1965-07-27 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING JULY 27 1965 The meeting convened at 7:40 o'clock p.m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Bartley, La Croix, Jr., Rose and President Godfrey, (4), noted present. Absent: Councilman McCall, (1). re NEW BUSINESS: ' 1. \/ Receipt of the Notice and Agenda of this special meeting had been acknowledged by each of the Councilmen and was on file. The purpose of said meeting was to hold a joint session with the Recrea- tion and Parks Commission for discussion of its program. Messrs. Raymond P. Kranelly, Chairman; Clarence R. Kline, J. Roger Hooper, Al. F. Blanchard and Daniel J. Rourke, of the Commission were noted present. Mr. D. Grant Mainland, Superintendent of Recreation, and Secretary of the Commission, was also in attendance. President Godfrey referred to his attendance at a recent Commission meeting at which time there had apparently been some difference of opinion with regard to the functions of said Commission. He stated that, consequently, Chairman Kranelly had requested this meeting for further discussions and clarifi- cation of the Council's expectations concerning the Commission's activities. He then turned the meet- ing over to Chairman Kranelly who recited the background of the establishment of said Recreation Com- mission and pointed up its roll of an "Advisory Body". There was considerable discourse between all members present in an effort to reach a meeting of the minds with regard to the "philosophy" of the Commission and its accomplishments and the request of President Godfrey for a documentation of its "policy". The Commission believed it was pursuing a definite course of action and achieving good results. The principal concern at this time was the completion of the Alameda Swim Center, as had been sub- mitted to the City Council by the Commission in its letter of May 10, 1965. This letter was read in full by'Mr. gourke. President Godfrey explained that he had appointed a Council Committee composed of Councilmen McCall and Rose to study the City's Capital Outlay Program and the Council was awaiting its report. Admit- tedly, there had been some delay in this review - which was unavoidable. A letter from the Commission, dated June 11, 1965, submitting its recommendations concerning its major capital outlay program, had been referred to this Committee for its consideration in conjunction with its over-all study. Upon request, City Manager Weller expressed his views on the relationship between the City Council and the several City Boards and Commissions. He felt that, probably, there was a lack of communication in some instances which could cause some misunderstandings not only between the agencies and the Council but also with the Administrative Staff concerning their respective operations, objectives and programs. It was emphasized that the sum of $35,000., presently budgeted, was not sufficient to complete the Alameda Swim Center in view of the revised thinking for an expanded program for more actual "recrea- tional and educational" use thereof - as well as certain repairs. The Commissionthen urged that the Council Committee complete its study on the Capital Outlays Program and submit its recommendations to the City Council as soon as possible in order that the Commission might proceed with its plans if and when funds were known to be available. The President reiterated his plea that the Commission determine upon and document its policy so it would be established in "black and white" for the information of all interested parties. The joint session of these two Bodies was then adjourned. 2. At this time, President Godfrey stated that, if there were no objections, he would ask the Coun- cil to retire for an executive session for the purpose of discussing prospective members for certain Committees and Commissions. Councilman La Croix made a motion to this effect, which was seconded by Councilman Bartley, and unani- mously carried. After due deliberation, it was decided that no definite appointments would be made at this meeting. ADJOURNMENT: 3. There being no further business to come before the meeting, the Council adjourned.
