1962-02-27 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, FEBRUARY 27, 1962 The meeting convened at 7:00 o'clock p.m. with President Collischonn presidin . ROLL CALL: The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President Collischonn, (5), were noted present. Absent: None. NEW BUSINESS: 1. Receipt of the Notice and Agenda for said special meeting had been acknowledged by each of the Councilmen and was on file. 2. The meeting had been called for the purpose of giving consideration to the Capital Outlay Program, the appointments to various Boards and Commissions and taking action thereon if so desired. v ' 3. Upon request, 8r. Weller gave a resume of his memorandum of February 28, 1961, concerning the Capital Outlay Program as itemized therein, in the total amount of $465,000, The Council entered into a detailed review of the fourteen projects as listed under a three-year program and then determined that the items would be set forth in an over-all priority list as a guide for future action, as follows: 1. Construction of Swimming Pools at Encinal High School in conjunction with the Alameda Unified School District. 2. Re-arrangement of City Hall Offices. 3. Reconstruction of the "South Side" Sanitary Sewer, between Grand and Bay Streets. 4. Initial development of Lum School-Park Site on South Shore. 5. Completion of the Alameda Swim Center. 6. Construction of a Recreation Building at Godfrey Park. 7. Relocation of Structures and Facilities at McKinley Park. 8. Replacement of the bulk of the Clinton Avenue Sanitary Sewer, from Park Street to Willow Street. g. Construction of a Paint and Plumbing Shop at the Corporation Yard. 10. Construction of an adequate Repair Garage at the Corporation Yard. 11. Initial development of the remaining fill acreage south of Washington Park. 12. Further improvements on the Lum School-Park Site. During the course of the discussion it was brought out that the priority list as presently estab- lished can he revised by the Council as circumstances iodicate. Two projects were removed from the original list - one, "Reconstruction of the Oak Street Storm Sewer, from Blanding Avenue to Eagle Avenue", and the other, "Acquisition of the Property at the southwest corner of Oak Street and Lincoln Avenue for future City Hall needs", With regard to the Oak Street Storm Sewer, Mr. Weller explained that it had been determined this project qualified for payment from the Mayors' Formula Gas Tax Funds. The question of the Acquisition of Property at Oak Street and Lincoln Avenue was discussed at length, following which Councilman McCall moved the City Manager be authorized to have an official appraisal made of this parcel. The motion was seconded by Councilman Godfrey and carried on the following roll call vote. Ayes: Councilmen Godfrey, McCall, Rose and President Collischonn, (4). Noes: Council- man Schacht, (1). Absent: None. Nr. Weller then suggested the Auditor he authorized to transfer certain monies to the General Fund accounts in order to properly proceed with the program as now outlined. Councilman Godfrey thereupon moved the City Attorney be directed to prepare the necessary resolution for presentation at the next regular meeting of the Council. The motion was seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. Following further discussion, Councilman McCall moved the City Manager be authorized to submit speci- fications and plans for specific projects as tentatively itemized in the priority list. The motion was seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. 4. At this point, Councilman McCall moved the Council go into an executive session for deliberation on an appointment to the Recreation Commission. The motion was seconded by Councilman Godfrey and unanimously carried. After consideration of this matter, it was determined that no action would be taken at this time. 5.
