JOINT SPECIAL MEETING OFT(-!E CITY COUNCIL AND
THE COMMITTEE FOR THE HANDICAPPED OF THE CITY
OF ALAMEDA
HELD TUESDAY MAY 22, 1979
Convened at 7:00 o'clock p.m. with President Corica presiding.
ROLL CALL: Council: Present: Councilmen Diament, Sherratt, Stone, Tillman,
and President Corica, (5). Absent:None. Committee for the Handicapped: Present:
Members Courneen, Ellis, Sommerauer, and Chairperson Bixler, (4). Absent: Members
Polozzo and Gableman, (2).
Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by
the Councilmen and Committee Members and was on file. Purpose of the special session
was for a discussion of the duties, functions, and activities of the Committee, and
action thereon, if desired.
Note: The proceedings of City Council meetings are taped in their entirety. Tapes
are on file in the Office of the City Clerk.
79-344 Mrs. Bixler stated the first concern of the Committee was with the Appeals
Board. She said they felt the Board was not adequately prepared to rule on questions
concerning provisions in the UnifOrm Building Code relating to the handicapped. She
suggested a member of the Committee be at Board meetings to advise them. In response
to a question from Mr. Ellis, the City Attorney reported the Council did not hear
appeals from a decision of the Board; that any such appeal would have to be referred
to a court of law.
79-345 Mrs. Bixler said the Committee felt the Police Department was not responding
satisfactorily to calls regarding cars illegallyparked in spaces reserved for the
handicapped. President Corica suggested the City Manager transmit this complaint to
the Police Chief.
79-346 Mrs. Bixler asked about letters sent to the Mayor and the City Manager; whether
they were then forwarded to the rest of the Council. President Corica responded that
the letters were regularly copied and made available to all members of the Council.
79-347 Mrs. Bixler asked if there were any source of funds available to continue
the construction of wheelchair ramps, formerly financed by HCDA funding. The
City Manager said he would consult with the ABAG computer service. It was suggested
the Committee prepare a priority list of corners where the ramps were most needed
and possibly a plan could be formulated to complete the ramps one at a time.
79-348 Mrs. Bixler questioned the status of alterations to the Old Post Office
building. The City Engineer reported the owner had developed a new plan to be
presented soon.
79-349 Councilman Sherratt suggested any problems the Committee felt they were having
in requiring builders to comply with handicapped accessibility be referred to the
Council by letter for action.
79-350 Mrs. Bixler requested the Mayor appoint new members to the Committee.
President Corica asked the Times-Star reporter to write an article asking interested
persons to contact him.
79-351 Mrs. Bixler reported the Committee would lose its secretarial assistance
when the CETA program terminated at the end of September. She was assured suitable
arrangements would be made to continue this service.
79-352 Mr. Arthur Roke, 1810 Paru Street, introduced Ms. Velma Bassia, a resident
of the Shoreline South Intermediate Care Facility, who requested help in having
wheelchair ramps at the entrance to the South Shore Cinemas, so the handicapped
could attend the theaters. Mrs. Bixler stated they were aware of the problem and
would contact the theater owner.
ADJOURNMENT:
There being no further business to come before the meeting, the joint special meeting
of the Council and the Committee for the Handicapped adjourned at 8:00 o'clock p.m.
