HELD TUESDAY EVENING, JANUARY 7, - - ---- -1964
The meeting convened at 7:30 o'clock p.m. with President Godfrey presiding. The pledge of Alle-
giance was led by Councilman Rose and was followed by an inspiring Invocation delivered by The
Reverend Miss Gladys C. Grier, Minister of the Home of Truth.
ROLL CALL:
The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held December 17, 1963, were approved as transcribed.
WRITTEN COMMUNICATIONS:
21' From Good Chevrolet, signed by Mr. John F. Buono, President, requesting that appropriate action
be taken to exempt the buildings known as 1618 and 1630 Park Street from the provisions of Ordinance
No. 1440, New Series, to allow certain alterations and improvements thereto.
The mutter was referred to "Introduction of Ordinances".
3.0 From Utah Construction & Mining Co., signed by Mr. B. L. McGinnis of South Shore Project Office,
requesting that certain public improvements in that portion of Tract No. 1898, South Shore Unit II,
as set forth in its letter dated January 1, 1964, be accepted by the City.
Upon request, Mr. Hanna explained that all work had been done except for the fire alarm system and
the planting of the street trees. He stated the work on the fire alarm boxes was progressing rapidly
and it was not expected that the trees would be planted at this stage of development. He recommended
that the public improvements be accepted as requested.
Councilman Freeman suggested the acceptance be postponed pending receipt by the Councilmen of copies
of the agreement concerning Tentative Map No. 2 and Final Map No. 2 as related to the subdivision
ordinance. She felt this would then give time for completion of the installation of the fire alarm
boxes and they could be accepted also.
Mr. McGinnis was called upon and stated he believed this increment should be accepted at this time.
He pointed out many of the houses were being occupied and he felt the acceptance should be accom-
plished in order that the City would then maintain and police the area for their complete protection.
Mr. McGinnis explained there were three alarm boxes involved in this particular section of the Tract
under discussion. They would be fully installed the next day but they would not be operable until
the entire Tract was developed and all required alarm boxes installed because of the type of Fire
Alarm System to be in effect.
Following further discussion of the matter, Councilman McCall moved the request be granted and the
public improvements in the specified portion of Tract No. 1898 be accepted, subject to fulfilling
all requirements of the City Engineer at this time and in the future. The motion was seconded by
Councilman Rose and carried on the following roll cell vote. Ayes: Councilmen La Croix, McCall,
Rose and President Godfrey, (4). Noes: Councilman Freeman, (1). Absent: None.

4° 'From Alameda Teen Council, signed by Mr. Marshall Wayne, Youth President, inviting the Mayor and
the Councilmen to attend the Ninth Annual Youth Conference to be held on Saturday, January 18, 1984,
in the Lincoln Park Recreation Center, beginning at 10;00 o'clock a.m.
The Clerk was asked to inform Mr. Wayne about the Councilmen's attendance at said Conference.
ORAL COMMUNICATIONS:
5.- Mr. Richard P. Schacht, Attorney, gave an interim report on the progress of the proposed Garden
Road improvements. He explained there was one property owner who had not yet joined the group to
accomplish the street improvements by private contract although he still hoped to persuade him to
do so. Therefore, he recommended that Mr. Hanna, as Superintendent of Streets, exercise his authority
and serve a notice to this reluctant party to accomplish his street imprnvement. This would neces-
sitate that a Hearing be set before the Council at its meeting of January 21, for the purpose of
hearing any protests there might be from this person.
There being no objections, the President stated the required procedure would be followed and a Hear-
ing would be held at the Council meeting of January 21, 1964, were it still necessary at that time.
6. Mra, Inez Kapellas, 1128 College Avenue, spoke in protest against allowing the federally sup-
ported project of the proposed Park .Centre Redevelopment to get a foothold in Alameda. She contended
that the stores on Park Street were stable and doing a "booming" business, and the City would continue
to be sound without Federal money.
Mrs. Kapellas requested that she be furnished with a copy of the report from the Redevelopment Agency
which .was sent to Washington.
7. Mr. G. N. Pope, 1820 Bay Street, once more registered his objection to the Council holding its
pre-Council-meeting session at 7:15 o'clock in Room 303. He urged that it be discontinued. He also

expressed his concern for those families still living in the Housing Projects who were having great
difficulty in finding suitable homes in the community. He said he thought an election should be
held to determine whether or not the people wanted to have low-rent housing established in the City.
8. Mr. Frank Guttsteio, 731 Haight Avenue, stated the Council should request that the State Divi-
sion of Highways assign a traffic officer to the new Posey Tube. He also suggested that parking
meters be installed along the south side of Shore Line Drive instead of prohibiting parking entirely
as presently established. He felt the.Cicy would thus benefit from the revenue therefrom.
In an attempt to have the "Tube Patrol" question settled, Councilman La Croix inquired of Mr.
Gottotein if a study could be made by the State or County to determine whether or not it was neces-
sary to have traffic officers stationed in the Tubes - if he would accept the findings as the final
answer in this matter. After some further remarks on the subject, Mr. Gottstein replied, "Yes, I
will, yes." Councilman La Croix then asked that the City Manager request the proper authorities to
make a study to ascertain the need, if any, for police officers in the Tubes.
Following further discussion, Councilman La Croix suggested that said study be made by both the .
State and the County. City Engineer Hanna was instructed to submit this request to these agencies.
REPORTS OF OFFICERS, BOARDS, ETCDIER&:.
9. From the Mayor, City Manager and City Auditor, submitting their report on the Count of Money
held November 21, 1903 - showing the sum of $4,734,121. in the City Treasury at said time.
The report was noted and ordered filed.
lU. From the City Manager, with regard to the replacement of carpeting in several areas of the Golf
Course Clubhouse and suggesting the formal bid procedure be waived - that the Council find said
purchase could be made more economically without contract, as provided in Section 3-15 of the
Charter.
Councilman Rose moved that, under provision of Section 3-15 of the Charter, the Council waive the
formal bid procedure and adopt the finding that this purchase could be made more economically
without contract - and proceed with the replacement of the carpeting in the Clubhouse. The motion
was seccnded by Councilman La Croix and on roll call carried by the following vote. Ayes: Five.
Noes: None. Absent: None.
11. From the City Manager, recommending contract be awarded to Good Chevrolet, low bidder, for
furnishing two Sedans for the Pblice Department at the net cost of $3,630.
Councilman La Croix moved the recommendation be accepted; that the contract be awarded to the
designated firm for furnishing these Sedans at the price quoted. The motion was seconded by Coun-
cilman Rose and carried on the following roll call vote. Ayes: Five. Noes: None. Absent:
None.
INTRODUCTION OF ORDINANCES:
12. Councilman Freeman introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Ordinance No. 1440, New Series, by Providing for
Issuance of Certain Building Permits in Park Centre Project Upon Approval
of City Council."
Councilman McCall expressed his belief that the procedure provided by this ordinance would delay
action in allowing certain alterations and improvements. He felt the issuance of any such Building
Permits should be "upon recommendation of the Redevelopment Agency" to expedite action.
Mr. Walter Monasch, Executive Director of the Redevelopment Agency, explained that in most cases the
recommendations of said Agency would reach the Council simultaneously with any applications for,
waiving the restrictions of Ordinance No. 1448, New Series, and, therefore, no additional delay
would result.
UNFINISHED BUSINESS:
13 Y' The matter was presented concerning the.fivancial support by Alameda County for a Civil Defense
Survey by Stanford Research Institute of the Bay Area Rapid Transit District's facilities as possible
fallout and blast oheltern. This matter had first been submitted to the Alameda County Mayors' Con-
ference at its December meeting. Reference was made by the President to his memorandum of Decem-
ber 20, 1963, in explanation of this subject.
Councilman McCall moved the Council support the proposal and request the County to financially coo-
tribute for a portion of the survey costs. The motion was seconded by Councilman La Croix and on
roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
14/ Mr. Weller made a progress report with regard to the acquisition of the necessary otreet.rig6t-
ot-way to connect the northerly end of Westline Drive to Eighth Street at Portola Avenue. He
explained that the State Agency had determined it would prefer to sell this required parcel rather
than negotiate an exchange of properties as originally contemplated. The State had submitted a
draft agreement which appeared to be acceptable. The cost of said land would be $5,800. or $5,900.
Mr. Weller stated he was merely informing the Council at this time of the status of this situation
and, if there were no objections, he would proceed and the matter would eventually be submitted to
the Council for its ratification.
In response to several questions on the subject, Mr. Weller clarified various aspects of the situa-
tion. It was developed that all concerned were prepared to act as rapidly as possible in construct-
ing this street connection. Mr. Weller was asked to proceed as quickly as possible to bring the
matter before the Council for its action.
NEW BUSINESS:
15. Councilman McCall spoke of the traffic congestion and traveling difficulties in getting across
the Park and High Street Bridges. He felt the water -borne traffic on the Estuary, especially the
gas and sand barges, should be regulated so the bridges would not have to be opened during peak
traffic hours. He suggested a study be made to ascertain if and why these barges had to operate
during the peak traffic hours, both in the morning and early evening.
Mr. Weller felt the initial step would be to get a survey from Alameda County. He said he assumed
a log was maintained which recorded the time and length of period any bridge was open. After deter-
mining what the problem was, he felt the firms responsible for barge operations could be pinpointed
and appropriate contacts be made.
Mr. Weller was instructed to investigate these conditions.
RESOLUTIONS:
16: The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6549
Resolution Authorizing Alameda Free Library to Participate with Other
Public Libraries in the Area in Applying for Joint Planning Grant
from State of California, Pursuant to Public Library Development Act
(Ch. 1.5, Div. 20, Education Code of California)."
The motion to adopt said resolution was seconded by Councilman Freeman and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
17. "Resolution No.
Resolution Requesting Board of Administration of State Employees'
Retirement System to Authorize Inclusion of Certain Elective
Legislative .Positions for Coverage Under Section 218 (d) (6) of
the Federal Social Security Act and Under Applicable State Law."
Upon the President's request, Councilman Rose gave a detailed breakdown of the figures involved in
computing the Councilmen's returns and the cost to the City were such elective legislators included
in the Social Security Act.
After some discussion, Councilman Freeman introduced and moved the adoption of said Resolution.
Councilman McCall stated he would second the motion merely to bring the matter to a vote. The adop-
tion of the Resolution was defeated by the following roll call vote. Ayes: Councilman Freeman,
(1). Noes: Councilmen La Croix, McCall, Rose and President Godfrey, (4). Absent: None.
The President declared the foregoing one resolution adopted, as indicated.
FILING:
18. Financial Statement - Bureau of Electricity, as of November 30, 1963 - Verified by Hackleman &
Larzelere.
BILLS:
19. An itemized List of Claims against the City of Alameda and the Departments thereof, in the
total amount of $31,823.99, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman McCall moved the bills as itemized in the List of Claims filed with the City Clerk on
January 7, 1964, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.
ADJOURNMENT:
20. There being no further business to come before the meeting, the Council adjourned - to assemble
in regular session on Tuesday evening, January 21, 1964, at 7:30 o'clock.
