SPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD THURSDAY - - - - - - - - - - - - -AUGUST 1, 1974
The meeting convened at 5:30 o'clock p.m, in the Council Chamber of the City Hall with
Vice President Corica presiding.
ROLL CALL:
The roll was called and Councilmen Beckam, Hurwitz, McCall and Vice President Corica, (4),
were noted present. Absent: President La Croix, Jr', (1).
1. Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the
Councilmen and was on file.
2. Councilman Beckam moved the Council retire to executive session, at the home of President
La Croix, Jr., for consideration of positions of employment and compensation therefor, and action
thereon, if indicated. The motion was seconded by Councilman McCall.
In discussion, Councilman McCall stated he could see no reason to adjourn to the home of President
La Croix unless an impasse should be reached.
Vice President Corica reported he had spoken to President La Croix this date, who had expressed
his opinion on the matter under consideration, and he, Vice President Corica, was prepared to
voice President La Croix' opinion during the executive session.
Councilman Hurwitz said he felt the executive session should be held within the City Hall.
In answer to a question concerning the legality of holding such a meeting outside of the City Hall,
the City Attorney stated that as set out in Section 2-111 of the Alameda Municipal Code, the
Clerk may, with the consent of the Mayor, give appropriate notice at the commencement thereof
that such meeting will be called to order in the Council Chamber and thereupon continued to the
time and place required by reason of the special circumstances mentioned.
On a call for the question, the motion tailed to carry on the following roll call vote. Ayes:
Councilman Beckam, (1). Noes: Councilmen Hurwitz, McCall and Vice President Corica, (3). Absent:
President La Croix, Jr,, (1).
Councilman McCall moved the Council retire to executive session for consideration of positions of
employment and compensation therefor, and action thereon, if indicated. The motion was seconded
by Councilman Hurwitz and carried on the following roll call vote. Ayes: F0ur, Noes: None.
Absent: President La Croix, Jr., (1).
After a five-minute recess, the Council reconvened in the Conference Room of the City Hall for
its deliberations.
Following discussion, Councilman Hurwitz moved the Council conclude its executive session. The
motion was seconded by Councilman Beckam and carried unanimously on roll call vote of those
members present.
Councilman Hurwitz moved approval of a salary increase of 8'27, for those positions of employment
under consideration, effective July 1, 1974. The motion was seconded by Councilman Beckam and
carried on the following roll call vote. Ayes: Three. Noes: Vice President Corica, (1).
Absent: President La Croix, Jr., (1).
There being no objection, the meeting proceeded to "Resolutions".
RESOLUTIONS:
3. The following resolution, as completed by the addition of a paper entitled '/Management
Salary Projects", to include the position of City Manager, and to be effective as of July 1, 1974,
was introduced by Councilman Beckam, who moved its re-adoption:
"Resolution No. 8233
Designating the Number of and Providing for the Compensation of
Certain Officers and Other Employees of the City of Alameda,
as Completed."
The motion to re-adopt said resolution as completed was seconded by Councilmen McCall and on roll
call carried by the following vote. Ayes: Three. Noes: Vice President Corica, (1). Absent:
President La Croix, Jr', (1).
4. Councilman McCall moved the Council again retire to an executive session for discussion
of personnel matters. The motion was seconded by Councilman Hurwitz and carried unanimously on
roll call vote of those members present.
At the conclusion of the discussion, it was determined no further action would be taken at this
meeting.
ADJOURNMENT:
5. There being no further business to come before the meeting, the Council adjourned.
