The meeting convened at 8:00 P. Y. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President
Branscheid, (5) , were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held January 15, 1946, and of the special
meeting held January 28, 1946, were approved as transcribed.

These bids were referred to the City Manager and City Engineer for their further
study and recommendation.
REPORTS OF COMMITTEES:
3. From Mayor Branscheid, notifying the Council of the appointment of a Board
of Examiners and Appeals, as provided by Ordinance No. 730, New Series, comprised
of the following: Angelo Hewetson, 1100 Versailles Avenue; William E. Lyons,
1205 Bay Street; P. Royal Haulman, 1243-a Broadway and Fritz Zapf, City Hall.
The communication was noted and ordered filed.
From the City Engineer, requesting a determination of policy by the Council
as to the incorporation of certain provisions in specifications for Public Works,
i.e., employment of only registered voters, purchase of bonds through Alameda
brokers, purchase of materials and equipment through establishments licensed to
do business in the City of Alameda.
The communication was referred to the Committee of the Whole for further considera-
tion.
5/ From the City Manager, submitting his report on the request from R. C. Porter,
D. R. Hamlin and Fred Linderman, to close certain portions of Market Street from
the south line of San Jose Avenue to the north line of Calhoun Street, which was
presented to the Council at its regular meeting held January 15, 1946. la% McMillan
recommended that action be withheld pending negotiations for rights of way for the
proposed extension of Fernside Boulevard.
Councilman Howe moved the recommendation of the City Manager to withhold action
on the proposed closing of portions of market Street, be complied with. The
motion was seconded by Councilman Sweeney and unanimously carried.

From the City Manager and Chief of Police, submitting Affidavit pursuant to
Section 17-11 of the Charter of the City of Alameda, re expenditure of moneys out
of the Police Secret Fund during the period from July 1, to December 31, 1945.
Councilman Jones moved the report be accepted and filed. The motion was seconded
by Councilman Howe and unanimously carried,
ORDINANCES FOR INTRODUCTION:
7. Councilman Howe introduced the following ordinance
after which it was laid

RESOLUTIONS:
9. The following resolution was introduced by Councilman Osbo

Creating Six Additional Positions of Junior Civil
Engineer in the Street Department of the City of
Alameda and Fixing the Salaries Thereof."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Tones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the president declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:

Transferring Funds from Budget Account 74-a (Defense)
to Budget Account 40-c (Assistant Building Inspector)
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3274
Transferring Funds from Budget Account 74-b (Defense)
to Budget Account 40-e (Assistant Building Inspector)."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3275
Creating a Park Planning Fund and. Transferring
)12,660. from Capital Outlays Fund Thereto."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
13, The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3276
Authorizing City Manager to Make Application to State
Director of Finance on Behalf of the City of Alameda
for State Assistance in Defraying Cost of Acquisition
of Right of Way for Buena. Vista Avenue Re-Alignnaent
at Everett Street. (Project No. 47-A-1)."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
At the request of Councilman Sweeney, the City Manager explained the purpose of
this resolution and the reason for making the application to the State Director
of Finance.
14. At this point City Manager McMillan stated that he had received a communica-
tion from the City Planning Board asking that it be furnished with certain data
concerning the estimated cost of filling in certain portions of Bay Farm Island
for residential, as well as industrial, development. It also requested the views
of the City Manager as to the possibility of applying the Community Redevelopment
Act to the proposed development of the Island. The City Manager requested that
the Council instruct him as to what it wished him to do in this matter.
Councilman Jones thereupon moved that the City Manager be instructed to proceed
with an investigation along the lines requested by the Planning Board and that
he also be authorized to call in such outside expert opinion as might be neces-
sary to enable him to render a suitable report.
Er. McMillan stated that he had received a letter from the Alameda Southshore
Land Company, offering its full cooperation in the furnishing of engineering
data.
The motion was then seconded by Councilman Howe and unanimously carried.

as at December 31, 1945.
16. Financial Statement - Goodell, Byers & Henry - Bureau of
Electricity, as at December 31, 1945.
17. Auditor's Balance Sheet - Month ending January 31, 1946.
BILLS:
18. An itemized List of Claims against the General Departments of the City of
Alameda in the total amount of $137.48 was presented to the Council at this
meeting.
Councilman Howe moved the bills as itemized in the List of Claims filed with
the City Clerk on February 5, 1946, and presented to the Council at this time,
be allowed and paid. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None.
19. Councilman Tones directed the attention of the Council to the fact that
only this evening a communication had been received from the Chamber of Com-
merce, setting forth the results of the investigation of the Living War
Memorial for the City of Alameda by a committee of the Chamber. Councilman
Jones moved the record show the receipt of this letter by the Council and
that it be referred to the Committee of the Whole for study. The motion was
seconded by Councilman Howe and carried.
20. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, February 19,
1946, at 8:00 P. M.
