ROLL CALL: The roll was called and Councilmen Beckam Corica, Hurwitz McCall and President La Croix, Jr., (5) were noted present. Absent: None. MINUTES: 1. The minutes of the special meeting A ld August 29, 1973 approved as transcribed, Councilman Deckam requested the minutes of the regular meeting held September 6, 1973, be corrected, referring, to "Introduction of Ordinances", Item No, 22, paragraph four. He asked that the para- graph be deleted and substituted with the following: "Councilman Becker, referred to Section 627 of the Vehicle Code defining a speed zone survey," With the correction, as noted, the minutes of the regular meeting held September 6, 1973, were approved as transcribed. The Clerk was instructed to so correct the official minutes, 2. President La Croix presented to Councilman McCall a Service Certificate in recognition of his service to the citizens of the City for more than twenty years. WRIT COMMIJNICATIONO: 3. From Reclamation District No. 2087, signed by Mr. Laurence D. Benamati, Secretary, con- cerning election of Trustees. The communication was referred to "Resolutions". 4, From Davis, Craig & Bartalini, signed by Attorney Daniel E. Cummins., regarding election. of Trustees of Day Farm island Reclamation District No. 2105. The communication was referred to "Resolutions". 5. From Mr, Stephen F. J. Corrigan, 2105 San Antonio Avenue, complaining of operation of pinball machines by 'bersons under the age of eighteen years. The President referred to Ordinance No. 1475, New Series, which prohibited the playing of pinball machines by persons under eighteen years of age. He explained the reasons for enacting the Ordinance in 164. Sr. Henry J. Leyser, President of Associated Coin Amusement Co., Inc., 2230 East a4th Street, Oakland, stated his company operated the amusement games at Eel`s Bowl, also at Disneyland and Knotts Berry Farm in Southern California, and had successfully operated amusement devices in various cities in Alameda County for twenty-two years. He asked for consideration of repeal of the ordinance, Kr. Frank Ramirez, owner of an amusement center in San Leandro, stated, his patrons were mainly children who caused no problems. Mr. Stephen F. J. Corrigan the complainant, repeated the statements contained in his letter, further complaining of the objectionable language used by persons operating the amusement machines at Melts Bowl. Following discussion concerning the difficulties faced in enforcement and the circumstances suggesting need for re-evaluation, Councilman Hurwitz moved that Ordinance No. 1475, New Series be repealed. The motion was seconded by Councilman McCall and carried. on the following roll call vote. Ayes: Three. Noes: Councilman Beckam and. President La Croix, Jr., (2). The City Manager was requested to instruct the City Attorney to prepare the necessary ordinance to effect the repeal. Councilman Corica asked that a letter be written to the proprietors of the various establishments seeking their cooperation in suppressing the use of profane language in their premises, The City Manager was directed to comply with this request. 6, From Mrs, Lynn Groh, 1546 East Shore Drive, requesting enforcement of ordinance regu- lating non-conforming outdoor advertising display signs. On request, the City Manager explained letters had been sent to all known violators under the nrovisions of the ordinance. He was directed to request of the Planning Department a current report indicating the status of enforcement of the off-premises sign ordinance, to be received prior to the next regularly scheduled meeting of the Council. The communication was acloiovRedged and referred to the file. 7. , From Sarah E. Mark and Mr. Clifford G. Wallace, 1MOC St. Charles Street, requesting time extension of one year for filing Parcel Map No, 691. City Engineer Hanna stated his department had no objection to the extension. Councilman McCall moved the requested time extension of one year from September 22, 1973, be granted for completion of improvements in connection with said Parcel Nap. Councilman Beckam seconded the motion which carried on the following roll call vote. Ayes: Five, Noes: None. Absent: None. t From Harbor Bay Isle Associates, signed by Mr. Ronald H. Cowan, President, advising 4,950 dwelling unit maximum will not be exceeded during development stages of their Bay Farm Island property, President La Croix stated the letter had been submitted at the request of the Council and would be referred to the City Attorney for perusal and report. 9. From Mr. Raymond P. Iranelly, 1150 Admiralty Lane, submitting resignation as member of the Recreation Comaission effective October i, 1973, The President remarked it was with regret that the Council accepted the resignation, commenting that Mr. Kranelly had served the City continuously from 1951+, except for a brief period, not only as a member of the Recreation Commission but also having served for a time as Mayor and Councilman. he expressed the congratulations of the Council to fir, Kranelly on his well—earned retirement. 10, t'• Consiceeration of formation of Human Relations Commission within City Government, President La Croix commended Assistant City Mar for his excellent reoort on the subject. en the call for proponents, Mrs. Barbara Dolton, 811 Grand Street, President of the Alameda Council of P.T.A.ts, commented on _LT. Goss report. She stated that while the relative lack of success of similar Commissions in other communities might initially dissuade formation of a human Relations Commission in Alameda, their Committee wished tc emphasize that Alameda was unique enough to warrant consideration on its own merit. She stressed the need of such an advisory. Commission to act as a link between existing agencies and the particular problems of local citi- zens, and urged consideration of the proposal. She noted the following groups had expressed their support: board of Education, Lncinal High School, Franklin School, Mastick School, Alameda Family Service, 11.0.P.L]., the Mental, Health Agencies, many indivinual Ministers ia the community and Rabbi Cates. The following persons spoke in support of the issue: Dr. Anne s. Bradfield, Director of Pupil Personnel Services of the Alameda Unified School District, who proposed an annual review by the City Council of the program of the Cohoiission ann a trial ..period of one year; The :Honorable Fred F. Cooper, Supervisor Third District, who remarked on the success of the Alameda County human Relations Commission; Jr, Be Holloway, Tenant Supervisor, Alameda Housing Authority; Mr. Sam George, a Senior year student attending fincinal High School; LTS, Joy Johnson, Chairman of the Alameda High School human relations group; firs. Linua Pritchard; and Mrs. Dorothy. Allen, President of Alamedans with H.O.F.L;. On the call for opponents, there was no response. The Hearing was declared closed. Following discussion, President La Croix stated he favored the formation of an advisory Human helations Commission and suggested that he act as a liaison with persons within the community who had storm an interest in its formation and, with the help of the Assistant City Manager, draw up strong, definitive guidelines, goals, and recommendations; the Commission to operate on a trial basis for one year, with a Council evaluation at the end of that period. Councilman Corica asked that each Councilman re—read the Rules of Procedure, as submitted by the Committee of the Alameda Council of and evaluate the recomendations. The Council members concurred in this suggestion. Councilman IcCall said he did not believe the Coimnission should become involved with the prob- lems of the School District, Councilman McCall moved that a Human Relations Commission be formed; that the Assistant City Manager, President La Croix aad the concerned citizens draft a proposed ordinance with defini- tive recommendations and time schedules for Council consideration. The motion was seconded by Counci11an Piockam and carried unanimously. A ten—minute recess was called. Upon, reconvening, the meeting proceeded with the regular' order of business. 11. President La Croix introduced his mother—in,-law, Mrs. Young, who was visiting from the State of Oregon. lie also announced the recent marriage cf his eldest daughter. REPORTS AND FeCOL7a1DATION3: 12. From Ina H. D. Weller, announcing his decision to retire from active duty as City Manager, effective December o:2, 1973. The President stated it was with regret this letter of retirement was accepted. He recalled that hr. Weller had served the City since 1957 and had worked tirelessly and given unselfishly of his tine in the performance of his duties, having brought great recognition to the City upon his selection by his fellow colleagues to serve as President of the international City Managers Association. Councilman T:icCaLl moved acceptance of the report. The motion was seconded by Councilman Beckai, and on roll call carried unanimously. From Mrs. Irma L. Nelson, tendering her resignation from the office of City Clerk, effective November 15, 1973, President La Croix stated Mrs. Nelson had served the City extremely well for nineteen years, the past five years in the capacity of City Clerk; that her resignation was due primarily to health reasons. Councilman Leckam moved acceptance of the report. Councilman Hurwitz seconded the notion which carried on roll call by unanimous vote. 14. From the City Planning Boaru, signed by the Assistant Planning Director, reporting on and recommenning Zone Change R-73-5, filed. ny John Beery, developer of Mariner Square II, to rezone a parcel of land located northerly of Tinker and Tynan Avenues and lying between two portal buildings and the Posey Loop, from the "M-2-O", General induetricfi, Government District to the fi-2-PD", General Industrial, Planned Development District, The Hearing on the matter Vre.2 set for the next regular meeting of the Council 15. Councilman Hurwitz moved acceptance of the recommendation, that all work on the designated project be accepted as satisfactorily completed and the Notice of Completion filed. The City Engineer was .structen to look into the matter. Councian Corica suggested the Poundmaster be deputized with authority to isse citations. The City Manager was requested to investigate this possibility with a report back to the Council as to the action which must be taken. 22. It was stated that perhaps students, through the 1hAY. program, could be utilized in this endeavor.
