The meeting convened at 8:00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President
Branscheid, -(5)4*ere noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held July 16, 1946, were approved as trans-
cribed.
ORAL COMMUNICATIONS:
2:(- Mr. Cecchettini, representing Model Enthusiasts of Alameda, a group of thirty
of whom were present at the meeting, addressed the Council on the matter of providing
facilities for the use of this club in flying their model aeroplanes. He pointed
out that most of this flying is now done in the small area adjoining the Woodstock
Housing Project, but that there has been some complaint concerning the noise and the
hazard created by these exhibitions. He suggested that they would like to have the
use of Washington and Lincoln Parks one night each week, if that could be arranged.
Following some discussion of the matter with the members of the Council, it was sug-
gested that possibly Godfrey Park would be the most suitable place for this type of
activity, the City Manager pointing out that there is a place in that park for this
sort of thing and that when the grass has been grown it will be an ideal spot, it
being close to the big airport and removed from any concentration of population.
President Branscheid requested the City Manager to look into the matter and asked
Mr. Ceochettini to get in touch with the Manager concerning it.
31( Mr. Bolander addressed the Council on the subject of moral conditions along
Park Street in the late evening hours, and recounted some of his experiences and
observations. Suggested that an investigation be made to clean up this situation,
and was assured by the President that the matter would receive immediate attention.
REPORTS OF COMMITTEES:
4* The City Manager transmitted the proposed budget for fiscal year 1946-47.
The proposed budget was ordered filed.
5. The City Manager recommended representation of the City at meeting of the Shore-
line Planning Association at Santa Monica and that an appropriation be made to defray
expense of trip.
Councilman Sweeney moved that the recommendation of the City Manager be followed,
that J. P. Clark be sent to represent the City at Santa Monica, and that the sum of
$60.00 be appropriated to defray the expense of the trip. The motion was seconded
by Councilman Osborn and carried.
6:/ President Branscheid reported that in the matter of appointing an Alameda repre
sentative to the East Bay Cities Transportation Committee sponsored by the Mayor of
the City of Berkeley, he wished to submit the name of Councilman Sherwood Jones for
that appointment. Councilman Osborn moved that the nomination be confirmed. The
motion was seconded by Councilman Sweeney and carried.
INTRODUCTION OF ORDINANCES:
7. Councilman Sweeney introduced the following Ordinance, after which it was laid
over under provision of law and the Charter:
RESOLUTIONS:
"ORDINANCE NO.
New Series
An Ordinance Regulating Erection,etc, of all
Buildings or Structures in the City of Alameda;
Providing for Issuance of Permits Providing
Penalties for Violation thereof, and repealing
Ordinances Nos. 723 and 730 N. S., and all other
Ordinances and parts of Ordinances in Conflict
Therewith. (Adoption of Uniform. Building Code-
1946 Edition).
8. The following resolution was introduced by Councilman Howe, who moved its adop-
tion:
"Resolution No. 3357
Fixing Salary of Office and Position of
Deputy City Attorney."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Orborn, Sweeney
and President Branscheid, (5). Noes: None. Absent None. Thereupon the President
declared said resolution duly adopted and passed.
9. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3358
Creating and Establishing Eight (8)
Additional Positions of Fireman in
the Fire Department of the City of
Alameda."
The motion to adopt said resolution was seconded by Councilman Sweeney and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3359
Creating and Establishing One Additional
Position of Police Lieutenant, One Addi-
tional Position of Inspector, and One
Additional Position of Sergeant in the
Police Department of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and. President Branscheid, (5). hoes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution ho. 3360
Authorizing City Manager to Make Application
to California-Western States Life Insurance
Company for Group Life Insurance for Employees
of the City of Alameda and their Dependents,
and. Authorizing the Auditor to Make Payroll
Deduction for Premiums."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the resi-
dent declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3361
Authorizing City Manager to Make Application to
State Director of Finance on Behalf of the City
of Alameda for State Assistance in Defraying Cost
of Plans for Fire Drill Tower. (Project ho. 47-15)."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and
President Branscheid, (5). Noes: hone. Absent: hone. Thereupon the President de-
clared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3362
Adopting Specifications for Purchasing From
the City of Alameda 4500, more or less, Second-
Hand Railroad Ties, Calling for Bids and
Directing the City Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and. President Branscheid, (5) Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3363
Authorizing the City Attorney of the City of
Alameda to File Stipulation for Final Judg-
ment in re United States of America VS. Certain
Parcels of Land in the City of Alameda, et al."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call,carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and kresident Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3364
Creating a Special Fund to be Known as
"Broadway Storm Drain Fund" and Depositing
$2700.00 Therein."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3365
In Memoriam of Chester W. Youngberg."
With Profound Sorrow, the Council of the City of Alameda records the
death of one of its loyal and beloved employees, Chester W. Youngberg.
NOW THEREFORE BE IT RESOLVED, that, in recognition of Chester W. Young-
berg's long and untiring services, the Council of the City of Alameda
hereby expresses its sense of personal loss and its appreciation of his
professional ability. In his employment with the City, he gave unre-
servedly of his time and effort. As a man, he endeared himself to all
who knew him.
BE IT FURTHER RESOLVED, that this Resolution be spread in full upon
the minutes of this meeting, and that a copy be transmitted to the
family of Mr. Youngberg, that it may extend to them a sincere expres-
sion of sympathy and condolence.
BE IT FURTHER RESOLVED, that when this meeting of the Council is ad-
journed it be adjourned in respect to the memory of Chester W. Youngberg.
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and.
President Branscheid, (5). Noes: None. Absent: None. Thereupon the President
declared said resolution duly adopted and passed.
FILING:
17. Three Copies Uniform Building Code, 1946 Editon.
18. Financial Report by Goodell, Byers & Henry on Municipal Employees Retirement
System, at June 30, 1946.
19. Specifications & Provisions for purchasing from the City of Alameda 4500, more
or less, secondhand railroad ties.
BILLS:
20. An itemized List of Claims against the City of Alameda and several departments
thereof in the total amounts as follows, was presented to the Council at this meeting:
Fire Drill Tower Fund, $2,292.00; Encinal Avenue Improvement Fund, $827.65; Gas Tax
No. 1 Fund, $9,364.89.
Councilman Howe moved the bills as itemized in the List of Claims filed with the
City Clerk on July 30, 1946, and presented to the Council at this time, be allowed
and paid. The motion was seconded by Councilman Osborn and on roll call carried
by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5).
21. ADJOURNMENT:
There being no further business to come before the meeting, the Council adjourned
in respect to the memory of Chester W. Youngberg, to assemble in regular session
on Tuesday evening, August 6, 1946, at 8:00 P.M.
