit,y: Councilman Tillman moved Commissioner Palmer continue to serve on the Authority uD�il negotiations for the lease of the warehouse space were completed, seconded by Councilman Stone, carried on unanimous voice VOte, Golf Commission: Councilman Stone suggested the Council consider repealing Ordinance 1956, N.3., which had changed the composition of the Commission by removing the ex-officio members and adding two regular members. The City Attorney was requested to prepare an implementing ordinance for consideration at the next regular meeting. Mr. Joseph Sullivan, 3221 Liberty Avenue, suggested the Council consider appointment of the two voting members in addition to returning two ex-QffiCiO members to the Commission. 79-357 Councilman Tillman's request for appraisal of City-owned property at 1317 Pacific Avenue. Councilman Tillman stated it had been his thought that funds received from the sale of the property could be used for a Branch Library on Bay Farm Island. City Manager Goss noted the Council had previously authorized the Housing Authority to do some work on the property and rent it out under Section 8. Councilman Diament recalled the Council had already approved the two units being maintained for low income housing. It was the consensus of the Council that staff investigate whether or not the property could be sold and still be maintained for low income housing. 79-358 The Council agreed upon the date of June 7, 1979, at 7:30 o'clock p.m., for the scheduling of a joint meeting with the Public Utilities Board. Councilman Tillman requested information be furnished at the meeting concerning the following subjects: (1) Solid Waste Plant expenditures to date; (2) Northern California Power Agency expenditures to date; (3) Progress report on thermal power project; and (4) Answers to Mr. Wistort's report. INTRODUCTION OF ORDINANCES: 79-359 "Ordinance No. , N.S., An Ordinance Reclassifying and Rezoning Certain Property Within the City of Alameda by Amending Zoning Ordinance No. 1277, New Series. (Terry Lufkin, et al - R-79-4, 2900 Central Avenue)." Introduced by motion made by Councilman Sherratt, seconded by Councilman Stone, carried on the following roll call vote: Ayes: Three. Noes: Councilman Diament and President Corica, (2). Absent: None. 79-360 "Ordinance No. , N.S., Amending the Alameda Electrical Code by Amending Section 2 of Ordinance No. 1868, N.S., to Prohibit Mixing of Wiring Involved in Different Electrical Services." Introduced by motion made by Councilman Diament, seconded by Councilman Sherratt, carried on the following roll call vote: Ayes: Five. Noes: None. Absent: None. 79-361 "Ordinance No. 1974, N.S., Amending Certain Portions of the Alameda Municipal Code Relating to Traffic Regulations." Introduced and passed by motion made by Councilman Diament, seconded by Councilman Sherratt, carried on the following roll call vote: Ayes: Five. Noes: None. Absent: None. 79-362 "Ordinance No. N.S., Amending the Alameda Municipal Code by Amending Section 17-355 Thereof Relating to Hours of Public Parking in the City Hall Parking Lot." Introduced by motion made by Councilman Diament, seconded by Councilman Sherratt, carried on the following roll call vote: Ayes: Five. Noes: None. Absent: None.
