HELD TUESDAY EVENING, APRIL 18, 1944
The meeting convened at 8:02 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and. Councilmen Branscheid,Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held April 4, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2: From the United. States Engineer Office, War Department, San Francisco, giving
notice of public hearing on the application of County of Alameda for approval of
plans of a bridge to replace the existing Bay Farm Island. Bridge, to be held in
the Chamber of the Board of Supervisors of Alameda County, Monday morning, April
24, 1944, at 10:00 a. m.
Upon recommendation of the City Manager, Councilman Branscheid moved the City
Manager be authorized to file a statement to be presented at this hearing contain-
ing the attitude of the City of Alameda toward this proposed structure. The mo-
tion was seconded by Councilman Osborn and unanimously carried.

3. From the Tax Collector of County of Alameda, giving notice that consideration
is being given to the acceptance of an application to have certain property in the
City of Alameda offered for sale at public auction. This property is more fully
described as the North 105 feet of Lots 15 and 16, Block 297/43, as shown on "Map
of Encinal Station, Town of Alameda."
A tentative bid of $1,000. has been submitted for this parcel and it is requested
that the Council state it would not object to this sale, starting at the minimum
bid of $1,000. The City Clerk presented the City Auditor's statement that he
would be agreeable to the sale, beginning at the $1,000. figure.
Councilman Osborn moved the Tax Collector of Alameda County be notified that the
City of Alameda does not object to - but does concur in - the sale at publio auc-
tion of the above described property, beginning at the minimum bid of 1,000.
The motion was seconded by Councilman Howe and unanimously carried.
4' the City Manager of City of Oakland, enclosing copies of a resolution
concerning the formation of a Sewage District comprised of the Cities of Alameda,
Albany, Berkeley, Emeryville, Oakland, Piedmont and Richmond, and requesting the
Council of the City of Alameda to adopt this resolution and return two certified
copies to him.
There being no objections, this matter was referred to "Resolutions".
REPORTS OF COMMITTEES:
5. From Mayor Godfrey, submitting copy of his letter addressed to the Alameda
Community Fund, attention Mr. J. McLaverty, Jr., Chairman, in which he gave his
authority to disband and terminate the activities of the Alameda Community Fund.
The records of this organization have now been turned over to the Alameda War
Chest.
There being no objections, the communication was ordered filed.
UNFINISHED BUSINESS:
6. With regard to the petition of protest signed by persons residing on Versailles
Avenue mainly in the 15 to 18 hundred blocks, inclusive, which had been filed with
the Council at its regular meeting on March 7, 1944, concerning the routeing of
busses along Versailles Avenue.
The Mayor stated that after careful investigation by the City Manager and the con-
tacting of persons signing this petition relative to their protests, it is the
opinion of the Council that the busses should be routed on Versailles Avenue, as
originally proposed, and the City should continue to urge that this plan be in-
stalled as originally outlined, although the .application of the Key System has not
been approved by the Railroad Commission as yet.
7: Upon recommendation of the City Manager, Councilman Osborn moved that Mr.
Joseph Gersick be permitted to erect such a fence as he requested at the meeting
of April 4, 1944, for the protection of storage space in the rear of his property
at 1453 Webster Street, and that the Council grant such permission. The motion
was seconded by Councilman Howe and unanimously carried.
RESOLUTIONS:
8. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2963
Resolution Declaring that the Public Interest and
Necessity Demand the Creation of a Special District
for Sewage Disposal Purposes Within the East Bay
Municipal Utility District, and Requesting the East
Bay Municipal Utility District to Take All Necessary
Steps Required by Law to Determine Whether Said
Special District Shall be Created."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
9. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2964
Authorizing and Providing for Extra Monthly Remuneration
for Police Officers Attaining a Certain Proficiency in
Marksmanship."
The motion to adopt said resolution .

10. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2965
Authorizing the Acquisition of Certain Lands from The
Regents of the University of California for Street
Purposes."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2966
Acceptance and Consent to Recordation of Deed from
The Regents of the University of California to the
City of Alameda."
The motion to adopt said resolution

Councilman Osborn moved the ordinance be adopted as read. The motion was seconded
by Councilman Howe and on roll call carried by the following vote. Ayes: Coun-

17. An itemized. List of Claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows was presented to the City Council:
General Departments, $2,662.20; Civilian Defense Department, $367.14; Police
Department, $906.54; Civil Service Department, $133.49; Pound. Department,
$60.56; Fire Department, $1,236.27; Street Department, $920.83; Health

Councilman Branscheid moved the bills as itemized in the List of Claims filed with
the City Clerk on April 18, 1944, be allowed and paid. The motion was seconded by
Councilman Osborn and on roll call carried by the following vote. Ayes: Council-
men Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None.

18. At this time, Mr. Frank L. Small addressed the Council with regard to the
moving of arks on the rear of several Estuary lots in the Marina District.
ADJOURNMENT:
19. There being no further business to present, the Council adjourned to assemble
in regular session on Tuesday evening, May 2, 1944, at 8:00 p. m.
