PUBLIC UTILITIES BOARD OF THE CITY OF ALAMEDA
HELD MONDAY NOVEMBER 27, 1978
Convened at 6:30 o'clock p.m. in the conference room of the Bureau of Electricity,
2000 Grand Street, with President Corica presiding.
ROLL CALL: Council Present: Councilmen Beckam, Diament, Tillman, and President Corica,
(4). Absent: Councilman Sherratt, (1). Public Utilities Board Present:
Commissioners Cecchettini, Durein, Goss, and President Monsef, (4). Absent:
Commissioner Eierman, (1).
Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the
Councilmen and Commissioners and was on file. Purpose of the special session was for a
discussion of proposals concerning Liability Insurance for the City /Bureau of
Electricity for 1978 -1979; action thereon, if desired; and the holding of an Executive
Session for a discussion of personnel matters.
1. Discussion of proposals concerning Liability Insurance for the City /Bureau of
Electricity for 1978 -1979.
Assistant City Manager Creagh referred to a communication received this date from
Alameda Associates quoting $172,051 insurance renewal costs for the term December 1,
1978, to December 1, 197.9. It was noted the quotation was $30,929.52 less than that
paid one year ago, or a 172 percent reduction, and was given in spite of a significant
increase in Building and Contents coverage. He reported the premium quoted by the
Claims Administrator, R. L. Kautz and Company, was $8,500 for 1978 -79, which represented
an increase over the prior year's premium which had been $6,900. He stated the increase
was based on the number of claims and incident reports processed; that the processing
of incident reports had been a new procedure instituted during the year. Mr. Creagh
recommended acceptance of the proposals of Alameda Associates and R. L. Kautz & Company,
and requested authorization be given for joint payment of the premiums, which must be
paid prior to December 8, 1978. On question, he reported the City would pay 77 percent
and the Bureau of Electricity would pay 23 percent of the premiums.
On request, Mr. Creagh restated his recommendations that (1) the proposals as
transmitted to the City and Bureau of Electricity by Alameda Associates by letter
dated November 27, 1978, be approved; (2) the approval carry with it authorization by the
Public Utilities Board and City Council to pay the premiums prior to December 8, 1978;
and (3) the retention of the Claims Administration firm of R. L. Kautz and Company for
services from December 1, 1978, to December 1, 1979, for the sum of $8,500 be approved.
Councilman Beckam then offered the foregoing as a motion, seconded by Councilman
Diament, carried on the following roll call vote: Ayes: Four. Noes: None. Absent:
Councilman Sherratt, (1).
President Monsef indicated the Public Utilities Board would consider an agendized
resolution on the subject at their regular meeting this date, and in view of the
City Council action there was no doubt it would be approved by the Board.
2. Councilman Diament moved the City Council and Public Utilities Board adjourn to
executive session for a discussion of personnel matters. The motion was seconded
by Councilman Beckam and carried by unanimous vote of the members present. At
the conclusion of discussion, it was determined no action would be taken.

3. There being no further business to come before the meeting, the joint Special
Meeting of the City Council and Public Utilities Board adjourned.
