ROLL CALL: The roll was called and Councilmen Howe, jones, Osborn, Sweeney and President Branscheid, (3), Were noted present. Absent: None. INUTES: 1. The minutes of the regular meeting held April 16, 1946, wore approved a transcribed. NRITTEN COMMUNICATIONS : P. V A communication was presented from Mrs. Ethel B. Eartin, 1188:!;]- Regent Street, concerning the injustice of the license fee imposed on house to house solicitors. FOlowing the reading of this letter, President Branscheid remarked that there apparently haa been some misunderstanding with regard to this matter of license fees and stated that if there were no objections he would refer the communication to the City Attorney with the request that he get in touch with Mrs. Martin and straighten out the situation. 3. From the Alameda Veterans, Building Committee, with regard to the contem- plated addition to the Alameda Veterans Memorial Building which, if made, would take up most Of the parking space now provided in connection with the existing building. The Committee is therefore requesting the City of Alameda to provide other space for parking through the acquisition by the City of that certain property ironediately north of the Adelphiah Club Building which is situated on the northwest corner of Walnut Street and Central Avenue. Councilman Osborn moved the communication be referred to the City Manager for his investigation and report. The motion was seconded by Councilman Sweeney and carried. / 4:i .Frem the United States Department of justice, requesting cancellation of • 1943-44 to 1946-47 City taxes on certain property situated on Government Island. . and now own.o by the United States of America. The matter was referred to "Resolutions." 5. Two communications from the Alameda South Shore Land Company concerning the proposed rezoning of portions of Bay Farm Island, were listed on the Agenda. Copies of each of these letters had been sent to members of the Council. The communications were referred to "Hearings." OPENING OP BIDS: 6:7 At this point, a bid was presented and read from Garland Chevrolet Co. for the furnishing to the City of one, new 1 TOE Dump Truck, in accordance with Specifications and Provisions No. 11 4-46-4, in the amount of 2,294.92. The bid was accompanied by a certified check in the amount of (229.49. Councilman Osborn moved the bid be referred to the C/M for his study and report. The motion was seconded by Councilman Howe and carried. 17EARIUGS: The matter of a Petition of the Alameda South Shore Land Company for the rezoning of portions of Bay Farm Island from Class "A" One-Ilamily Dwelling Dis- trict, to the Light and 7,eavy Industrial Districts, was presented. This matter was continued from the last meeting of the Council. Mr. James Iloore, Engineer of tne Alameda South Shore Land Company, briefly out- lined the subject matter of the two above listed letters which had been sent by him to the Council - which letters were not read. He stated that he had nothing further to say on the subject except that he hoped the matter could be decided at a very early date. President Branscheid stated that inasmuch as there has been some changes made in the plans submitted by the Alameda South Shore Land Company, particularly con.- corning the division of the area sought to be rezoned for specific purposes, the petition now becomes an amended petition and that it should properly go back to the City Planning Board for its further consideration. 1 Councilman Osborn moved that the aMended request be referred back to the Plan- ning Board for its reconsideration. The motion vas seconded by Councilman Howe and carried. Yr. Dunn, representing some of the property owners on the south shore inquired about the nature of the changes contemplated in the plans of the land Conrany, which were explained by President Branscheid. Councilman Jones requested permission to explain further hat the present situa- tion is approximately as follows: The land which can now be seen on Bay Farm Island, in the area souht to be rezoned, is the proorty that the Council feels should be retained as residential property and that the land now under water out _ in the Bay, which will be reclaimed under this program, will be devoted to indus- trial purposes. Ee stated that under the plan as amended, substantiaLLy the same area will be available for residential purposes as was available when the zoning maps were made up. Mr. Dunn inquired as to whether or not the maps could be soon when the matter aga comes before the Planning Board and was assured they would be available for his insDection. REpORTS OF COIEITTEES: 0. From the City "Aanager, recammendinirT, that Chief Lane be granted permission. to attend a meeting of the. Directors Of the Pacific Coast Fire Chiefs" Association to be held at Seattle, Washington, on Tvlay 16) and 19, 1946, which Will be no ex- pense to the City. Couhcil.man Osborn moved the City Manager's recommendation be adopted and Chief Lane be allowed to attend the specified meetinc4. The communication was ordered filed. -oreposed ordi- 10. /1 letter from tl.o Honorable William F. Knowland, United States Senator, and a copy of a letter to him from Rear Admiral J. J. Manning, concerning the release by the Navy of ECT:Inley Park Football Field and its return to the City of Plamoda, was read and ordered filed. 11‘../ At this point, Councilman Sweeney broucht U) the question. of transportation and traffic in the City of .ilameda and moved that the Council hire a competent traffic enzineer to make a cot ete transportation and traffic survey in the City. The motion was seconded. by Councilman. Jones and carried. Mr. Frank Gottstein addressed the Council on the matter of the traffic survey and - requested that included in this survey be a study of conditions obtaining at webster street and Lincoln Avenue as a result of the placing pf a signal light at that intersection, eoiItinh out that the pedestrians, due to the fact that this is a bus transfer point, constantly cross the street against the light with the result that a very hazardous situation has been created. messrs. Barnard and E. W. Paterson of the Alameda Citizens' Transportation Associa- tion, expressed the thanks and appreciation of that organization for the action of the Council in deciding to undertake this survey and. congratulated the Council on its efforts to remedy the poor transportation nm., offered the people of Alameda. l2 City Manager McMillan stated that he would like to address the Council and the audience on the proposed War Memorial lay-out at Washington. Park. He thereupon produced a preliminary sketch of the proposed improvement. He outlined in detail the entire plan, noting the location and extent of the various facilities included in the project. As to the financing of the buildAn of this plan, he indicated • that by reason of the nature of the project and . its location, both State and Federal aid would be available. He highly commended the City's Landscape Engineer and the Engineering Department for the splendid work done on this plan. President Branscheid remarked that the City now has underway plans for much postwar development and improvement work that has been discussed over a period of time, pointing out that such developments must be fully planned before any steps toward carrying them out can be undertaken. He stated that in the WashingWn Park project, the City has solved something which, while it might take a few years to complete, will prove of great benefit to the City. He stated that in due course more detailed information on this plan would became available. Councilman Jones stated that he felt the City Illanager should be authorized to Eo into the matter of the costs of the project and that a suitable report should be prepared by him for publication in order that the City might know what is going on in this connection. /people of the )6)61 President Branscheid replied that it was obviously the concensus that the Adminis- tration should go ahead with the matter and et together all pertinent data bear- ing on the matters of cost and feasibility. 'He suggested that several copies of the plan be made and put on display. Councilman Jones supplemented the Mayor's remarks with the statement that he thought it might be a good idea to have. the Chamber of Commerce give the plan some publicity. INTRODUCTION OF ODINANCES: An Ordinance Amending the Alameda Municipal Code by Adding to Title XVI Thereof a Nev Chapter and Article to be Known as Chapter b, Article 1, Relative to Pri- vate Patrol Systems - Private Watchmen." 14, Councilman Howe introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending the Alameda MUnicipal Code by Adding to Title XIII Thereof a New Chanter and Article to be Known as Chapter 3, Article 1, Regulating Soli- citations for Charitable, Patriotic, Philanthropic and. Other Purposes." RESOLUT-IONS: 15• The following resolution was introduced by Councilman Jones, who moved its adoption: "Re elution No. 3300 13. Councilman Sweeney introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series Transferring 8,000. from Gas Tax Fund No. 2 to the General Fund." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the follovdng vote. The following re solution was introduced by Councilman Sweeney, who moved its adoption: • "Resolution No. 3301 CreatinG a Special Fund to be Known as Street Lighting Fund -- Enclnal Avenue, and Transferring ”8,000. from Capital Outlays Fund Thereto." The following resolution was introduced by Councilman Osborn who moved its adoption: "Resolution No. 3302 Approving Fifth Supplemental Memorandum of Agreement for Expenditure of 1/4 Cent Gas Tax Allocated for Streets of Major Importance.". The motion to adopt said resolution was seconded by Councilman 'Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and President :3ranscheid, (-). The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 330G Creating One Additional Position of Police Patrolman in the Police Department of the City of Alameda and Fixing the Salary Thereof." The motion to adopt said resolution was seconded. by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and president Branscheid, (5). "Ordinance No. 891, New Series An Ordinance Reclassifying Property by Adding Section 32 to Ordinance No. 725, New Series." Councilman Howe moved the ordinance be adopted as read. An itemized List of Claims against the City of Alameda and several of the departments of the City in the follwILng or was submitted to the Council at this time: General Departments, 221.84; Golf Course Department, 528.49 and Initiative Tlelief Fund, '07. Councilman Howe moved the bills as itemized in the List of Claims filed with the City ,Clerk on May 7, 1946, and presented to the Council at this meeting, be allowed and paid. Sweeney noted the presence of a large delegation of the members of the Junior Chamber of -Commerce and expressed his appreciation of the attend- ance of this group at the Council meeting. President Dranscheid reiterated these sentiments and expressed the hope that the Junior Chamber will continue to have its representatives attend the Council meetings in order that they may be fully informed as to that is a; in g on.
