HELD TUESDAY EVENING, FEBRUARY 20, 1062
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman Schacht and was followed by an inspiring Invocation delivered by
The Reverend Mr. William F. Hunter, Pastor of Calvary Baptist Church.

The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President Collischonn,

MINUTES:
1. The minutes of the regular meeting held February 6, 1962, were approved as transcribed.

2. The President acknowledged the presence of one hundred ten students, comprising the three
Eighth Grade Classes at Porter School, who were accompanied by Mr. Arthur Leydecker, Vice Principal,
and their three teachers. President Collischonn expressed the hope that their attendance at the
Council meeting nould6e informative in connection with their study of Civics and Government.
WRITTEN COMMUNICATIONS:,

], From State Division of Highways, signed by Mr. J. P. Sinclair, Assistant State Highway Engineer,
inviting the Council to attend .8 public meeting on Friday, March 9, 1962, at 2:00 o'clock in the
Alameda County Office Building, Hayward, concerning studies for the location of two new State High-
way routes, as specifically described-
President Collischonn stated he would welcome the attendance at this meeting of the Councilmen, the
City Manager and the City Engineer. Be pointed out the purpose of the meeting was for the various
representatives to request that preliminary studies he made with regard to the proposed "Shoreline
Freeway'.
4 X Application. for Permit to Fill Property on Clement Avenue at the north end of Stanford Street,
with 40,000 cubic yards of hydraulic fill - filed by Pomeroy-Bates & Rogers-Gerwick. The Bond on
file had been extended to cover said operation.
Councilman Godfrey moved a Permit to Fill Property as set forth be granted. The motion was
seconded by Councilman McCall and carried by the following roll call vote. Ayes:- Five. Noes:
None. Absent: None.
ORAL COMMUNICATIONS:
5. Mrs. Inez Kapellas, 1610 Encinal Avenue, deplored the recent articles in the official news-
paper containing disparaging implications against certain members of the City Planning Board. She
praised the excellent caliber of the men serving on this Board and expressed her confidence in the
diligent work performed by them.
President Collischonn thanked Mrs. Kapellas for her remarks and indicated his complete concurrence
therewith.
Councilman Godfrey referred to a letter from 8r^ Pope which had been read to the Planning Board at
its meeting held the previous night and stated he, too, should be thanked for his compliment to the
gentlemen on the Board.

6! Mr. G. N. Pope, 1820 Bay Street, again registered his protest against the City submitting its
application for Federal funds to make a survey relative to the redevelopment of a portion of the
Park Street business area.
7. Miss Deatra Rankl, 154I Fountain Street, a senior at Alameda High School, expressed her appre-
ciation to the Mayor for his attention to a recent complaint she had made that certain vacant
stores on Park Street had been allowed to become littered and dirty and were detriments to the
business interests - and she was glad to see that they had been cleaned up.
8. Mr. Robert DeCelle, 276 Beach Road, addressed the Council as the representative of the President
of the Bay Farm Island Improvement League. Be enumerated several bad conditions which he felt have
needed correction for some time - e.g., the installation of a Yield Right-of-Way sign at Flower Lane
and Maitland Drive; the development of Godfrey Park; the elimination of the swarms of flies which
are prevalent from May to August of each year.

9. Mr. Frank Cottstein, 731 Haight Avenue, urged the Council to take action now to assure that
proper approaches to the new Tube would be constructed and also spoke of the traffic congestion on
Webster Street caused by the bus stop area and left-turn regulations at Atlantic Avenue. Upon
request, City Engineer Hanna explained that several City Officials had held a conference on the
problem of the congestion at this location and had then called in the State Division of Highways
to examine the circumstances at the site. The matter is under consideration and study at this time.

10. Mrs. Patricia Brander, 151 Maitland Drive, complained about the bad condition of the intersec-
tion of Mecartney, County and Island Roads - and also about the lack of public transportation to
this area.
Mr. Hanna clarified the State law concerning use of gasoline tax funds for street construction and
mainteoaoce. There was some discussion of the problem involved in this situation.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
ll.' From the Nayor, nominating Mr. Raymond E. Waterlom as a member of the Social Service Board for
the remainder of the unexpired term of Mrs. Stafford, resigned. Said term expires June 30, 1962.
The matter was referred to "Resolutions".
12^ From City Manager, reporting all work satisfactorily completed on the project of Constructing
the Pacific Avenue Storm Sewer from Concordia Street to Webster Street - recommending it be accepted
and the Notice of Completion be ordered filed.
Councilman Schacht moved the recommendation be adopted; that the work on said project be accepted
and the Notice of Completion be filed. The motion was seconded by Councilman Rose and unanimously
carried.
INTRODUCTION OF ORDINANCES:
13. Councilman Godfrey introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending the Alameda Municipal Code by Adding ,Subdivisions
(28) and (29) to Section 17-333, Relating to All Time and Limited No
Parking (Webster Street between Atlantic Avenue and Southerly from Eagle
Avenue -- School Areas)."
NEW BUSINESS:
14. The President stated he would like to extend the invitation of Rabbi Gunther G. Gates to attend
a special Service in commemoration of Brotherhood Week, to be held at Temple Israel on Friday, Febru-
ary 23, 1962, at 8:15 o'clock p.m. He urged that those who could would plan to attend this
impressive Service. -
RESOLUTIONS:
15. The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6326
Resolution of the Council of the City of Alameda Appointing Member of
the Social Service Board." (Raymond E. Waterlon)
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Five. Noes: None, Absent: None.
The President introduced Autezlow and welcomed him as a member of the official family.
, 16. The following resolution was introduced by Councilman odfrey, who moved its adoption:
"Resolution No. 6327
Resolution of the Council of the City of Alameda Adopting Specifications,
Special Provisions and Plans for Construction of a Storm Sewer on Everett
Street, Blanding Avenue to Eagle Avenue, Culling for Bids and Directing
City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
17. The following resolution was introduced by Councilman Rose, who moved its adoption:
"Resolution No. 6328
Resolution of the Council of the City of Alameda Adopting Specifications,
Special Provisions and Plans for Installation of Culvert at Central Avenue
L_~ and Fifth Street, and Storm Drainage Work on Santa Clara Avenue at Fourth,
Fifth and Sixth Streets, Calling for Bids and Directing City Clerk to
Advertise Same."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the
following vote. \yco: Five. Noes: Nnnp, Absent: None.
18. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6329
Resolution of the Council of the City of Alameda Urging Non-Passage of
Pending Federal Legislation Relating to the ,Registration of Firearms."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by the
following vote, Ayes: Five. Noes: None. Absent: None.
19. The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6320
Resolution of the Council of the City of Alameda in Memoriam to Daniel B.
Knox (Retired Municipal Judge)
"WITH DEEP SORROW, the Council of the City of Alameda records the death of one of its
prominent and loyal citizens, DANIEL H. KNOX, retired Judge of the Alameda Municipal Court,
who had served on the Bench for almost twenty-one .years from the time of his election to
this post by vote of the people in 1934, until his retirement in 1955.
"WHEREAS, Judge Knox had presided over his Court with impartiality and dispatch and
had been held in high esteem by his colleagues for the integrity manifest in his decisions;
and
"WHEREAS, Judge Knox had resided in Alameda since early childhood and had played an
important part through the years in the life of the community by his active participation
and leadership in the worthwhile programs of many civic and fraternal groups.
"NOW, THEREFORE, BE IT RESOLVED that, in recognition of his excellent record of
service and his friendliness toward all his associates, the Council of the City of Alameda
expresses its sense of personal loss and its gratefulness for the reputable influence
exerted by Judge Knox.
"BE IT FURTHER RESOLVED that this resolution be spread in full upon the minutes of this
meeting and a certified copy thereof be forwarded to Mrs. Knox in order that it may extend
to her a sincere expression of sympathy and condolence in her bereavement.
"BE IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of JUDGE DANIEL B. KNOX."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the
following vote. Ayes: Five. Noes: None— Absent: None.
20. The following resolution was introduced by Councilman Godfrey, who moved its adoption:
"Resolution No. 6331
Resolution of the Council of the City of Alameda in Memoriam to Everett E.
Farwell (Former Member of Board of Education)
"WITH HEARTFELT GRIEF, the Council of the City of Alameda records the death of one of
its well-known and civic-minded citizens, EVERETT E. FARWELL, who had been a member of the
Board of Education from June 4, 1929, until his resignation on May 3, 1929.
"WHEREAS, Mr. Farwell had been keenly concerned with the development of business interests
in the City and had also given unstintedly of his time and effort on behalf of the community
in the enterprises of many civic and fraternal organizations; and
"WHEREAS, Mr. Farwell had brought honor to the City of Alameda and to himself through
his Presidency of the California School Trustees Association and the Alameda Chapter of the
American Red Cross and had been greatly respected for his leadership in these fields of
endeavor.
"NOW, THEREFORE, BE IT RESOLVED that, in acknowledgement of his contribution of personal
service to the community and his friendly cooperation with all his associates, the Council of
the City of Alameda hereby expresses its sadness at the loss of this fine man and its appre-
ciation for his active participation in many beneficial projects; and
"BE IT FURTHER RESOLVED that this resolution be spread in full upon the minutes of this
meeting and that a copy thereof be forwarded to the family of 0r. Farwell in order to extend,
to its members a sincere expression of sympathy and condolence in their bereavement; and
"BE IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of EVERETT E. FARWELL."

The President thereupon declared all of the foregoing resolutions duly adopted.
ORDINANCES FOR PASSAGE:
21.
"Ordinance No. 1401,
New Series
An Ordinance Amending Certain Portions of the Alameda Municipal Code
Relating to Traffic Regulations." No Parking on north side of
Atlantic Avenue, etcetera).
Councilman Schacht moved the ordinance be adopted as submitted. The motion was seconded by Council-
man McCall and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
FILING:
22. Specifications, Special Provisions and Plans No. PW 1-62-1 - Construction of Storm Sewer on
Everett Street, Blanding Avenue to Eagle Avenue.
23. Specifications, Special Provisions and Plans No. PW 2-62-3 - Installation of Culvert at Central
Avenue .and Fifth Street, and Storm Drainage Work on Santa Clara Avenue at Fourth, Fifth
and Sixth Streets.
DILLS:
24. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $33,826.02, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
February 20, 1962, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None..
25. The President then culled up the audience for a moment of silence in observation of the death
of Daniel H. Knox and Everett E. Farwell.
26. At this time, Councilman Rose moved the Council go into an executive session for consideration
of appointments to various Boards and Commissions. The motion was seconded by Councilman'}bCall and
unanimously carried. The Council then retired to the Conference Room.
ADJOURNMENT:
27. There being no further business to come before the meeting, following the executive session, the
Council adjourned in respect to the memory of Daniel U. Knox and Everett E. Farwell - to assemble in
regular session on Tuesday evening, March 6, 1962, at 7:30 o'clock.
