1970-06-30 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING- - - - - - - - JUNE 30, 1970 The meeting convened at 7:30 o'clock p.m. with President La Croix presiding. ROLL CALL: The roll was called and Councilmen Fore, Levy, Longaker and 'President La Croix, noted present. Absent: Councilman McCall, (1), who was on vacation. , (4), were 1. Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the several Councilmen and was on file. The purpose of the session was for presentation by the City Manager of the recommended Budget for fiscal year 1970 -1971, a proposed resolution designating Friday, July 3,1970, as a City holiday, and action thereon, if so desired. UNFINISHED BUSINESS: 2. ` City Manager Weller made his annual presentation of the Recommended Budget for the City of Alameda for 1970- 1971. He suggested that the good number of City employees present in connection with the second resolution on the agenda would find the presentation interesting and informative as to the problems with which the administration was confronted with respect to City finances. Mr. Weller, with the use of graphs, tabulations and recapitulations, projected on the screen for the visual information of all, narrated the facts and figures as set forth in detail by Departments. The estimated revenues from several sources and the contemplated expenditures in the overall financial operation of the City were pointed out and clarified. It was stated that this was merely a tentative budget and the final figures would be considerably higher than those indicated at this time Mr. Weller commented, in showing the organizational chart of the City, that in the next fiscal year, for the first time, the office of Mayor would be elective, in accordance with the Charter amendment approved by the voters at the State Primary Election held on June 2,'1970. The City Manager commended his Assistant, Mr. John Goss, on the excellent job he had done in negotiations with employee groups with regard to salary and fringe benefits for the ensuing fiscal year being eminently fair to the employees and to the taxpayers as well There was a question and answer period with Mr. Weller clarifying points raised by the Councilmen. President La Croix commended Mr. Weller on his usual fine explanation. RESOLUTIONS: 3. The following resolution was introduced by Councilman Levy, who moved its adoption: "Resolution No 7641 Approving and Adopting the Tentative Budget of the City of Alameda for the Fiscal Year 1970- 1971." The motion to adopt said resolution was seconded by Councilman Longaker and on roll call carried by the following vote.- Ayes: four. Noes: None. Absent: Councilman McCall (1) 4. "Resolution No. 7642 Designating Friday, July 3, 1970, as City Holiday." Mr. Weller, on request, stated he had been somewhat concerned that the proposals and suggestions of all employee groups had come in so late. It had just happened that this meeting was scheduled; if this had not been the case, Mr. Weller said, he would have felt inclined to reject the proposed resolution. He said he felt the proposal was a reasonable one and if it had been made on a more timely basis he would have had no reservations on its being submitted to the Council. Under the circumstances which prevailed, he recommended 'it be approved as fair and equitable. There was some discussion on holidays designated by the State by recent legislation. It was stated the matter would be presented to the City Council in appropriate form in the near future. After the explanation, Councilman Fore moved the resolution be adopted. The motion was seconded by Councilman Longaker and on roll call carried by the following vote. Ayes: Four. Noes : None. Absent: Councilman McCall, (1). The President declared the foregoing Resolutions adopted. 5.f Mr. Donald F. Johnson, Planning Director, was invited at this time to present two new staff members in his Department, Messrs.
