1964-06-23 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALA�E�& HELD ID�SD�y �V�0I�� JUNE 23, l9b� The meeting convened at 7:30 o'clock p.m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey, (5), were noted present. Absent: None. NEW BUSINESS: 1. Receipt of the Notice and Agenda of the special meeting had been acknowledged by each of the Councilmen and was on file. The purpose of said special meeting was the presentation of the Budget for the City of Alameda for fiscal year 1984-65 and (2) consideration of a proposal that the Council issue a statement declaring the City to be the owner of all tidelands granted under the 1917 Statutes. ��� Z.^- Mr. Weller was called upon and proceeded to review in detail the entire Budget for the City for the ensuing fiscal year. He further explained the financing of the City Government by means of charts, tabulations and graphs which were projected upon a screen for the enlightenment of the Council and other interested parties. Following the submission of said clarification of the 1904-65 City Budget, Mr. Stanley D. Whitney, Attorney, addressed the Council on behalf of the Triangle Club, an organization comprised of Rolice- men and Firemen. He was pleading for certain salary increases, uniform allowances, health plan payment and additional vacation time. Be had posted a chart showing a comparison of these items for Alameda with the Cities of Richmond, San Leandro, Hayward and Berkeley. President Godfrey assured Mr. Whitney that the Council had yet to fully review the complete Budget and his suggestions would be given consideration. He thanked Mr. Whitney for his presentation. Upon request, Councilman Rose reported on his review of the Budget. Be mentioned two items which should be given further consideration, from a policy standpoint, before entering into a discussion concerning the salaries and related benefits for 1904-65 as recommended by the Civil Service Board, in its memorandum dated June 22, 1964. First, was the matter of the First Aid Station funds. Councilman Rose pointed out the doctors were • requesting certain sums for their services which, in effect, amounted to a fifty per cent increase in their fees. Be stated the amount of S2,400. for technical equipment and $2,880. for remodeling the quarters were in order but until the Council could be assured that the doctors of Alameda were going to supply the necessary personnel for said facility, he would suggest this item be held in abeyance. Following some discussion of the operation of the First Aid Station, Councilman Freeman moved that the doctor's compensation remain the same as it had been and that the items for equipment and remodel- ing in the total amount of $5,200~ be held in abeyance until further discussion with the medical pro- feaoion. The mot ion was seconded by Councilman La Croix and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. Secondly, was the matter of Community Promotion of both the Senior and Junior Chambers of Commerce. He felt there should be a more detailed analysis of the uses co which the funds of these organizations would be put in order that he would be in a better position to make a recommendation. It was agreed that further information on this item should be made available and Councilman Rose would review those figures and report thereon later. The mutter of salary increases was then broached by Councilman Rose who analyzed the funds available and pointed out that the recommendations in this respect by the Civil Service Board were based upon a balanced budget and, therefore, the City could still operate with the current tax rate. However, Councilman Rose referred to the points made by Mr. Whitney with regard to additional percent- age increases in certain salaries, the health plan payments and other benefits and emphasized that these costs had not been contemplated in the Budget as submitted. Therefore, following considerable discussion on this portion of the Budget, Councilman Rose suggested that the salary matter be deferred to allow Mr. Weller and him to consult and recompute all of these items on various bases and then present their findings to the Council for its determination. Councilman Rose then moved that the Tentative Budget be approved with the exception of the three items discussed ac this meeting and which were being deferred for further deliberation - the First Aid Sta- tion, the Alameda Senior and Junior Chambers of Commerce and the Salaries. The motion was seco nded by Councilman La Croix. After some discussion about the proper procedure to pursue in this matter, it was agreed that the questions raised on the three subjects mentioned would be resolved before the next regular meeting of July 7, 1904, a which time a resolution could be adopted to accept the Budge completely. There- fore, the question was put and the motion carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None. 3.~ The matter was then presented, as requested by Councilman Freeman, that consideration be given to the proposal that the Council issue a statement declaring the City to be the owner of all tide- lands granted under the 1917 Statutes. Councilman Freeman stated she would like to wait before taking up this matter until she had every- thing in order. ADJOURNMENT: 4.
