1979-03-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY - - - - - - - - - - - - - MARCH 20, 1979 Convened at 7/30 o'clock p.m. with President Corica presiding. Pledge of Allegiance led by George Carvalho, Jr,, Boy Scout Acting Mayor; Invocation delivered by Reverend Mervin Megill, Pastor Emeritus, Immanuel Baptist Church. ROLL CALL: Present: Councilmen Beckam, Diament, Sherratt, Tillman, and President Corica, (5). Absent: None. President Corica read a Proclamation declaring the 26th observance of Boy Scout in Government Day in the City of Alameda. Assistant City Manager Creagh explained the Scout program of the day. Scout Pat Kenney expressed the gratitude of the Boy Scout Troops for being allowed to participate in the program, and members of the City Council were presented with framed Certificates of Appreciation. President Corica presented each participant with a Certificate of Achievement, and acknowledged the presence of leaders and parents of the participants who were in the audience. MINUTES: The minutes of the adjourned regular meeting held March 13, 1979, were approved as submitted. Note: The proceedings of City Council meetings are taped in their entirety. Tapes are on file in the Office of the City Clerk. CONSENT CALENDAR: Councilman Sherratt moved approval of the consent calendar, seconded by Councilman BeckDm, carried on unanimous roll call VVt8. Those items so enacted, approved, or adopted are identified by an asterisk (*), WRITTEN COMMUNICATIONS: 79-175 From the Islandia Home Owners' Association, signed by the President, requesting 4-way stop signage at the intersection Of Mecartney Road and Island DriYe, City Hanna reported the Traffic Advisory Committee was conducting a poll of - motorists at the intersection and a report would be forthcoming. He noted the accidents which had occurred were not related to the lack of stop signs. The Council requested the Traffic Advisory Committee report be placed on the agenda of the regular meeting of April 3, 1979. 79-176 From the Alameda County Admission Day Celebration Committee requesting an appropriation of $100 toward the expense of the Admission Day 1979 activities. Councilman Sherratt moved the requested appropriation be denied with regret, seconded by Councilman Diament, carried on unanimous voice vote. 79-177 From the HCDA Citizen's Advisory Group regarding HCDA funding. President Corica reported he had asked Mr. Henry Dishroom, recently appointed HUD San Francisco Area Manager, to come to Alameda to see what the city had done in the way of providing low-income housing. He stated Mr. Dishroom had agreed to the date of March 27, 1979, at 2 p.m. Councilman Tillman expressed his interest in meeting with Mr. Dishroom on that date. REPORTS AND RECOMMENDATIONS: 79-178 From the Golf Commission concerning a proposal to develop a par-3 Golf Course and banquet facility on Bay Farm Island. President Corica questioned some of the projected costs, stating he thought many of the items could be accomplished in house, and it was premature to consider a banquet facility. Mr. Ed Gingrich, Golf Commission Chairman, answered questions put by members of the City Council. Councilman Sherratt noted Harbor Bay Isle Associates had offered assistance with the project and asked if some arrangement could be made with them to advance the funds for the study with the agreement that when the non-profit organization was formed, they would be reimbursed. Following discussion, Councilman Sherratt moved the report be carried over to the meeting of April 3, 1979, and the City Manager be instructed to contact Harbor Bay Isle Associates to ascertain their interest in participating. The motion was seconded by Councilman Tillman and carried unanimously on voice vote. 79-179 From the Historical Advisory Commission, signed by the Chairman, concerning application for certification of Historical Monument Ordinance No. 1755, N.S. Mr. Robert Nicol explained that certification of the Ordinance would allow property owners rehabilitating properties designated as Historical Monuments to take advantage of the Tax Act of 1976. Councilman Sherratt moved the Chairman of the Historical Advisory Commission be given authorization to submit the application, seconded by Councilman Tillman, carried on unanimous voice vote. *79-180 The Council approved the recommendation of the Historical Advisory Commission designating the First Congregational Church as a Historical Monument. Reverend Ronald Barton, Pastor of the First Congregational Church, expressed their appreciation for the honor. He noted March 25, 1979, would be the 100th anniversary of the Church in Alameda, and reported the building was 75 years old. He introduced Mr. Vincent Luszak, Church Moderator, who invited all to attend the celebration service to be held on March 25. President Corica read and presented a scroll to Mr. Luszak designating the Church as a Historical Monument. *79-181 The Council set a hearing date of April 3, 1979, for the recommendation from the Planning Board to reclassify from R-4, Neighborhood Apartment District, to M-2-PD, General Industrial District with a Planned Development Overlay, certain property on Singleton Avenue east of Main Street. *79-182 The Council approved the recommendations of the Assistant City Manager concerning the Fourth of July Parade. 79-183 From the Secretary to the Planning Board recommending a date for hearings be set for the Environmental Impact Report and Combined Land Use Plan. The Council directed this item be held over to the meeting of April 17, 1979, at which time a date for the hearings would be set. 79-184 From the City Manager concerning the City Line Road water main extension. Councilman Beckam moved acceptance of the report, seconded by Councilman Sherratt, carried on unanimous voice vote. 79-185 From the Assistant City Manager regarding proposals for remodeling the City Hall first floor. Councilman Diament questioned the proposed uses of the office space. Assistant City Manager Creagh responded the issue of use could be addressed in the future, and the project was contingent upon Department of Labor approval. He suggested an amendment to the resoluton authorizing execution of an agreement, adding to the last paragraph the phrase, "subject to approval of funding from appropriate federal agencies." Councilman Sherratt moved approval of the recommendations of the report, with future consideration of space to be discussed, and the resolution be amended as suggested by Mr. Creagh. The motion was seconded by Councilman Beckam and carried on unanimous voice vote. 79-186 From the Planning Board, signed by the Secretary, submitting recommendation on amendment to Section 11-14B9 of the Alameda Municipal Code (Zoning Ordinance) pertaining to off-site signs, Mr. Walton Phillips, representing Attorney Chester Caldecott, requested the public hearing be set for April 17, 1979, rather than April 3, as Mr. Caldecott had a matter before the Oakland City Council on the third. Councilman Tillman asked City Attorney Stroud if he had any objection to the April 17th date. Mr. Stroud stated he had reasons why he did not wish the matter continued to that date. Following discussion, Councilman Sherratt moved the hearing be set for April 17, seconded by Councilman Beckam, carried by unanimous voice vote. 187 79-187 From the City Manager concerning appraisal of property in conjunction with the Boat Ramp project. Councilman Sherratt moved adoption of the recommendations of the report, seconded by Councilman Beckam, carried on unanimous voice vote. COUNCIL REFERRALS: -79-188 Discussion of Cable TV, and report from City Manager. On request, Mr. Hugh Tebault of the Latham Foundation, 1826 Clement Avenue, commented on community services available through Cable TV. He introduced Mr. Graham Moore, Director of Program Development of TeleCommunications, Denver, Colorado, and Mr. Dake Novotny, West Coast Regional Manager. Mr. Moore and Mr. Novotny explained the types of programs available to subscribers, described the installation of equipment, and installation charges and monthly fees. They reported their company would provide without cost one free line to each school. Mr. Russell Sisung, 221 Santa Clara Avenue, questioned the advisability of hiring a consultant to make a study of the matter, and suggested that answers might be provided by Cable TV suppliers. Following a lengthy discussion, Councilman Sherratt moved acceptance of the City Manager's report and recommendation for a joint session with the Bureau of Electricity. The motion was seconded by Councilman Beckam and carried on unanimous voice vote. Councilman Tillman requested that written materials be obtained from Cable TV suppliers. 79-189 Councilman Tillman asked for a report from the Housing Authority showing the total number of low income units owned by the Authority; the number of facilities being occupied under Section 8, and the number of Section 8 denials. RESOLUTIONS: *79-190 "Resolution No. 9062, Designating the First Congregational Church of Alameda, 1912 Central Avenue, as an Alameda Historical Monument." Adopted. *79-191 "Resolution No. 9063, Authorizing Fourth of July Parade and Route Therefor in the City of Alameda." Adopted. *79-192 "Resolution No. 9064, Designating Firms Authorized to Perform Towing Services of Abandoned and Unlawfully Stored Vehicles." Adopted. *79-193 "Resolution No. 9065, Authorizing Execution of Agreement with Leland V. and Shirley M. Thompson for Construction of Public Improvements as Shown on Parcel Map 2468 and Approving Cash Deposit as to Sufficiency; and Authorizing Execution of Agreement with John F. and Billie Jane Price to Terminate and Cancel Original Agreement for Parcel Map 2468 Public Improvements." ORAL COMMUNICATIONS, GENERAL: 79-203 Mrs. Rosalie McPherson, 1128 Marianas Lane, questioned the status of the covenant volunteered by Harbor Bay Isle Associates to guarantee no more than 3,200 units in the entire project. The City Attorney was requested to contact Port of Oakland counsel and submit a report for the meeting of April 3. 1 �� � �x�� 79-204 Mrs, Josephine Bixler, 814 Haight Avenue, suggested a sign be placed at the foot of the City Hall steps on Santa Clara Avenue directing handicapped persons to the ramped entrance on Oak Street. *FILING: Financial and Operating Report, Bureau of Electricity, for 3 months ended October 31, 1978, - Agreement with Leland V. and Shirley M.
