1963-06-11 Regular CC Minutes101 / ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF AL&MOU& DF.AD TUESDAY EVENING, JUNE 11 1963 The meeting convened at 8;20 o'clock p.m. with President Godfrey presiding. The Pledge of Allegiance was led by Councilman Freeman. ROLL CALL: The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey, (5), were noted present. Absent: None. ORAL COMMUNICATIONS: 1. Mr. C. N. Pope, 1820 Bay Street, urged that the Council give consideration to the taxpayers when the question of salary increases comes up for deliberation. He also inquired if copies of the Budget could be made available for the information of the people who would be interested if they knew more about it. The President stated he would consult with the City Manager on this question. 2/ 8rs. Inez'Kupelloa, 1128 College Avenue, voiced her objections to the restrictive recommenda- tions made by the Recreation Commission with regard to the use of alcoholic beverages in the beach area. 3. Mr..Lynu 8, Wolcott, 1609 Broadway, asked that the-Council do everything possible to avoid an increase in taxes for the ensuing fiscal year. UNFIN ISHED BUSINESS: 4,~ Laid over from the meeting of June 4, 1063, was the matter of the recommendations from the Alameda Recreation Commission, as submitted in its letter of June 4, concerning regulations for beach areas. Councilman La Croix referred to a memorandum from Mz. Way, Acting City Attorney,-citing recent Court decisions in certain cases which "make it clear that there is no longer any room for local regulation in the area of intoxication or consumption of alcoholic beverages. The State Legisla- ture has pre-empted the field". Therefore, it was agreed the Council could take no action with regard to alcoholic beverages in the beach areas. At this time, Councilman McCall arrived at the meeting and was noted present at 8:45 o'clock. The Council then gave consideration to the recommended prohibition of animals on any public beach and automobiles in any park or on any beach, as well as bicycle riding thereon. The questions were discussed and Councilman Rose moved the City Attorney prepare an ordinance enacting said regula- tions. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None. Councilman La Croix referred to one further recommendation of the Recreation Commission that more pedestrian crosswalks be established along the length of the beach on Shore Line Drive. The City Manager was directed to ask the City Engineer to take this item up with the Traffic Advisory' Committee. � 5. Laid over from the meeting of June 4, 1963, was the matter of the Recommended Budget of the City of Alameda for 1063-1964. Also laid over from the last meeting for consideration in conjunc- tion with the City Budget was the matter of the report dated May 29, 1963, on the survey made by the Civil Service Board with regard to City employees` salaries - and the letter of transmittal thereof, dated May 31, 1963, from the City Manager, recommending certain percentage increases for designated Department Heads and City Officials. The President then turned the meeting over to Mr. Weller, who exhibited a complete and detailed breakdown of said Budget by the projection on a screen of tabulations of each Department's Budget as well as estimates of anticipated revenues, expenditures and information concerning special fuoda. Graphs were also displayed showing comparisons of financial conditions of several cities in the Bay Area and Alameda County, on the basis of assessed valuations, sales tax income and other related factors. Upon completion of the presentation, President Godfrey expressed the Council's appreciation of the excellent clarification of the tentative Budget. There were then a number of questions submitted by the Councilmen and further explanations were given by Mr. Weller. Following a discussion of the Pension Fund situation, Councilman McCall suggested Councilman Rose be appointed to work with the City Manager on this matter. The President then appointed both Councilmen Dose and McCall to act as a committee in consultation with Mr. Weller. The question of salary increases for City employees was then discussed. Mr. Forrest V. Routt, Jr,, Personnel Director, clarified several points. Councilman McCall said he concurred with the recommendations submitted by the Civil Service Board and the City Manager and then moved that the Council accept the findings of the Board under Para- graph 1 and Paragraph 5(a) and (b) of Page 1 of its Salary Report - and also, the recommendations of the City Manager as specifically set forth in his letter of May 31, 1963^ concerning Department Heads and City Officials - plus a ten per cent salary increase for the City Manager. The motion was seconded by Councilman Rose and carried on the following roll call vote. Ayes: Four. Noes: Councilman Freeman, (1). Absent: None. Acting City Attorney Way pointed out that this matter would be made up in the form of a resolution to be adopted by the Council at the next regular meeting. President Godfrey asked the pleasure of the Council in taking action on the Tentative Budget at this meeting. Mz. Way stated a resolution had been prepared for such an eventuality and the matter was referred to "Resolutions". RESOLUTIONS: . 6. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6480 Approving and Adopting the Tentative Budget of the City of Alameda for the Fiscal Year 1963-1904.° The motion to adopt said resolution was seconded by Councilman McCall. Speaking on the question, there was some discussion on the language contained in said resolution with reference to the Tentative Budget on file - and the City Attorney was directed to make the necessary changes to reflect the inclusion of the salary increases authorized at this meeting. The question was then put and the motion was carried by the following roll call vote. Ayes: Four. Noes: Councilman Freeman, (1). Absent: None. The President declared said resolution adopted. 7. President Godfrey stated that if there were no objections, he would call an executive session of the Council to be held on Tuesday, June 18, 1963, at 3;00 o'clock p.m., in the Conference Room of City Hall for a discussion of matters of personnel and appointments of members to boards and commissions. 8. There being no further business to come before the meeting, the Council adjourned - to assemble in regular session on Tuesday evening, June 18, 1963, at 7:30 o'clock. Respectfully submitted,
