The meeting convened at 5:00 o'clock p.m. in the Council Chamber of the City Hall with
President La Croix presiding.
ROLL CALL:
The roll was called and Councilman Corica, Hurwitz, McCall and President La Croix, Jr.,
(4), were noted present. Absent: Councilman Beckam, (1). President La Croix explained
Councilman Beckam would arrive at approximately 5:30 o'clock p.m.
1. Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the
Councilmen and was on file. The purpose of the session was for passage of an Ordinance author-
izing an amendment to a contract between the City. Council and the Board of Administration of the
California Public Employees Retirement System, and discussion of matters to be considered by
Alameda County Land Use Commission at its September 5, 1973, work session and public hearing,
relating to proposed amendment to Commission's land use plan.

Councilman Corica moved the ordinance be passed as submitted. The motion was seconded by
Councilman McCall and carried on the following roll call vote. Ayes: Four, Noes: None.
Absent: Councilman Beckam (1).
UNFINISHED BUSINESS:
3. Discussion of matters to be considered by Alameda County Land Use Commission at its
September 5, 1973, work session and public hearing, relating to proposed amendment to Commission's
land use plan.
President La Croix commented upon receipt of an in—depth study by Dr. Maurice Garbell which, he
stated, set forth very basically the position of the City and answered all contentions of expert
witnesses of the Port of Oakland which had been presented at the Alameda County Land Use Commis-
sion meeting of July 11, 1973. He requested direction from the Council as to the contents of a
statement to be read at the meeting of September 5.
The members of the Council entered into an extensive general discussion of the possible conse-
quences of AB 2206 introduced in the Legislature by Assemblyman Z'berg; the action taken by the
previously seated Council objecting to a proposed Ordinance of the Port of Oakland; the existing
operation of Runways 27 by the Oakland Airport and the possibility of litigation in an attempt
to restrict such use; the retention of the present land use plan for the area surrounding Oakland
Airport, and the future development of Bay Farm Island.
City Attorney Cunningham reviewed previous meetings held with the Board of Directors of the Port
of Oakland and before the Alameda County Land Use Commission.
It was noted that Councilman Beckam had entered the Council Chamber and taken his seat on the
Council.
President La Croix read the statement presented to the ALUC on August 8, as a representative s
statement of the City, by Attorney Jerrold Fadem, as follows; "The City of Alameda asks that
this Commission maintain the present land use plan for the area around Oakland Airport in a way
consistent with the use of Runway 29 for jet traffic and with only non—jet small aircraft general
aviation use on the North Field." He said he believed strongly this should be the position of the
Council.
Councilman Beckam said he thought the Council should address itself strictly to the zoning issue
which the ALUC was considering,
City Manager Weller stressed the ALUC had no authority over the operation of any airport and
suggested the statement be modified so as to delete the reference to Runways 27 and 29.
The City Attorney outlined the procedure to be followed at the meeting of September 5. It was
agreed that Dr. Maurice Garbell would read his summary of rebuttal, followed by the City Attorney
who would enter into the record all pertinent testimony and evidence, and concluded with the
reading, by President La Croix, of the statement of the Council_
Councilman Beckam moved that a resolution be prepared stating a plan had been adopted by the
Alameda County Airport, Land Use Commission, that an additional plan was not needed for lack of any
justification for such on the part of the Port of Oakland, and requesting the ALUC to leave the
existing land use plan in full force and effect.
The motion was seconded by Councilman McCall and carried unanimously.
The City Manager and City Attorney were directed to prepare appropriate resolutions for Council
consideration.
ADJOURNMENT:
4. There being no further business to come before the meeting, the Council adjourned to
assembly in adjourned special session on Friday, August 31, 1973, at 8:00 ogclock a.m., for
consideration of the proposed Council resolution and consideration of City participation in the
"Progress Edition" published by the Alameda Times—Star.
