ROLL CATT,: M_NUTES: The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President Branscheid, ("J), were noted present. Absent: None. 1. The minutes of 770 regular meeting held November 6, 1946, were approved as transcribed. WRITTEN COMI=CATIONS: The matter was referred to uResolutl.ons.tt ORAL COMMUUICATIONS: 3. mr. Frank Gottstein addressed the Council in the matter of the City Manner demand on the State for a new approach co the San Francisco-Oakland Bay Bridce or the restoration. of ferry service to Alameda, and had considerable to say Concern- in g the nature of the service aff orded by the -oresent Tube. Mr. Cottstein observed that he was not interested in surveys as nothing had ever come- of any similar survey which had been conducted in the past. He stated that by reason of the damage suffered by the City of Alameda thrpuh . the failure of the State to afford a direct connection between the Bridge and Alameda and the loss to the City of the ferry service, etcetera, he believed the City had sufficient grounds for the institution of proceedings against the Railroad Commission and other State Agencies for the recovery of damages suffered by the City 2Y F1'on The Harbor Tug and Barge Cooar1y, concerning preT)erty leased by it :Cram tile City of Alameda, requesting the consent of the Council to its desire to sub- let its tiCarpontry Shouu to the Hardwood products ColImanz.r. President Branscheid interjected the reminder that there is now belng conducted jointly by the Cities of Oakland, Berkeley and Alameda, a traffic survey of the entire 'East Bay area, which should be Droductive of some solutioa to the traffic problems confronting the Fast Bay cities. .• „• to further suggested that it might be possible to have the County Supervisors assume t'ne responsibility for. constructing an additional approach to the Bridge and thereafter recover the cost thereof from the State by reason of the damage suffered by uart of the county. • .• At the conclusion of Mr. GottsteinYs remarks, President Branscheid stated that his ideas in the matter of a suit were entirely new and would have to be studied before any comment could be made concerning them. Councilman Sweeney introduced the following ordinance, after which it was laid over under provision of law and the Charter: Ordinance No. New Series An Ordinance Amending the Alameda Municipal Code by Adding to Title XVII., Chanter 3 Thereof, a New Article to be Known as Article 5, Relating to Traffic and Regu- lating Use of Public Streets in the. City of Alameda; DefinlhP and 7rovidin,c7 for the Establishment of Parking Meter Zones and Prescribing Limits of Time for Parking in Parking Meter Zones. NEW BUSINESS: 6:: Councilman Osborn introduced the subject of the conditica of the Key Systam buses operating out of Alameda into San Francisco and requested that a communica- tion be addressed to the Key System by the City Manager. He stated that his com- plaint went net only to the mechanical condition of the buses but also to their unsanitary condition and cited his personal experiences with the situation. He stated . that in their present condition, the buses are a definite menace to the health of the people who use them and that the matter should be brought to the attention of the her system to see that something is... done to correct the situation. President Branscheid thereupon requested the City Manager to address a communica- tion to the ho:; System, urginp.; that something be done in this connection. The followin resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3422 Creating the Position of "Parking Meter Collector" in the Treasurer and Tax Collector Department of the City of J1cLrIeda, Prescribing the Duties and -Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the followin vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and President Branscheid, (5)... The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3423 Granting to the Harbor Tug and Barge Company Permission to Sublet a portion of the Property Held by it Under Lease from the City of Alusaeda. The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and president Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Jones, who loved its adoption: "Resolution No. 3424 In memoriam of Jane Isabel Curtis. "WITH PROFOUND SORROW, the Council of the City of Alameda records the death of one of its faithful and beloved employees, JANE ISABEL CURTIS, who served the people of the City of Alameda for more than sixteen years as Librarian; "NOW, THEREFORE, J31 IT RESOLVED, that, in reco2nition of the long and loyal service rendered by Miss Curtis, and the fine cul- tural influence inculcateduponall with whom she associated, the Council of the City of Alameda hereby expresses its sense of per- sonal loss and its deep gratitude for the privilege of having had such a splendid leader in the City's activities. In her employment with the City she gave wholeheartedly of her time and ability, and endeared herself to all those with whom she came in contact; and "DE IT FURTHER RESOLVED, that this Resolution be spread in full upon the minutes of this meeting, and that a copy thereof be trans- mitted to the family of 1,:iss Curtis, that it may extend to its menbers a sincere expression of synoathy and condolence; and "DE IT FURTHER RESOLVED, that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of JANE ISABEL CURTIS. In making his motion, Councilman Jones stated that it had been his privilege to be associated very closely with Miss Curtis and that in this association he had learned to appreciate her many fine qualities and to observe the spirit with with which she rendered her services to the City.
