1964-04-09 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD THURSDAY AFTERNOON APRIL 9, 1964 The meeting convened at 4:30 o'clock p.m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Freeman, McCall, Rose and President Godfrey, (4), were noted present. Absent: Councilman La Croix, Jr., (l). RESOLUTIONS: 1. President Godfrey referred to the resolution on the agenda which the Council, at its regular meeting of April 7, had instructed the City Attorney to prepare for action at this time. This called for a special election to be held June 9, 1964, as requested by Councilman Freeman. At this point, the City Clerk stated she had discussed with Mr. William Koerner, Chief of the Elec- tions Division of the County Clerk's Office, the !'timing" of the election, and he had emphasized that he would have neither the manpower nor the equipment available at that time to provide the necessary services for a City election in view of its closeness to the State Primary Election to be held June 2, 1984. The Clerk also pointed out the books of Affidavits of Registration which were needed to check Absent Voter Applications would not be accessible at the proper time. A discussion was then had in an effort to determine upon a date which would be practicable to estab- lish for the special election. It was finally agreed that June 30, 1964, would be feasible for those responsible for conducting said election. The Clerk also explained that Mr. Koerner had offered to contact the office of District Attorney of Alameda County to get an opinion as to whether or not it might still be possible to have the City's proposition placed on the ballot at the State Primary Election. Mr. Koerner was to let the Clerk know - but as yet no word had been received. Mr. Cunningham then suggested the Council should prepare for all contingencies. It could adopt a resolution calling a special election to be held on June 30, 1964, and also adopt the proper reso- lutions by "title", to be appropriately composed, which would call the special election and request its consolidation with the State Primary Election. 2. The following resolution was then introduced by Councilman McCall, who moved its adoption: "Resolution No. 6597 Proposing an Amendment to the Charter of the City of Alameda on Petition Signed by Fifteen Per Cent (15%) of the Registered Electors; Calling a Special Municipal Election in City of Alameda for the Purpose of Submitting to Electors of Said City a Proposal to Amend Charter of Said City, Viz: By Adopting Section 25-1 of a New Article XXV to Said Charter, Relating to Limitation on the Method of Adoption of Urban Renewal and Redevelopment in Said City; and Calling, on Its Own Motion, a Special Municipal Election in Said City for the Purpose of Submitting to Said Electors an Advisory Measure Relating to the Park Centre Redevelopment Project (No. Calif. R-63); Fixing June 30, 1964, as the Date of Said Election on Said Amendment and Advisory Measure, and Providing for Notice and Advertising of Same." The motion to adopt said resolution was seconded by Councilman Freeman and on roll call carried by the following vnte. Ayes: Four, Noes: None. Absent: Councilman La Croix, (1). �/ �^ The following resolution was introduced by Councilman Freeman,whn moved its adoption: "Resolution No. 6599 Stating and Requesting Consolidation of a Special Municipal Election to be Held on Tuesday, June 2, 1964, With the Regular State Primary Election of the State of California to be Held on Tuesday, June 2, 1964." The motion to adopt said resolution was seconded by President Godfrey and on roll call carried by the following vote. Ayes: Four.. Noes: None. Absent: Councilman La Croix, (1). The President declared the foregoing resolutions adopted. It was explained by Mr. Cunningham that the latter two resolutions should be rescinded if circum- stances prevented the consolidation of the City's special election with the State Primary on June 2, 1964. He stated this could be done at any time. The Clerk also commented that were notification received that said consolidation could be effected, it would be necessary for the Clerk, the City Attorney-or one of the Councilmen to appear.before | the Board of Supervisors at its meeting on Tuesday, April 14, 1964, to submit the resolutions and make a plea for this consolidatton. Upon the advice of Mr. Cunningham, Councilman Freeman moved the City Clerk and whomever she deaig- nated be authorized to appear before the Board of Supervisors of Alameda County at its meeting on April 14, 1964+ to present the City's case. The motion was seconded by Councilman McCall and unanimously carried. 5. At this time, President Godfrey stated he would declare a five-minute recess, following which the Council would retire to Room 303 and go into an Executive SesSion, if agreeable to all concerned. Councilman Rose made a motion to this effect, which was seconded by Councilman McCall and unanimously carried. The Council then convened in Room 303 for a discussion of the appointment of a successor to Mr. Harold E. Crabb, who had recently announced his retirement as City Treasurer. 6. The following resolution was introduced by Councilman Freeman, who moved its adoption: "Resolution No. 8600 Appointing John L. Barneich Treasurer and Ex-Officio Tax Collector of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: Councilman La Cioix, (1). ADJOURNMENT: 7. There being no further business to come before the meeting, the Council adjourned - to assemble in regular session on Tuesday evening, April 21, 1964, at 7:30 o'clock. Respectfully submitted,
