HELD TUESDAY EVENING FEBRUARY 2, 1965
The meeting convened at 7:30 o'clock p.m. with President Godfrey presiding. The Pledge of Alle-
giance was led by the Acting Vice Mayor, Scout Gary Lane, and was followed by an inspiring Invocation
delivered by The Reverend Mr. Mervin Megill, Pastor of Immanuel Baptist Church.
The President announced that this day had been "Scout Day in Government" and many of the Boy Scouts
had toured the City Departments and others were taking part this evening as City Officials. Mr.
Richard Watson, Assistant City Manager, had been in charge Of the program and, upon request, explained
the activities of the day. Mr. Watson then introduced Mr. James Walton, President of the Alameda Boy
Scout Council, and Mr. John McKie, newly appointed Executive Director of the Alameda Boy Scouts.
Mr. McKie thanked the City Council and Officials for their cooperation and participation in this
annual program and pointed up the value of its citizenship training to the boys taking part.
Mr. Watson then introduced the individual "Boy Scout Officials" and the Mayor presented them with
Certificates of Honorary Officials.
In conclusion, Mayor Godfrey read his Proclamation which had been issued in recognition of the Fifty-
ffft6 Anniversary of Boy Scouts of America and which set aside the week of February 7 to 13, 1965, as
Boy Scout Week.

The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held January 19, and the special meeting held January 27,
1985, were approved as transcribed.
WRITTEN COMMUNICATIONS:

2. " From Oliveri & Simons, requesting a refund of the fee in amount of $322. paid for Building Permit
No. 1370, which had subsequently been cancelled.
The City Engineer had reported that this refund was in order. Councilman La Croix then moved that
said fee be refunded to the designated builders~ The motion was seconded by Councilman Freeman and
carried on the following roll call vote. Ayes: Fiva, Noes: 0one, Absent: None.
]. From Temple Israel, signed by The Reverend Rabbi Gunther G. Gates, extending an invitation to the
Councilmen and their respective spouses to attend the Brotherhood Service on Friday evening, Febru-
ary
26, 1965, at 8:15 o'clock.
The President urged all to plan to attend this Service which he had found to be very impressive and
worthwhile.
ORAL COMMUNICATIONS:

�. At this point, President Godfrey asked Mr. Armitte Kimbrough to introduce a visitor from our
neighboring country, Mexico. Mr. Kimbrough then presented Mr. Du6nlfo Ogarrio, a law student, who
had been interested in public relations and public affairs of the United States during the past two
months. He hoped to eventually enter a career as a public official in his native land of Mexico.
Mr. Ogarrio was warmly welcomed by the President and given hearty applause.

5. Mr. G. N. Pope, 1820 Bay Street, spoke on the discrepancy which had developed through the years
in the rates of compensation for the City Auditor and the City Treasurer, elected officials, in
comparison with certain heads of Departments, appointive officials. He also read a prepared state-
ment on the subject pointing up the injustice of the situation. He felt the elected officials suf-
fered in this respect for want of attention and action by the City Council at the proper time.
Mr. Pope also questioned several proposed Charter changes.
REPORTS OF OFFICERS, BOARDS, ETCETERA:

6. From Mr. C. D. Ramsden, member of the Board of Education, notifying the Council of his absence
from the Country for approximately six weeks, effective January 17, 1965.
It was noted that Mr. Ramsden was on a business trip and that he had assured the Mayor he would also
visit Alameda's Sister City, Lidingo, Sweden, to present official greetings from this Council.
Councilman La Croix moved the necessary leave of absence be granted to Mr. Ramsden for the designated
period. The motion was seconded by Councilman McCall and carried on the following roll call vote.
Ayes: Five. Noes: None. Absent: None.
7.'" From City Manager, reporting all work satisfactorily completed on the project of Constructing a
Sidewalk on the West Side of Eighth Street from Portola Avenue to Westline Drive - recommending it
be accepted and the Notice of Completion be ordered filed.

Councilman Rose moved the recommendation be approved; that said work be accepted and the Notice
of Completion be filed. The motion was seconded by Councilman Freeman and carried unanimously.
8. From City Manager, concerning the execution of an agreement under which the City of Alameda
would become a member of the Economic Opportunity Agency for Alaneda County.
The matter was referred to "Resolutions”.
INTRODUCTION OF ORDINANCES:
9. Councilman La Croix introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:

of the City of Alameda by Amending Sections 8-3.05 and 8-16.05 Thereof,
Relating to Cost of Permits."
10. Councilman McCall introduced the following ordinance, after which it was laid over under pro-

10-2316 Thereof, Relating to Cost of Electrical Permits."
12. Councilman Freeman introduced the following ordinance, after which it was laid over under pro.-
vision of law and the Charter:

An Ordinance Amending the Alameda Municipal Code by Amending Sections 11-161(c),
11-182(c) and 11-173 Thereof, Relating to Fees for Variance and Use Permit

UNFINISHED BUSINESS:
13. Councilman Rose read in full the "argument" in favor of Proposition I concerning the proposed
amendment to the Police and Fire Pension Ordinance. Printed copies of said document will be sent
with the sample ballots to the electorate prior to the General Municipal Election to be held on
March 9, 1965.
14: Councilman Rose also spoke of the City Officials who had been appointed to Committees of the
League of California Cities, as follows: Mayor William S. Godfrey, Committee on the Future; Vice
Mayor William M. McCall, Chairman of the Committee on Water Pollution; City Manager H. D. Waller,
Chairman of the Committee on Retirement, also a member of the Committee on Workmen's Compensation
and, further, serving as the current Chairman of the City Managers' Section of the League.
lz. Upon request, Councilman Rose also reported on the appearance of a City delegation at a Public
Hearing before the State Toll Bridge Authority in Sacramento on January 25, 1865, in the matter of
the route and terminus sites of the next "southern crnueing" of San Francisco Bay. The City was
represented by Councilmen Freeman, La Croix and Rose, City Engineer Mark Hanna, Planning Director
Donald Johnson and Assistant City Manager Richard Watson. Councilman Rose reviewed the proceedings
and pointed up the tenor of the Hearing to the effect that the position of the City of Alameda in
opposing any bridge terminus anywhere in Alameda was apparently being ignored. Councilman Rose said
he had persisted and had finally obtained reluctant permission from the Governor to allow Mr. Hanna
to make a presentation. Mr. Hanna had been able to submit facts and figures which emphasized the
inaccuracy of the cost estimates made by the State 8nQinearu, Councilman Rose commended Mr. Hanna
very highly for his ',terrific job" in preparing the material for submission at the Hearing.
Councilman Freeman voiced her thinking in this matter and commented on the disadvantages to the City
of Alameda of the route presently proposed by the State and recently endorsed by the Board of Super-
visors of San Francisco. She said she believed the bridge terminus would be in Alameda unless the
people of the community really awakened to the urgency and need for vocal and written protests.
Councilman La Croix concurred with the previous statements and complimented Councilman Rose and Mr.
Hanna for the tremendous job they did before said Toll Bridge Authority under very trying
circumstances.
The President thanked the delegation for its excellent representation and said he thought the City
would have more time before the next Hearing to prepare even more material for consideration.
Councilman McCall inquired what the City's position was to be at the next meeting. He said he still
felt that a bridge terminus was coming into Alameda regardless of the City's objections. Following
considerable discussion, it was agreed that the City Council would "stand pat" on its conviction that
a bridge terminus into the City anywhere would be extremely disadvantageous.
RESOLUTIONS:
16. The following resolution was introduced by Councilman Freeman, who moved its adoption;
"Resolution No. 6737
Approving Proposed Budget for Engineering Funds Pursuant to Section 2107.5
of the Streets and Highways Code -- Fiscal Year 1965-1966./'
The motion to adopt said resolution as seconded by Councilman Rose and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
17. The following resolution was introduced by Councilman Freeman, who moved its adoption:
"Resolution No. 6738
Adopting Specifications for Furnishing to the City of Alameda One New, Portable
Compressor, for Street Department, Calling for Bids and Directing City Clerk to
Advertise Same."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
18. The following resolution was introduced by Councilman Freeman, who moved its adoption:
"Resolution No. 6739
Amending Salary Resolution No. 6724 by Deleting One Position of Poundmaster
and One Position of Assistant Poundmaster and Creating One New Position of
Poundmaster-Parking Meter Repairman and One New Position of Assistant
Poundmaster-Parking Meter Repairman, in the Parking Meter-Pound Department,
and Establishing the Salaries Therefor."
The motion to adopt said resolution was seconded by Councilman La Croix and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
19. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6740
Authorizing Execution of a Joint Powers Agreement with County of Alameda
Establishing the Economic Opportunity Agency of Alameda County."
The motion to adopt said resolution was seconded by Councilman Rose.
Speaking on the question, there was some discussion about this 'Agency" and an explanation was offered
by both Messrs. Waller and Cunningham.
The question was then put and the motion carried on the following roll call vote. Ayes: Five. Noes;
None. Absent: None.
The President then declared all of the foregoing resolutions adopted.

20. Specifications No. MS 2-65-2 - Portable Compressor for Street Department.
21. Financial Statement - Bureau of Electricity, as at December 31, 1964 - Verified by 8aoklemao,
Larzelere & McKenna.
22, Joint Powers Agreement between County of Alameda and City with regard to Economic Opportunity
Agency.
BILLS:
23. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $40,712,40, was presented to the Council at this meeting. The List was accompanied by
certification from the City Manager that the Claims shown were correct.
Councilman McCall moved the bills as itemized in the List of Claims filed with the City Clerk on
February 2, 1905, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman La Croix and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.
ADJOURNMENT:
24. President Godfrey again thanked the Boy Scouts for their attendance at the meeting. He thanked
the Scoutmasters in particular for the time they devoted to the youth of the City.
There' being no further business to come before the meeting, the Council adjourned - to assemble in
regular session on Tuesday evening, February 16, 1965, at 7:30 o'clock.
