The roll was called. and Councilmen Anderson, Jones, Osborn Sweeney and
President Branacheid, (5 were noted present. Absent: Nene.
1. Following the roll call, President BranscheId stated the time had arrlved for
the re-organization. of the City Council for the enaudng two years and that It would.
be necessary to select from. among the Councilmen ono of their nunber to serve the
City as Mayor and another to serve as Vice-Mayor. He thereupon declared nominations
open for President of the Counail and Mayor of the City of Alameda.
Councilman. Jones nominated Winthrop J. Branscheid 000 this office, with. some hyghly
commendatory remarks concerning the M0-701-N,, fine record of service to 100 City. The
nomination was seconded by Councilman. Anderson.
There being no further nomlnations, Councilman. Sweeney moved the nominations be
closed, which. was seconded by Councilman Anderson and. carried.
Thereupon Councliman Osborn put tho motion that W. J. BranaCheid be re-elected to
the office of President of the Connell and Mayor of the City, wilich. was carried on
the following, vote. Ayes: Councilren Anderson, Jones, Osborn, Sweeney (4). Noes:
Nene, Not Voting: President Branacheld, (1). Absent: None.
President Branschcid thanked the Council for this evidence of confidence and respect
an1 . assured the meffbers that his best efforts would be directed toward .. giving the
City of Alameda a straigbtforward buslness administration. He stated that any prob-
lem he might be called upon to solve, would be solved strictly on their merits and
with. the best interests of the City. constantly to mind.

Councilman Sweeney nominated Councilman Jones for this office, pointing out that, in..
his opinion, Councilman Jones has rendered invaluable service to the City, stating
that ho was the original .sponsor of the Service ,'7n Awards to City employees and that
through his efforts, Flag Day 'hi . the City of Alameda has now become an honored. tradi-
tion- The nomination was seconded by Councilman Osborn, who thereupon moved. the
nominations be closed, which was seconded by Councilman Andersor . and. carried.
President Branscheid put the motion. that Sherwood Jones be re-elected to the office
of Vice President of the Council and Vice Mayor of the City of Alameda, which was
carried on the following vote. Ayes: Councilmen Anderson, Osborn, Sweeney and
President Branachold, (4). Nees: None. Not Voting: Councilman Jones, (1).

President Branscheld thereupon declared Councilman Jones e_s ted as Vico Mayor of
the City o.0 Alameda.
Councilman. J res thanked. the Council, stating that it had been . a great pTeasure to
servo during the past two years and ho looked forward to serving in the same capa-
city for the ennuing two years.
3.1 President Branschoid stated he would like to make a few remarks for the record
and observed that for many years the Council has had Its regular meetings, passing
on the problems of the Uity, but that there has been more or less overlooked the
fact that the City has numeroua boards composed of citizens of the City whe serve
without remuneration but have a deep :interest in the welfare of Alameda. Be stated
that it is the work of these Boards which goes far toward. making .a successful ad-
ministration and that while the members of the Boards are not often seen or directly
heard, it is the reflection. of their work W.hich enables the Council to carry on and.
act IntellIgently on the many questiona which arise in the administration of the
affairs of the City.
He stated that he wished to extend thanks to these Boards, on behalf of lthe Council
and the City as a whole, for their contribution to good City Government.
Councilman. Osborn stated he would like to have the privillego of correboratIng every
thing said by the Mayor in the matter of the functions of the City Boards. He
stated that, in his opinion, the conscientious service of the Boards does definitely
help the Council in. performing its duties and in the consummation. of its work-
': He remarked that Inc also wanted . to say to tbe people of 1,110 City of Alameda, and to
the Press, that it is his candid opinion the City of Alamedamis to be congratulated
on the fact that W. J. Branscheid has seen. fit to again assume the responslities
of the office of Mayor and that the City is most fortunate in having in. this office
a. man so generoua with his time and efforts ln taking care of the many duties of
the office.

WRITTEN COMMUNICATIONS:
From McGuire and Hester, requesting an additional sixty 4r s' extension of
time for completion of the installation of the Sanitary Sower System on Bay Farm
island.
Councilman. Osborn stated that after giving the matter due consideration, the City:
1;anager has recommended the reeuested extension of time be granted, but that it
be limited to forty-five days. He thereupon moved the recommendation, of the CitT
Manager be adopted and the contractors mentioned be granted. the specified exten-
sion of time. The motion was seconded by Councilman Sweeney and unanimously
carried.

iJr. Frank Gottstein stated he wished to impress upon the Council that while
he had appeared before it on numerous occasions and intended to so appear in the
future, he was not appearing for himself alone, but was presenting the views of
many of the people of the City of Alameda in each, complaint or suggestion made.
He directed the attention of the Council to the congestion of traffic at tbo Ala-
meda Portal of Posey Tube, pointing out that, in his opinion, it is vitally
necesary that a traffic officer be stationed in that area to keep the traffic
in Dine and prevent the blockade at the portal caused by the forming of several
lines of traffic which eventually have to get into a single line at the mouth of
the Tube. He pointed out that on Thursday and Friday evenings and on Saturday .
mornings this condition is at its worst, except during the peak traffic hours of
the day tilm,

lowest and best bid. He therefore recommended tho contract be awarded to this firm
for the performance of this work.

21. At this point, Councilman Jones asked that the mooting be referred back to

for a progress report on the Centennial Celebration program.
Councilman Sweeney reported that up to the present time it was the feeling of the
entire Committee that the City of Alameda will stage, one of the greatest celebra-
tions ever put on in the City. He stated that the pros:ram would start on Juno 5,
with a parade such as had never before been attempted in the City and that :through
the week there will be a whiskorina contest and everything is pertaining to the
49'er scheme. No stated that the program will wind up on Sunday, Jono 12, with
the observance of F]ag Day whicil will be handled by the members of:the Aahmos Temple
of Ancient and Arabic Order of Nbbles of 720 Kystic Shrine, with between 600 and 000
uniformed members in attendanCe. He stated that the Committee had bebos of having
tho 179th infantry on. hand and it is also hopeful of hav evernor Earl Warren,
as the sneaker of the day, with General Mark Clark in attendance, too. Flag Bay
services will be held in Washington. Park 0 Sunday, June 1 2, at 2:30 o'clock.
