REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING , JANUARY 18 1944
The meeting convened at 8:05 p. m. with President Godfrey presiding.
ROLL CALL:

The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES :
1. The minutes of the regular meeting held January 4, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2' Mr. Thomas P. Bolger, Commander of Alameda Flotilla No. 23, United
States Coast Guard Auxiliary, requesting that the Council adopt an ordinance
similar to the State law, copy of which was attached, exempting from taxes
vessels owned and maintained by private individuals which have been offered to
and accepted by the United States Coast Guard for use in cases of emergency. The
communication also protested against the raise in the assessment values of crafts.
Mr. Bolger was present and addressed the Council in further explanation of the de-
sires of the yachtsmen of Alameda. Mr. Larry Knigh- Commodore of the Aeolian
Yacht Club, also addressed the Council.
There being no objections, the communication was referred to the City Assessor for
consideration and report back to the Council.
From the Federal Works Agency, drawing attention to certain requirements of
the Lanham Act in establishing and maintaining war-connected community facilities
in the event the City should apply for Federal financial assistance through the
Federal Works Agency during the current year.
There being no objections, the communication was referred to the City Manager for •
his information. •
4. From the East Bay Division of League of California Cities, announcing its
next bi-monthly dinner meeting to be held in Oakland, January 21, 1944.
The City Clerk was requested to make the necessary reservations for those wishing
to attend. The notice was ordered filed.
REPORTS OF COMMITTEES:
Affidavit 5. A of the City Manager and Chief of Police was presented, stating that
all moneys expended out of the Police Secret Fund for the City of Alameda during
the period from July 1, to December 31, 1943, have been expended in the manner
provided by the Charter of the City of Alameda.
There being no objectioiis, the report was ordered filed.
NEW BUSINESS:
6." Councilman Branscheid moved that members of the City Council, the City Manager
and Assistant City Engineer of the City of Alameda be authorized to go to Fresno
to inspect and investigate the garbage disposal plant and garbage disposal methods
of the City of Fresno for the purpose of securing information needed in connection
with garbage disposal problems in Alameda and that said officers be allowed tra-
veling expenses incurred on said trip including a per diem allowance as provided
in Resolution No. 2890, not exceeding, however, the sum of 75. The motion was
seconded by Councilman Jones and on roll call carried by the following vote Ayes:
Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes:
None. Absent: None.
RESOLUTIONS:
7. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2944
Authorizing Attendance of Certain City Officers and
Employees at Meetings of East Bay Division of League
of California Cities."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
S. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution Ho. 2945
Authorizing Execution of Memorandum of Agreement
with the Department of Finance of the State of
California for Expenditures for Civilian Defense
Purposes."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.

The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 2946
Fixing Salary of Senior Stenographer-Clerk
in the Office of the Personnel Department."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.

10. Auditor's Balance Sheet - Month ending December 31, 1943.
11. Financial Statement - Goodell, Byers & Henry - City of Alameda,
as of December 31, 1943.
BILLS:
12. An itemized List of Claims against the City of Alameda and the several de-
partments thereof in the total amounts as follows, was presented to the City
Council: General Departments, $3,015.93; Defense Department, $451.64; Police
Department, $2,458.10; Civil Service Department, $79.60; Pound Department,
$48.72; Fire Department, $654.09; Street Department, $382.36; Health De-
partment, $407.97; Recreation Department, $465.20; Federal Recreation
Facilities, $211.07; Park Department, $1,367.41; Golf Course Department,
$267.80; Store Department, $573.15; Social Service Department, $303.70;
Initiative Relief Fund, $40.00; Street Improvement Fund, $1,674.26; East Bay
Municipal Utility District Fund, 400.77.
Councilman Branscheid moved the bills as itemized in the List of Claims, filed
with the City Clerk on January 18, 1944, and presented to the Council at this
meeting be allowed and paid. The motion was seconded by Councilman Howe and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and. President Godfrey, (5) . Noes: None. Absent: None.
ADJOURNMENT:
13. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, February 1, 1944, at 8:00 p. m.
