REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, JANUARY 15, 1963
The meeting convened at 7:30 o'clock p.m. with President Culliecbonu presiding. The Pledge of
Allegiance was led by Councilman Godfrey and was followed by an inspiring Invocation delivered by
The Reverend Father A. G. Selhorst, Pastor of St. Barnabas Church.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President Collischonn,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held January 2, the special meeting held January 8, and the
adjourned special meeting held January 9, 1983, were approved as transcribed.
WRITTEN COMMUNICATIONS:

2^ From Weinmann, Rode, Burnhill & Moffitt, signed by Mr. Paul F. de Bruyn Kops, on behalf of
Captain Malcolm E. Crossman, requesting the abandonment of the south end of Hawthorne Street.
There being no objections, the request was referred to the City Manager for review with the several
departments concerned - and a report to be made at the next meeting.
3.` From Alameda Chamber of Commerce, signed by Mr. Elvin Larsen, President, requesting the Council
to recommend to the Division of Highways of the State of California the type of landscaping along
the approaches to the Posey Tubes which provides for the planting of lawns, trees, shrubs and
flowers.
The City Clerk was instructed to acknowledge the communication, after which it was referred to the
file on the subject.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
4y From City Planning Board, signed by the Secretary, recommending approval of the Property Division
Map submitted by Mr. Luigi Bertero, covering the parcel located at the southeasterly corner of High
and Washington Streets, subject to the exceptions and conditions specifically set forth in its let-
ter dated January 8, 1963.
Councilman McCall moved the recommendation of the Board be adopted and the designated Property Divi-
sion Map filed by Mr. Luigi Bertero be approved as indicated. The motion was seconded by Councilman
Godfrey and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.

5. From City Planning Board, signed by the Secretary, recommending approval of the Property Divi-
sion Map filed by Utah Construction & Mining Co., covering Lots 76 and 77, Bloch 3, Tract No. 1866,
South Shore Unit I, at the north end of Pond Isle, subject to compliance with the stipulations of
the City Engineer.
Councilman Rose moved the recommendation of the Board be accepted and said Property Division Map
covering the parcels described be approved as outlined in the Board's letter of January 8, 1963.
The motion was seconded by Councilman McCall and on roll cell carried by the following vote. Ayes:
Five. Noes: None. Absent: None.
8.~ From City Manager, reporting all work satisfactorily completed on the project of Remodeling
Certain City Hall Offices - recommending it be accepted and the Notice of Completion be ordered
filed.
Councilman Schacht moved the recommendation be adopted; that the work on the specified project be
accepted and the Notice of Completion be filed. The motion was seconded by Councilman Rose and
carried unanimously.
7. ' From Mr. Hugh H. Tebault, tendering his resignation as a member of the City Planning Board, due
to his business commitments, effective at the Council's pleasure.
Councilman Godfrey moved that Mr. Tebault's resignation be accepted with regret. The motion was
seconded by Councilman Schacht and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.
The Clerk was directed to write a letter of appreciation to Mr. Tebault for his service to the City
as a member of this Board.
8.v. From the Mayor, nominating Mr. H. J. Kihn as a member of the City Planning Board, to serve the
unexpired term of Mr. Tebault. Said term will expire June 30, 1983.
The matter was referred to "Resolutions".
* 9}/ From City Manager, requesting authorization to purchase thirty parking meters in conformity
with the regular replacement program, and, under provision of Section 3-15 of the City Charter, to
make said purchase in the open market.
Councilman Godfrey moved the request be granted and the City Manager be authorized to purchase the
parking meters on the open market as provided in Charter Section 3-15. The motion was seconded by
Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent:
None.
INTRODUCTION OF ORDINANCES:
10. Councilman McCall introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:

An Ordinance Amending Title XII of the Alameda Municipal Code by Adding
Thereto a New Chapter Known as Chapter 8 (Advertising Displays Adjacent
to Landscaped Freeways)."

ll: The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6432
Calling General Municipal Election to be Held in the City of Alameda
on Tuesday, March 12, 1963; Establishing Election Precincts; Fixing
Number of Election Officers for Each Precinct; Fixing Compensation of
Election Officers and Designating Hours of Voting."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
12. The following resolution was introduced by Councilman Rose, who moved its adoption:
"Resolution No. 6433
Adopting Specifications for Furnishing to the City of Alameda One (1)
New, Latest Model Van Truck for Traffic Engineering, Calling for Bids
and Directing City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
13. The following resolution was introduced by Councilman Rose, who moved its adoption:

Adopting Specifications for Furnishing to the City of Alameda One (1)
New, Latest Model 3/4 Ton Chassis Cab Truck, Including Completely Installed
Maintenance Plumbers Utility Body, Calling for Bids-and Directing-City
Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by

17. The following resolution.was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6438
RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA IN MEMORIAM TO GEORGE R.
DORAN
"WITH HEARTFELT SORROW, the Councilrof the City of Alameda records the death of one
of its former and most faithful officials, GEORGE R. DORAN, Retired Chief of Police.
"WHEREAS, Chief Doran had been employed by the City as a Patrolman in the Police
Department on October 1, 1924, and had earned promotion to the position of Sergeant on
July 15, 1933; and
"WHEREAS, Chief Doran, having conscientiously and efficiently performed his duties
and having exemplified his capacity for leadership, had been appointed Chief of Police
on October 22, 1942, which position he held at the time of his retirement on April 21,
1957; and
"WHEREAS, Chief Doran, during his administration, had initiated new programs for
the more effective training of police officers and had shown particular concern with the
need for youth guidance and had encouraged the sponsorship of certain sports activities
for their benefit; and
"WHEREAS, Chief Doran had inspired the friendship and harmonious relations of his
officers through his personal integrity and impartiality in conducting the functions of
his Department and, also, had engendered the great esteem of the people of the City for
his promotion of an efficient Police Department; and
"WHEREAS, the sudden and untimely death of Chief Doran has greatly saddened his
many friends.
"NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Alameda, in recog-
nition of his noteworthy service during his thirty -three years of City employment, does
hereby express its sense of personal. sadness and its gratitude for the good influence
exerted by this fine man among his many associates in the community.
"BE IT FURTHER RESOLVED, that this resolution be spread in full upon the minutes of
this meeting and a copy thereof be sent to the family of Chief Doran in order to extend
to its members a sincere expression of condolence in their bereavement.
"BE IT FURTHER RESOLVED, that when -this meeting of the Council of the City of
Alameda adjourns, it shall do so in respect to the memory of Chief GEORGE R. DORAN."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by

The President then declared all of the foregoing resolutions adopted.

25://At this time, Mr. Way, Acting City Attorney, was called upon to explain the provisions of the
ordinance introduced at this meeting for the benefit of those present representing the Alameda
Garden Club and the Alameda Branch of the American Fuchsia Society. Mr. Way pointed up that this
ordinance would make certain advertising signs along landscaped freeways illegal. The principal
purpose of the ordinance was to comply with the requirements set up by the State Division of High-
ways, as a condition precedent to landscaping any freeway within its jurisdiction. In response to
a question, he explained that any existing signs need not be removed until three years from the
date of passage of the ordinance or from.the completion of landscaping, whichever occurs later.
BILLS:
26. An itemized List of Claims against the City of Alameda and the Departments thereof, in the
total amount of $20,011.15, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
January 15, 1963, and presented to the Council at this meeting, be allowed and paid. The motion
was seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.
27.- Councilman Godfrey stated he would be very much interested in having the City Manager submit
to the Council some method which would simplify this particular type of presentation of the City
bills. Be felt the Staff now goes through a great deal of unnecessary work in this respect. Be
pointed out this matter had been discussed somewhat and he felt the City Manager should suggest a
more simplified procedure. It was agreed this would be done.
ADJOURNMENT:
28. The President called up the audience for a moment of silence in observance of the dea th of Chief
Doran. There being no further business to come before the meeting, the Council adjourned in respect
to the memory of George D. Doran, Retired Chief of Police - to assemble in regular session on
