1979-01-25 Joint CC SSHRB MinutesJOINT SPECIAL MEETING OF THE CITY COUNCIL AND THE SOCIAL SERVICE HUMAN RELATIONS BOARD OF THE CITY OF ALAMEDA HELD THURSDAY JANUARY 25, 1979 Convened at 7:30 o'clock p.m. with President Corica presiding. ROLL CALL: Council: Present: Councilmen B8okam, Diament, Sherratt, Tillman, and President Corica, (5). Absent: None. Social Service Human Relations Board: Present: Mr. Baca, Mrs. Blaisdell, Ms. Fong, Ms. Manibusan, Mr. Skells, Mrs. Souza, and President Pritchard, (7). Absent: Mrs. Banda and Ms. Seaman, (2). Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the Councilmen and Board Members and was on file. Purpose of the special session was for a discussion of the role of the Board, a discussion of the Board's Work Program, a discussion of a proposed ordinance relating to functions of the Board, and action thereon, if desired. Note: The proceedings of City Council meetings are taped in their entirety. Tapes are on file in the Office of the City Clerk. 79-65 President Corica presented a certificate to Mrs. Clarine Souza, in recognition of her over five years of service to the City. 79-66 President Corica read a letter from Mrs. Darlene Banda, submitting her resignation from the Social Service Human Relations Board. Councilman Diament moved the resignation be accepted with regret, seconded by Councilman Beckam, carried on unanimous voice vote. 79-67 Discussion of role of Social Service Human Relations Board and the Work Program. There was a lengthy discussion on the various proposed projects of the Board in their previously submitted Work Program. It was decided the primary project of the Board would be related to needs and activities of youth in the City, by surveying the programs offered in other cities and questioning young people in Alameda itself. Additionally, the Board would continue to be a liason with and coordinate service agencies and civic organizations and be a referral service. It was further suggested a responsibility for the Board might be to review the expenditure of CETA funds in the future, especially those related to funding Community Based Organizations, in order to help the City prioritize the ��5tributiOD of the available funds. 79-68 The Board strongly indicated they needed staff support in the form of secretarial help in order to implement their work program. Following discussion, Councilman Diament moved proper secretarial help be given to the Board for their meetings, preparation of minutes, and to assist with their primary project. The motion was seconded by Councilman Beckam and carried on unanimous voice vote. 79-69 Ms. Sue Matheson, representing Xanthos House, and Ms. Sue Foulkes, representing the USO, remarked on their experiences in handling the Christmas Baskets and the distribution of toys program during the recent holiday season. They both said their organizations would possibly belWilling to handle the programs again if they had enough staffing and sufficient notice to handle them efficiently. 79-70 Councilman Tillman requested a report on the location and number of CETA employees in the City, including those at Community Based Organizations. 79-71 "Ordinance No. , N.S., Amending the Alameda Municipal Code by Amending Subsection (c) of Section 2-355 relating to functions of the Social Service Human Relations Board." Assistant City Manager Creagh stated in accordance with general direction, various organizations were contacted concerning their assumption of the Summer Campership Program. These organizations were willing to assume the responsibility for the Program. He suggested it might not be in the best interests of the City to retain trusteeship of the funds if the outside organizations were going to make the recommendations on spending them. He noted a timely decision was necessary to allow the organizations to handle the program efficiently. The proposed ordinance would reflect the removal of the Board's trusteeship of the funds. Following discussion, Councilman Tillman moved the ordinance be tabled, to allow the Board to review the options, seconded by Councilman Diament, carried on unanimous voice vote.
