REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, MARCH 21, - - - 1944
The meeting convened at 8:02 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Conncilmen Lowe, Jones, Osborn and President Godfrey,
(4) , were noted present. Absent: Councilman Branschei' (1).

2. From Alameda lost NO. 9, Inc., The American Legion, requesting the Council to
grant permission to the Boy. Scouts of America to use the former Armory at Wash-
ington Park for troop meetings.
There being no objections, the matter was referred to the City Manager for his
investigation and report.
3. A notice was read from the Alameda. Belt Line concerning its next annual
meeting of stockholders, to be held in San Francisco on March 28, 1944. The
notice was ordered filed.

4.. From the Federal Public Housing Authority, stating ii contemplates dedicat-
ing the street areas in the Woodstock Project to the City. of Alameda and request-
ing to know the Council attitude with regard to their acceptance.
Mayor Godfrey stated that, in view of the fact that there is now certain legis-
lation pending in Washington concerning the assessing of Government owned property
such as constitutes the Woodstock Project, the matter be held in abeyance until
the final decision on this legislation.
Councilman Jones then moved that a letter be written to the Federal Public Housing
Authority informing it of the opinion of the Council in this matter - that City
acceptance of Woodstock Project streets be held in abeyance until the legislation
now. pending in Washington has been decided upon. The motion was seconded by
Councilman Osborn and unanimously carried.
From the Department of justice, San Francisco Office, requesting cancellation
of taxes on that certain property involved in action entitled, "United States v.
7.155 Acres, in the City of Alameda, County of Alameda, State of California,
Esther queirolo, et al., No. 22984-G."
There being no objection, the matter was referred to the City Attorney for his
report on this request.

0. From the City of San Leandro, offering to purchase one 1941 Indian 4 Motor-
cycle, our Unit NO. 21, for the sum of 9550. This piece of equipment was for-
merly used by the Police Department.
Councilman Osborn moved the offer of the City of San Leandro to purchase the above
referred to motorcycle for 6550. be accepted. Inc motion was seconded by Council-
man Howe and unanimously carried.
REPORTS OF COMMITTEES:

7. From the Retirement Board, requesting that an amount of d850. be appropriated
to finance the actuarial survey required by Ordinance ho .673, New Series, by which
to cause actuarial valuation of the assets and liabilities of the retirement fund
created by this ordinance.
A communication was also read from the City Manager in which he recommended that
the sum of $900. be appropriated to defray the cost of this survey - 6550. as re-
quested by the Retirement Board and an additional sum of 950. to cover any unfore-
seen expenses in connection with the survey.
Councilman Jones moved the recommendation of the Cit y Manager be approved and
9900. be set aside from the Contingent Fund, Account No. 70-b, for the purpose of
conducting an actuarial survey as provided under Ordinance No. 673, New Series,
and such sum be transferred to the credit of the Retirement Board for such use.
The motion was seconded by Councilman Howe and on roll call carried by the follow-
ing vote. Ayes: Councilmen Howe, Jones, Osborn and President Godfrey, (4)•
Noes: None. Absent: Councilman. Branscheid, (1).
Councilman Jones stated that a group of Alameda City employees has decided upon
several revisions of the present retirement ordinance and in order to determine
the rates and costs to both the City and the employees, which such changes would
entail, an actuarial survey would have to be made. If this survey could be
made in combination with the survey authorized by the retirement ordinance, the
expense of the additional survey to the Municipal employees would be much less
than if it were a separate audit.
Councilman Jones then moved that the actuaries be consulted as to what additional
cost would be incurred to undertake the employees' survey in combination with
the survey as required by the ordinance. The motion was seconded by Councilman
Osborn.
After further discussion, Councilman Jones stated that with the consent of his
second, he would withdraw his first motion and amend it as follows: That the
City Manager be authorized to negotiate with the actuaries who are to conduct
the survey as required by the ordinance to perform additional services on be-
half of the group of Municipal employees to determine the rates and costs of its
several proposed revisions which the group wishes to have adopted. The motion
was seconded by Councilman Howe and on roll call carried by the following vote.
Ayes: Councilman Howe, Jones, Osborn and President Godfrey, (4) . Noes: None.
Absent: Councilman Branscheid, (1).
Mayor Godfrey requested the City Manager to inform the Council at its next meet-
ing what the cost of this additional survey will be.

8. From the City Manager, recommending that Louis Schmitz of the Engineering
Department, be authorized to attend the Planning course now being held in the
City of Oakland from March 21 to 24, 1944, inclusive, and that an amount not to
exceed 15. be appropriated for his expenses.
Councilman Howe moved the recommendation of the City Manager be adopted and
that Mr. Schmitz attend the course on Planning as above specified; also that an
amount not to exceed 415. be allowed for iris expenses. The motion was seconded
by Councilman Osborn and unanimously carried.
NEW BUSINESS:
9' Mayor stated that the present manpower shortage in both the Fire and
Police Departments, caused by the inroads of the draft regulations, makes it
desirable to work out some arrangement whereby employees of the Fire and Police
Departments can work longer hours and be compensated therefor on an overtime
basis, and asked that a motion be made to have the City Attorney prepare the
necessary resolution to provide for this adjustment.
Councilman Osborn then moved that the City Manager and City Attorney give further
study to this matter and that the City Attorney prepare a resolution which will
provide an overtime rate to be paid to those working longer hours in the Fire and
Police Departments on the basis of one and a half times their regular pay. The
motion was seconded by Councilman Howe and on roll call carried by the following
vote. Ayes: Councilmen Howe, Jones, Osborn and President Godfrey, (4) . Noes:
]one. Absent: None.
10. The City Manager requested permission to advertise for the sale of the other
motorcycle formerly used by the Police Department which is no longer needed, due
to the acquisition of automobiles for police traffic duty.
Councilman Howe Moved the City. Manager be authorized to advertise to sell one
police motorcycle, our unit No. 22. The motion was seconded by Councilman Osborn
and unanimously carried.

li. The City Manager also requested that authorization be given by the Council
to allow the Executive Secretary of the Civil Service Board the amount of 15.
per month for the use of his personal automobile while on City business.
The matter was referred to "Resolutions".
12. The City Manager requested authorization to employ an engineer to investigate
soil conditions in Alameda with regard to the best possible method of disposing
of garbage collected in the City and also that an amount not to exceed 400. be
appropriated to defray cost of this survey.
Councilman Howe moved the City Manager be authorized to employ an engineer for
the above stated purpose and that a sum not to exceed 100. be allocated to
defray expenses. The motion was seconded by Councilman Jones and unanimously
carried.

The City Manager requested permission to purchase a light truck to be used
by the Police Department to transport traffic striping materials and paints as
the vehicle formerly used is now out of commission. The cost of this truck will
be under 41,000.
Councilman Osborn moved the City. Manager be authorized to purchase a small truck
as above described. The motion was seconded by Councilman Jones and unanimously
carried.
14 The City Manager stated it is his recommendation that the City employ another
full-time janitor or janitress to take care of the first floor of the City. Hall
and in this way relieve the man now doing this work, as he is also cle. ning and
( servicing City. cars.

RESOLOTIOFS:
15. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2955
Resolution Establishing the Position of "Special
Census Enumerator" and Fixing the Compensation
for Such Position."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn and
President Godfrey, (4). Noes: None. Absent: Councilman Branscheid, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2956
Resolution Allowing Additional Amount Per Month
to Executive Secretary. of Civil Service Board
for Use of His Private Automobile."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn and
President Godfrey, (4) . Noes: None. Absent: Councilman Branscheid, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.

18. An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows, was presented to the City

Councilman Howe moved the bills as itemized in the List of Claims filed with the
City Clerk on March 21, 1944, and presented to the Council at this meeting be
allowed and paid. The motion was seconded by Councilman Osborn and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn and Presi-
dent Godfrey, (4) . Noes: None. Absent: Councilman Branscheid, (1) .
ADJOURNMENT:
19. There being no further business to bring before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, April 4, 1944, at
