HELD TUESDAY. EVENING, MARCH 20, -------- 1945
The meeting convened at 8:00 P. M. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Jones, Osborn and President
Godfrey, (4), were noted present. Absent: Councilman Howe, (1).
MINUTES:
1. The minutes of the regular meeting held March 6, 1945, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2: From the Alameda Belt Line, giving notice of its annual meeting of stock-
holders to be held Tuesday, March 27, 1945, at 526 Mission Street, San Francisco.
The communication was noted and ordered filed.
3. From Assemblyman Randal F. Dickey, thanking the Council for its support in
adopting a resolution endorsing the establishment of a State Building in the East
Bay area.
The communication was ordered filed.
4. From a group of Lincoln Park frequenters, thanking the Council for the re-
construction of the Croquet Court and commending the industry and efficiency of
the Engineering and Park Departments' Personnel.
President Godfrey remarked that the letter of appreciation was very gratifying
and then ordered the communication filed.
5. From the War Department, United States of America, requesting cancellation
of taxes assessed against certain Government owned property.
The matter was referred to the City Attorney for his study and report on the
appropriate action to be taken.
6V A letter was received in open meeting from a number of residents in the vi-
cinity of Calhoun and Pearl Streets, complaining of the lack of sidewalk in front
of the Zunino property in that locality, and requesting that a sidewalk be laid.
The President referred the matter to the City Manager for his investigation and
report.
ORAL COMMUNICATIONS:
Mr. Frank Gottstein addressed the Council concerning the matter of the pro-
posed placing of stop lights at Lincoln Avenue and Webster Streets, stating that
in his opinion this would cause a congestion of traffic. He offered the sugges-
tion that the Webster and Lincoln bus loading zone be enlarged from its present
25 to 30 feet to one-quarter of a block which, in his opinion, would be more
beneficial.
President Godfrey pointed out to Mr. Gottstein that the conclusion to place the
lights at Lincoln Avenue and Webster Street was reached only after a thorough
study of traffic conditions at that point, which seemed to warrant this action.
The City Manager outlined the study of this situation in detail and supplemented
the statement of Councilman Osborn that this was a recommendation of the Safety
Council by stating that the study had been underway sometime prior to the Safety
Council's making such recommendation. He also said that the lights now operating
at pacific Avenue and Webster Street would be discontinued but the installations
would remain intact and new lights would be installed at Lincoln Avenue and
Webster Street.
President Godfrey queried as to whether or not the lights would be manually
operated and the City Manager stated that in view of the fluctuation bf traffic
loads at that intersection, they might be handled in that manner.
REPORTS OF COMMITMES:
8Y From the City Manager, recommending the granting of a 25-day extension of
time to Pacific Painting and Decorating Co. for completion of contract to paint
the interior of the City Hall.
Councilman Jones moved the recommendation of the City Manager be approved; that
Pacific Painting and Decorating Co. be granted a 25-day extension of time to
complete its contract. The motion was seconded by Councilman Osborn and unani-
mously carried.
9. From the City Planning Board, recommending that a certain portion of property
situated on the west line of Park Avenue, beginning approximately 361 feet south
of Central Avenue, be reclassified from the "B" Two-to-Four Family Dwelling Dis-
trict, to the "E" General Business District.
The matter was referred to "Ordinances for Introduction."
107 From the City Planning Board, recommending that property situated on the
southeast corner of Pacific Avenue and Wood Street, with frontages of 200 feet
on Pacific Avenue and 150 feet on Wood Street, known as 930 Pacific Avenue - be
reclassified from the "A-1" One Family Dwelling District to the "B" Two-to-Four
Family Dwelling District.
The matter was referred to "Ordinances for Introduction."
11. From the City Engineer, recommending execution of Second Supplemental Memo-
randum of Agreement, concerning the installation of traffic signals at the inter-
section of Webster Street and Lincoln Avenue.
The matter was referred to "Resolutions."
INTRODUCTION OF ORDINANCES:
12. Councilman Jones introduced the following ordinance, after which it was laid
over under provision of law and the Charter:

13. Councilman Branscheid introduced the following ordinance, after which it was
laid over under provision of law and the Charter:

14. Councilman Osborn introduced the following ordinance, after which it was laid
over under provision of law and the Charter:

An Ordinance Reclassifying Property by Adding an
Ordinance Adding a New Chapter, Numbered 3, to
Title VII of the Alameda Municipal Code, Relating
to Bicycles."
15. On motion of Councilman Branscheid, seconded by Councilman Osborn and unani-
mously carried, the regular order of business was suspended and the meeting pro-
ceeded under "Resolutions."
RESOLUTIONS:
16. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3105
Creating an Additional Permanent Position of Registered
Nurse in the Health Department of the City of Alameda."
Inquiry by the President developed the fact that this resolution did not create
a new position but merely changed a 'temporary' position to a permanent one.
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Osborn
and president Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). There-
upon the President declared said resolution duly adopted and passed.
17. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3106
Creating an Additional Position of Senior Stenographer-
Clerk in the Police Department of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid., Jones,
Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1).
Thereupon the President declared said resolution duly adopted and passed.
18. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3107
Fixing the Salary of the Position of Senior Stenographer -
Clerk in the Police Department of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones,
Osborn and President Godfrey, (4) . Noes: None. Absent: Councilman Howe, (1) .
Thereupon the President declared said resolution duly adopted and passed.
19. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3108
Approving Second Supplemental Memorandum of Agreement
for Expenditure of 1/4 Cent Gas Tax Allocated for
State Highways."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones,
Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1).
Thereupon the President declared said resolution duly adopted and passed.
20. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3109
Transferring Funds from Budget Account 70b to
Accounts 80a, 80c and 80h."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Osborn
and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). There-
upon the President declared said resolution duly adopted and passed.
BILLS:
21. An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows, was presented to the Council
at this meeting: General Departments, $13,023.59; Civilian Defense Department,
$143.22; Police Department, $3,400.44; Civil Service Department, $28.79;
Pound Department, $46.01; Fire Department, $1,181.44; Street Department,
$3,190.51; Health Department, $363.62; Recreation Department, $161.13;
Federal Recreation Facilities, $440.37; Park Department, $751.46; Golf
Course Department, $518.14; Store Department, $359.69; Social Service
Department, $139.79; Initiative Relief Fund, $38.00; East Bay Municipal
Utility District Fund, $2,564.88; Street Improvement Fund, $1,890.63;
Gas Tax No. 2 Fund, $519.35.
Councilman Branscheid moved the bills as itemized in the List of Claims filed
with the City Clerk on March 20, 1945, and presented to the Council at this
time, be allowed and paid. The motion was seconded by Councilman Osborn and
on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Jones, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman
Howe, (1).
FILING:
22. Second Supplemental Memorandum of Agreement - Between State of California
and City of Alameda, re Installation of Traffic Signals at
Lincoln Avenue and Webster Street.
23. At this point a recess was declared for the purpose of making a canvass
of the returns of the General Municipal Election held March 13, 1945.
The canvass having been completed, the,Council was called to order by the
President and the meeting continued under the heading of "Resolutions."
RESOLUTIONS:
24. The following resolution was introduced by Councilman Jones, who moved
its adoption:
"Resolution No. 3110
Declaring Result of General Municipal Election
Held in the City of Alameda on March 13, 1945."
The motion to adopt said resolution was seconded by Councilman Branscheid
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Jones, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman
Howe, (1). Thereupon President Godfrey declared said resolution duly adopted
and passed.
ADJOURNMENT:
25. There being no further business to transac t, the Council adjourned to
assemble in regular session on Tuesday evening, April 3, 1945, at 8:00 P. M.
