The meeting convened at 7:30 o'clock p.m. with President Collischoon presiding. The Pledge
of Allegiance was led by Councilman Godfrey.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President Collischono,
(5), were noted present. Absent: None.

1. The minutes of the regular meeting held November 7, 1962, were approved as transcribed.

Mr. ‘Frank A. Gottstein, 731 Haight Avenue, again spoke of the flooding condition of the area
between Pope Street and Webster Street and felt the Council should request the State to raise the
elevation of Webster Street in order to provide proper drainage.
]. Mr, G. N. Pope, 1820 Bay Street, submitted several comments concerning the progress of the
Citizens' Advisory Committee on Charter Revisions.
4, v Mr. Robert E. DeCelle, 276 Beach Road, stated that, as part of the People to People Program,
a group of four leaders in Scouting in Yokohama, Japan, were visiting this country. He then intro-
duced the following: Messrs. Yoshiaki Yamashita, Vice Chairman. Yokohama Council of Scouts;
Uiroahi Ishiyama, Cub Master Troop 39; Yuji Saito, Scout Master Troop 1; , and Minoru Yoshida,
Explorer Master Troop 20.
Mr. Yamashita read a prepared statement indicating the group's sincere appreciaLion of our country,
of the kindness extended by our people and the group's thanks for the opportunities it had had in
visiting many places of interest.
The group was warmly welcomed by the Mayor on behalf of the Councilmen and the City and he
extended his appreciation to the several Scout Leaders for their interest in attending the Council
meeting. He expressed the hope that they would carry back to the Mayor of Yokohama the greetings
and best wishes of the Council of the City of Alameda, and give his kindest personal regards to
"8r. Yokohama".
REPORTS OF OFFICERS, BOARDS, ETCETERA:
5." From the Mayor, nominating twelve members for reappointment - and three persons for appoint-
ment - co membership on the Citizens' Advisory Committee for Community Improvement, as identified
in his letter of November 9, 1962 - for the terms commencing October 17, 1962, and expiring
October 16, 1963.
Councilman Schacht moved the nominations be accepted and the following members be reappointed:,
Mesars. Don Bruzzone, Sidney Dowling, Sr., Russell J. Franck, Sumner M. Graham, Henry J. Rodriguez,
William M. Smock, J. Douglas Stevens, Michael Tilles, Robert L. Veres, Ernest Wade, Howard
Yeremian and Rabbi Gunther Gates - and the following persons be appointed: Dr. Howard Converse,
Mr, William E. Derbyshire and Mrs. May Jan Mew, for the term expiring October 16, 1963. The motion
was seconded by Councilman Rose and carried on the following roll call vote. Ayes: Five, Noes:
None. Absent: None.

6. From City Planning Board, signed by the Secretary, recommending approval of the Property Divi-
sion Map covering parcel known as 809 Walnut Street, subject to the stipulations of the City Engineer
in his report of November 9, 1962 - and with the exceptions as itemized in the Board's letter dated
November 15' 1962.
Councilman McCall moved the recommendation be adopted and the Property Division Mop for the desig-
nated parcel be approved subject to the specified conditions and exceptions. The motion was
seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Five. Noes:

INTRODUCTION OF ORDINANCES:
7. Councilman McCall introduced the following ordinance, after which it was laid over under Rro-
vlaion of law and the Charter:

An Ordinance Authorizing the Conveyance by Quitclaim Deed of a Certain
City-Owned Public Utilities Easement to Four Winds Development Company,
a Copartnership."
RESOLUTIONS:
The following resolution was introduced by Councilman Schacht, who moved its adoption:

Acknowledging Final Payment on a Certain Land Sale Transaction, Authorizing
the Surrender of Deed of Trust and Promissory Note Securing Same, and
Directing Mayor to Request a Reconveyance to the Purchaser (Portion of
Encinul Housing Project -- 22.3 Acres -- Alaska Packers Association)."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by
the following vote. Ayes: Five. Noes: None, Absent:' None,
9. The following resolution was introduced by Councilman Rose, who moved its adoption;
"Resolution No. 6415
Transferring $74,093.92 from the Encinal Housing Project Fund (No. 352) to
the Capital Outlays Fund (No. 225)."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
lO. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution. No. 6418
Resolution of Intention to Order the Vacation of Portions of Waterton Street,
in the City of Alameda (West End of Waterton Street)."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Five. Noes: Nnnc, Absent: None.
11. The following resolution was introduced by Councilman Godfrey, who moved its adoption:
"Resolution No. 6417
Resolution of Intention to Approve an Amendment to the Contract Between the
Board of Administration of the State Employees' Retirement System and the
City Council of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the
following vote. Ayes: Five, Noes: None. Absent: None.
12. The following resolution was introduced by Councilman Godfrey, who moved its adoption:
"Resolution No. 6418
Authorizing Execution of Contract with the Firm of Coates, Herfurth and
England, Consulting Actuaries, to Determine the Approximate Contribution
Which Would be Required in the Event the City's Contract with the State
Employees' Retirement System is Amended to Include OASDI Coverage."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by
the following vote. Ayes: Five. Noes: None, Absent: None.

13. The following resolution was introduced by Councilman Schacht, who moved its adoption:

Resolution of Intention to Order the Vacation of a Certain Portion of
Market Street, in the City of Alameda (San Jose Avenue to Madison Street)."

The President then declared all of the foregoing resolutions adopted.
FILING:
14, Contract between City Council of City of Alameda and Coates, Kerfurth and England, Consulting
Actuaries, re S. C. V. S.
l5." Mr. Way, Acting City Attorney, requested that the Council also authorize the tiling of the
"Agreement", dated November 16, 1962, signed by the interested parties concerned with the vacation
of a portion of Market Street between San Jose Avenue and Madison Street. A motion to this effect
was made by Councilman Godfrey, seconded by Councilman Schacht, and unanimously curzied.
BILLS:
16, An itemized List of Claims against the City of Alameda and the Departments thereof, in the
total amount of S55,973.43, was presented to the. Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were corcscc.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the [icy Clerk on
November 20, 1962, and presented to the City Council at this meeting, be alloyed and paid. The
motion was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes:
FiVe. Noes: None. Absent: None.
17. At this pnint, Councilman. McCall referred to the proposed schedule for the opening to traffic
of the new Posey Tube in the early part of -February, 1963. The current plan is that when said
new Tube is open, the old Tube will be closed for renovation. Councilman McCall stated he felt
the State Division of Highways should be requested to keep both Tubes in operation at that time
for a certain period in order that preliminary studies and surveys might be conducted to determine
upon proper traffic patterns in the area. .
It was suggested that the Council authorize the Mayor to make such a request and it was so ordered.
ADJOURNMENT:
18. There being no further business to come before the meeting, the Council adjourned - to assemble
in regular session on Tuesday evening, December 4, 1962, at 7:30 o'clock.
