1970-07-14 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY AFTERNOON - JULY 14, 1970 The meeting convened at 5:00 o'clock p.m. with Vice President Levy presiding. ROLL CALL: The roll was called and Councilmen Fore, McCall and Vice President Levy, (3), were noted present. Absent: Councilman Longaker and President La Croix, Jr., (2), who were on vacation. 1. Receipt of the Notice and Agenda of this Special Meeting had been acknowledged by the Councilmen and was on file. The purpose of the session was for consideration of the recommended 1970-1971 salaries and benefits for City employees. A resolution had been prepared in accordance with the recommendation and was on the agenda for action by the Council, should it so decide. UNFINISHED BUSINESS: 2. Vice President Levy requested that City Manager Weller report on the status of the salaries and benefits for City employees for fiscal year 1970-71 and any changes which had taken place since his original presentation on the subject. Mr. Weller stated the resolution on the agenda carried out the understanding reached during the several sessions held by the Council and the staff in the course of the "meet and confer" process. He reviewed the salary increases as covered in his memorandum dated July 2, 1970, and approved by the City Council at its regular meeting held July 7, as follow S : 71/2% for Miscellaneous employees, effective July 1, 1970; 7% effective July 1, 1970, and 3% effective January 1, 1971, for Fire Department personnel. He said the resolution also reflected increases of 8% effective July 1, 1970, and 2% effective January 1, 1971, for the Police Department Personnel. Benefits included were modification of vacation and sick leave provisions extending uniformly to all employees; certain adjustments on overtime regulations, call back, acting pay provisions, et cetera, connection with Fire and Police Department personnel; and modifications in the uniform allowance and education incentive program in the Police Department. Mr. Weller said he regretted that, due to the lateness of concluding agreements with the employees organizations, it had not been possible to provide the Council with l Council 'th a detailed written re ort although he had furnished the Councilmen with an oral report. He sai d there would be written i p rflemoran detailed of under- standing with each of the employees ' groups of which the Council would receive copies or a e ailed break down. It was stated the adjustments ents would represent an increase in the 1970-1971 City Budget of $450,05. Mr. Weller explained several considerations would have to be taken into account in arriving at the ad valorem tax rate for 1970-1971. He estimated that an increase of 20c/ to 25 would be necessary. He said he would not be able to make am iore accurate estimate nor offer a flat recommendation until late August when all figures would be available!. Vice President Levy expressed h the opinion that the "package" presented to the City employees as a result of the meet and confer" sessions was very generous. Mr. Weller said felt the agreement was well within the framework of those which had been negotiated in comparable cities, particularly those in the East Bay area and most particularly in Alameda County. Questions and comments were invited by the Councilmen. Councilman Fore commended Mr. Weller and Mr. John Goss, Assistant City Manager, on the time and effort expended in meeting with the employee representatives and the outcome of the conferences, also Mr. Forrest V. Routt, Jr., Personnel Director, and the Presidents of the Employees Associations. RESOLUTIONS: 3. Councilman Fore then introduced the following resolution, moving it be adopted: .Resolution No. 7651 Resolution of the Council of the City of Alameda Designating the Number of and Providing for the Compensation of Certain Officers and Other Employees of the City of Alameda." The motion to adopt said resolution was seconded by Councilalah McCall. Speaking on the question, Councilman McCall added his comments with regard to the position of the City Council in raising the additional funds to meet the increase in the City Budget resulting from the increases in employees salaries and benefits. He requested clarification on the raises for specific classifications in the Fire Department. Mr. Weller explained the increases did not apply for the full year but for the final six months, and clarified the effect on costs for fiscal year 1970-71 and the following year. Councilman McCall said he felt the Council had been very fair with the City employees. He said he would have liked to see the increases across-the-board for everyone but the representatives of the City and the negotiating teams for the City employees' groups felt this was a good "package" and he was happy to support the metier'. The question was then put and the motion carried on the following roll call vote. Ayes: Three. Noes: None. Absent: Two. The Vice President declared the resolution adopted. Vice President Levy added his thanks and commendations to the representatives of the City and of the employees' organizations for the excellent job done in their negotiations. ADJOURNMENT: 4.
