1977-10-05 Joint CC EB Minutes70 SPECIAL JOINT MEETING OF THE CITY COUNCIL AND BOARD OF EDUCATION OF THE CITY OF ALAMEDA WEDNESDAY, OCTOBER 5, 1977 The meeting convened at 6:08 o'clock p.m. with President Corica presiding. ROLL CALL: The roll was called and Councilmen Beckam, Diament, Tillman and President Corica were noted present, (4). Absent: Councilman Sherratt, (1). President Borden welcomed the joint session. The roll was called and Board members Hanna, Kurlinski, Muir and President Borden were noted present, (4). Member Hargraves arrived a few minutes later. Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the Councilmembers and was on file. The purpose of this joint session was for discussion of the proposed settlement agreement between the City of Alameda and Harbor Bay Isle. President Corica and President Borden expressed their appreciation for the opportunity to jointly discuss a matter of mutual concern. Following discussion of concerns expressed by Councilmen Beckam and Tillman, it was noted this would be a session for discussion, and a public hearing on this subject had been scheduled for a special meeting to be held October 11, 1977. On request, the City Attorney reviewed the background of the various fill agreements; the 1970 Memorandum of Understanding between Harbor Bay Isle, the City and the School District; and the impact of Tract 3810, presently before the Planning Board. He commented on the acreages allowed to various public uses, and noted proposed settlement agreement allowed for 40 acres, to be used as the City decided, and represented a compromise reached between the developer and the City. Superintendent of Schools Kline commented on the projected enrollments, based on the limited data available, described the district's needs in terms of schools and acreages, and commented the projections were based on a maximun of 3200 units. He commented one alternative available to the limited acreage might be two 8 -acre sites and a contingency 4 -acre parcel adjacent to one of the schools, to be utilized if needed. Attorney James B. Davis, representing Harbor Bay Isle Associates, stated 3200 was the maximum number of units proposed for the development. Following further discussion between the Council, School Board members, Superintendent Kline, City Manager Goss and City Attorney Stroud, the Board requested additional time to review their projected enrollment and required school facilities. Councilman Beckam moved the special meeting called for October 11 for consideration of the proposed settlement agreement be cancelled and the matter be scheduled for public hearing at the regular Council meeting to be held October 18, 1977. The motion was seconded by Councilman Tillman and carried on the follow- ing vote. Ayes: Four. Noes: None. Absent: Councilman Sherratt, (1).
