1949-03-08 Special CC Minutes, SPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALATEDA HELD TUESDAY EVENING MARCH - - - - - - - 1949 Pursuant to call, this special meeting was held in the Council Chamber of the City Hall at 7:30 o'clock P. M. on Tuesday, March 8, 1949. ROLL CALL: The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi- dent Branscheld, (5), were noted present. Absent: 1:ene. rEw BUSINESS: 1. President Branscheid noted the fact, that this was a special meeting and re- quested that the "Call and Notice of Special Feeting" be read. This having been done, the Affidavit of Service, signed by Officer Jack Bailiff, was ordered filed. 2President Branscheid explained the reason for the meeting, stating that in the early part of December, 1948, he and the City Manager had gone to Washington, D. C. and had discussed, among other things, the question of temporary housing in Alameda. He stated that since that time, through the efforts of Senator Downey and Congressman Miller, and the Public Housing Authority, several representatives have been out on the Coast to investigate the situation and as a result, they have a very clear understanding of our local problem. He stated that, in conjunction with the survey made of the Alameda situation, one was also made of the Cities of Richmond and. San Diego. As a result of these in- vestigations, the President pointed out that a telegram was recently received from Senator Downey, stating that the City of Richmond was going to be represented in Washington at a conference to be held on this coming Monday by Senators Ynewland and T)owney, Congressman Miller and representatives of the Public Housing Authority and it was suggested in the telegram that we contact the City Attorney of Richmond who is to be the representative of that City at the conference. He further stated that, following the receipt of the telegram, he and City Manager Froerer had gone to Richmend to discuss the matter with the people out there and found that the housing situation. Is a very live topic of discussion. He stated. that in the conversation had in Richmond, it had definitely been. concluded that it is Important that Alameda also be represented at the conference, inasmuch as both cities are entirely in accord with the method of procedure to be followed in reach- ing a satisfactory determination of this matter. He stated that he would therefore recommend to the Council that the City Manager be authorized to proceed to Washington to represent the City of Alameda at the conference referred to, and that funds be procided to defray the expenses of such trip. President Branscheld asked that the City ':anager corn-lent on the matter and bir. Proerer stated that the City of Richmond is strictly in accord ntn the program that has boon the policy of this Council heretofore. No pointed out that while there was some disagreement in Thshingtoe last December, the conference in Richmond during the present week developed the fact that the City of Richmond is in accord aith the idea Llat the temporary housing is a Federal responsibility and special legislation should be enacted by Congress to take care of It. In response to an inquiry by Councilman Jones as to the number of cities to be represented at the conference, President Branscheld said he believed only Richmond and Alameda would be represented as this is more or less a local problem for these two cities. He pointed out that the other cities apparently are not too such con- cerned with the problem, inclining toward the view that the local communities should take over the projects. Councilman Osborn stated that since hearing about this meeting and learning the objectives sought to be reached, he had given it considerable thought and it was his feeling that not only the City Manager, but also the Mayor, should go to lashington to attend the conference - pointing out that the I'ayor and City Manager were together in December and aro fully conversant wlth all conditions surrounding the eroblems to be brought up. He thereupon moved the ::ayor and City ,a.nager be authorized to go to iashingten, D. C. to attend the conference and that a sum of not to exceed 900. be appropriated to defray their expenses. President I3ranscheid stated that he did not believe it necessary that both he and the City Manager go to Washington, pointing out that the,37'0 are other matters be- sides housing to be locked into during the short stay to be made in Washington. He stated that the Fruitvale Avenue Bridge matter is•to be considered also, as well as ibat of the In Lieu Taxes on Straits Village and further, that the Navy Housing matter Is to be discussed. and determined upon. 222 The motion was then seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes Councilmen Anderson, Jones, Osborn and Sweeney, (4). Noes: None. Not Voting: President Branscheld, (1). Absent: None. To eermit the making of the trip to Uashington, Councilman Anderson moved the City Manager and. Mayor be granted permission to leave the State for a period of ten days from Yarch 12, to 23, 2949. The motion was seconded by Councilman Jones and unanimously carried. 4. Councilman Jones moved the City- Attorney be appointed to act as City Manager du-ring the absence of the City lana'ger. The motion was seconded by Councilman Anderson and unanimously carried. 5. Councilman Jones stated he would be out of the State from March 12, to 26, 1949, and requested permission to absent himself from the State for this period. Councilman Osborn moved such permission be granted. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: 1-one. Absent: Trone. ADJOURNMENT: 6. The business having been attended to, for which the meeting was called, the Council adjourned to assemble in regular session on Tuesday evening, March 15, 1949, at 8:00 o'clock.
