Dr.GustafsonthenaddressedtheCouncil,commentingthattherehadbeenawidespreadassumptionbeing passedthatHarborBayIslewouldchangethecurrentstyleoflivingintheCity.Hestatedtheyhad foundtherewasnobasisforsuchanassumptionandinsteadthetaxassetsichHarborBayIslewould bringtotheCitywouldallowthepeoplewholiveheretomaintaintheirhomes.Dr.Gustafsonelabo- ratedfurtheronthisstatement.Hesaidthatthereisastrongtendencybytheopponentstokeep talkingabout"ourproblem".Hestatedthatthisshouldinstead"yourproblem".Hemaintained thattheCitywouldhavealmostasbadatrafficsituationwiththeproposeddevelopmentbythe objectorsasitwouldhave,adifferenceof3%only,withHarborBayIsle.Withtheopponents I sugges- tion,theCitywouldnothavethetaxassetswhichthedevelopmentwouldbring,andthat"without HarborBayIsle,youwillhavetosolvetheproblemsyourself.II Mr.RonaldCowanthankedtheCouncilforallowingthemtomakerpresentationwithoutinterruption. statedthatin 1964 aplanwasadoptedforthedevelopmentofBayFarmIslandandthatwhenhis firmcameintothepicturesixmonthsago,theyinheritedalloftheanimosityatledfromthat actionin 1964.Hefurthersaidthatheandhisassociateshadpresentedthefactsastheyareand hadtriedhonestlyandsincerelytodevelopthebestplanforBayFarmIsland. Aten-minuterecesswascalled.Uponreconvening,PresidentLaCroixrecognizedMr.AndySabhlok, DirectorofTechnicalServices,AssociatedHomeBuildersoftheGreaterEastbay,Inc.,whoreada preparedletter,copiesofwhichweredistributedtotheCouncil.HesaidthattheAssociationhad studiedindepththeproposedHarborBayIsleprojectandhadconcludedthatitisoneofthebest designed,bestthought-outresidentialprojectsintheUnitedStatestoday.Hepointedoutthatthe projectwillcreateon-siteconstructionjobsfunneling $18 milliondollarsinconstructionpayroll intothecommunity;thatforeachconstructionjobcreated,additionalsupportjobswillalsobe createdwhichwouldseeanadditionalsupportpayrollof$36milliondollarschanneledintothe community;thatthethirdeffectwouldbeonemploymentgeneratedofanon-goingnature,suchasmore teachers,doctors,etcetera.Hestronglyurged,onbehalfoftheAssociatedHomeBuilders,thattheprojectbeapproved. Mr.LemarChilders,aresidentofAlameda,BusinessRepresentativeoftheAlamedaCountyBuildingand ConstructionTradesCouncil,commendedtheCityCouncil,thePlanningstaffandDoricDevelopment, c.,fortheirexcellentjobinbringingaboutatotalplanningforanareaof 900 acresintheCity. HestateditwouldmakeafavorableimpactontheclimateoftheCityandwouldbecomeanational showpieceforresidentialdevelopmentwhencompleted.Hesaidthattheconstructivecriticism expressedbytheopponentshadbroughtaboutaveryworthwhileplanandthathopedtheCouncil wouldapprovetheproposeddevelopment. Onthecallforopponents.PresidentLaCroixrecognizedDr.NicholasToth,2604 BayviewDrive.Dr. Tothexpressedtheopinionthatanexaminationshouldbemadeofthepeople'swishes,asshownbythe votingdownoftheSouthernCrossingandtherecentpassageofProposition 20 dealingwiththeCoast- linedevelopment.Hestatedhisconcernoverthedeveloper'spromisesandthefactthattheconsult- antsmakingpresentationsinfavorofthedevelopmentwerecommissionedthedeveloper.Hereferred toarecenteconomicalimpactstudymadeintheCityofFremont~whichisrapidlydeveloping,andthe conclusionwasthatfurtherdevelopmentwouldprovedisastrous.Healsocommenteduponthesituation inSantaClaraValleyich,onlyafewyearsago,extolledtheideaofrapidgrowthandnowthe budgetoftheSantaClaraValleyChamberofCommercehadbeenslashedtozero,andthatSantaClara Valleyisactivelydiscouragingnewcomerstothearea.Hebroughtupproblemsofsolidwaste disposal,airpollution,noisepollution,trafficsafety,architecturaldesign,wildlife,andwater po l lution. Dr.TothquestionedastoshouldbearthecostoftheEnvironmentalImpactStudy.Councilman McCallstatedthatitwashisunderstanding,fromtheCityAttorney1sopinion,thattherewasno responsibilitytothedeveloperfortheEnvironmentalImpactStudyafterhehadfurnishedhisstudy, thatthisispoorlegislationandatthepresenttimeitisagainstthelawforthedevelopertopayfortheCity1sstudy. Mr.ChuckCarica,1000 PostStreet,commentedonstatementsmadebyMr.CowanandMr.Kell,theTraffic Consultant.HestressedthehardshipswhichtheHarborBayIsledevelopmentwouldimposeonmany Alamedaresidents,suchastheeffectsof30,000morecars,exhaustfumes,noise,pollution,etcetera, plustheone-thirdmorepollutionfrompeople.Hespokeofthelimitednumberofexitsandthatthe developerdoesnotproposetoconstructadditionalbridgesortubes.Hereferredtothepamphlet publishedbyHarborBayIslewhichstatedthatitwasajOintventurebetweenDoricDevelopment CompanyandUtahInternationalandrequestedthattheCouncilrepresentthepeopleandlistentotheirwishesinthismatter.
