HELD TUESDAY EVENING, NOVEMBER 15, 1949
The meeting convened at 8:00 o'clock P. Y. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held November 1, 1949, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2‘./ A petition was presented, containing the signatures of sixty people, requesting
that the Model Plane Flying Field on Bay Farm Island be named Doolittle Model Air-
port, in honor of General James Doolittle, an early Alameda Aviation Pioneer.
Following the reading of the petition, Councilman Jones suggested it might be appro-
priate to have General Doolittle's consent to the use of his name in connection
with the Model Plane Flying Field, and moved the Clerk be instructed to contact the
petitioners with the request that they in turn contact General Doolittle for the
necessary permission to use his name. The motion was seconded by Councilman Sweeney
and unanimously carried.
3t the Boy Scouts of America, Alameda Council No. 12-22, expressing apprecia-
tion for the use of facilities on City Hall property over a period of many years.
The communication was noted and ordered filed.
REPORTS OF COMMITTEES:
4 From the City Manager, recommending that contract be awarded to the Interna-
tional Harvester Company, Oakland, the low bidder, for furnishing one new, 3/4 Ton
Pick-Up Truck with Canopy, at the bid price of 1,383.68, for use in the Street
Department - in accordance with Specifications and Provisions No. MS 10-49-11.
Councilman Osborn pointed out that the differential between the price quoted by this
Oakland firm and the lowest price quoted by any Alameda firm is in excess of five
per cent. He thereupon moved the City Manager's recommendation be adopted; that
contract be awarded to the designated company for furnishing this vehicle at the
price specified and the checks be returned to the unsuccessful bidders. The motion
was seconded by Councilman Sweeney and on roll call carried by the following vote.
Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5).
Noes: None. Absent: None.
5. From the City Planning Board, requesting a ruling on who is responsible for the
policing and enforcing of its decisions concerning Adjustment and Use Permits, par-
ticularly with regard to violations of sign regulations.
President Branscheid suggested this matter be referred to the City Attorney, with
the request that he make a report on the subject at the next meeting of the Council.
6. From Mayor Branscheid, recommending that two members of the Council attend the
Conference of the American Municipal Association, to be held in Cleveland, Ohio,
from November 30, to December 2, 1949, and a sum not to exceed c800. be appropriated
for this purpose.
Councilman Sweeney moved the Mayor's recommendation be followed and that Mayor Brans
cheid and Councilman Anderson be designated as the representatives of the City of
Alameda to attend this Conference and the amount of 800. be appropriated for their
expenses. The motion was seconded by Councilman Osborn and on roll call carried by
the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5). Noes: None. Absent: None.
7 From the City Manager, recommending that a thirty-day extension of time to De-
cember 16, 1949, be granted as requested by Gallagher & Burk, Inc. for their comple-
tion of the work in connection with the construction of Lincoln and Pacific Avenues
and Marshall Way.
Councilman Osborn moved the City Manager's recommendation be adopted and the stipu-
lated extension of time be granted to this firm to complete its work on the specifie
project. The motion was seconded by Councilman Sweeney and unanimously carried.
8:/ From the City Manager, recommending that an extension of time to March 1, 1950,
be granted to O. C. Jones and Sons, for completion of their work in connection with
the Restoration of McKinley Park. He further recommended that this firm be relieved
of the ten per cent retained amount on all items of the contract that have been com-
pleted and that authorization be given to pay one hundred per cent on such items at
this time.
Councilman Jones moved the City Manager's recommendations be followed; that the
designated extension of time be granted to this firm and payment be made accord-
ingly. The motion was seconded by Councilman Osborn and unanimously carried.
9. From the City Manager, recommending that Policewoman Cecelia Robinson be au-
thorized to attend the Northern California Juvenile Training School, conducted by
the San Francisco Office of the Federal Bureau of Investigation, to be held at the
University of San Francisco from November 29, through December 1, 1949, and a sum
not to exceed $7.50 be appropriated for this purpose.
Councilman Anderson moved the City Manager's recommendation be adopted; that Mrs.
Robinson be allowed to attend the Training School sessions and the sum of $7.50
be allowed for her expenses. The motion was seconded by Councilman Sweeney and
on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None.
1O' the City Manager, recommending that Policewoman Florence Drummond be au-
thorized to attend a Conference of the Governor's Youth Committee, to be held at
Asilomar, November 17-20, 1949, inclusive, and a sum not to exceed ,$25. be appro-
priated for this purpose.
Councilman Osborn moved the City Manager's recommendation be adopted; that Mrs.
Drummond be allowed to attend this Conference and the sum of $25. be allowed for
her expenses. The motion was seconded by Councilman Sweeney and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None.
11% From the City Manager, reporting that work in connection with the installa-
tion of the Bay Farm Island Interceptor Sewer System and Force Main has been satis-
factorily completed, and recommending it be accepted and the Notice of Completion
be ordered filed.
Councilman Osborn moved the City Manager's report and recommendation be accepted
and the Notice of Completion concerning this project be filed. The motion was
seconded by Councilman Anderson and unanimously carried.
12' Jones noted the presence of Mr. Ben Kopf and Mr. J. J. Grodem, who,
at the last meeting of the Council, had raised the question of the fees charged by
the City for installation of sewer connections, and asked that the City Manager be
requested to present a preliminary report on the matter.
City Manager Froerer responded by stating that an attempt is being made to secure
complete information with regard to costs and services for this work from other
cities in the Bay area but that the survey has not yet been finished and, he would,
therefore, be unable to submit a factual report at this time. He assured the
Council the information would be forthcoming at the next meeting.
RESOLUTIONS:
13. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 4103
IN MEMORIAM TO FRED J. CROLL.
"WITH PROFOUND SORROW, the Council of the City of Alameda
records the death of one of its most faithful and proficient
public officials, FRED J. CROLL, a member of one of Alameda's
pioneer families, who was first appointed to the office of
Auditor and Assessor in 1909 by former Mayor E. K. Taylor and
was thereafter re-elected by the people to serve each succes-
sive term for these many years;
"NOW, THEREFORE, BE IT RESOLVED, that, in recognition of the
more than forty-years' service rendered by Mr. Croll and the
great interest he took in promoting the welfare of the City and
in preserving its historical significance, the Council of the
City of Alameda hereby expresses its sense of personal loss and
its sincere gratitude for the privilege of having had such a
loyal and fine associate in the City's activities. Mr. Croll
was ever mindful of the importance of the efficient conduct of
his office in the best interests of the City and was diligent
in the performance of his duties.
"BE IT FURTHER RESOLVED, that this Resolution be spread in
full upon the minutes of this meeting, and that a copy thereof
be transmitted to the family of Mr. Croll, that it may extend
to its members a sincere expression of sympathy and condolence;
and
"BE IT FURTHER RESOLVED, that when this meeting of the
Council of the City of Alameda adjourns, it shall do so in
respect to the memory of FRED J. CROLL."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). foes: Tone. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
14: Tho following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 4104
Appointing Auditor to the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
Mr. Bernard E. Jost was present, and on behalf of the Council, President Branscheid
congratulated him upon his appointment and wished him good luck in the conduct of
his new office.
Mr. Jost responded, thanking the Council very heartily for
pledged himself to a faithful performance of the duties of
Mr. John M'ulvany addressed the Council, congratulating the
pointment of r. Jost.
Councilman Sweeney directed the attention of the Council to the new "Safety
Sally" signs being put III by the Twenty-Thirty Club at the school crossings and
suggested it would be in order for the Council to recognize this service and
extend the thanks of the City to tbe Club.
The Clerk was instructed to write a letter of appreciation to this organization.

Councilman Jones moved the List of Claims as itemized and filed with the City Clerk
on November 15, 1949, and presented to the Council at this time, be allowed and
paid. The motion was seconded by Councilman Anderson and on roll call carried by
the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5). Noes: None. Absent: None.
18. Prior to adjournment,

President Branscheid noted the presence of the members
and welcomed them to the meeting and thanked them for
rendered to the City during the past years.
19. There being no further business to come before the meeting, the Council ad-
journed in respect to the memory of FRED J. CROLL - to assemble in regular session
on Tuesday evening, December 6, 1949, at 8:00 o'clock.
