1944-05-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY EVENING,_ MAY 17, 1944 The meeting convened at 8:02 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: none. MINUTES: 1. The minutes of the regular meeting held May 2, 1944, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. From the State of California, Department of Finance, enclosing form of Application and Agreement in quadruplicate for the allocation by the Director of Finance of funds for civilian defense control center telephone and communi- cation service expenditures from June 1, 1943, to June 30, 1944. If the City desires to complete this Application and Agreement, it is requested that a resolution be adopted by the City Council authorizing its execution. There being no objections, the matter was referred to "Resolutions ". 3`. From the Alameda Belt Line, requesting a permit to construct, maintain and operate a spur track across Atlantic Avenue at the location shown on Division Engineer's Drawing No. T -6 -253, attached to the petition. There being no objections, the matter was referred to "Resolutions ". OPENING OF BIDS: 4'( Bids were presented and read for the resurfacing of certain tennis courts in Franklin Park, Fernside Boulevard and Longfellow Park, in accordance with Specifications and Provisions No. PW 4 -441, as follows: From Malott & Peterson Accompanied by certified check in amount of From Gallagher and Burk Accompanied by certified check in amount of From Stolte, Inc. Accompanied by certified check in amount of From W. H. REPORTS OF COMMITTEES: 5. From the City Manager, submitting a certificate of acceptance from the Assist- ant City Engineer for the painting of the City Hall building and garage done under contract with Allied Painters and Decorators, dated July 9, 1943. It is the recom- mendation of the City Manager that contract be accepted in full for this work as it has been completed to his satisfaction and in accordance with plans and speci- fications therefor. Councilman Jones moved the recommendation of the City Manager be adopted and that contract of Allied Painters and Decorators for the painting of the City Hall iUo building and garage be accepted. The motion was seconded by Councilman Howe and unanimously carried. 6. From the City Manager, recommending that Police Officers B. C. Bridges and R. G. Dowen be authorized to attend the Federal Bureau of Investigation Class in identification to be held in San Francisco from May 29, to June 3, 1944, and that an amount not to exceed $25. be appropriated to cover their expenses. Councilman Jones moved the recommendation of the City Manager be approved; that Police Officers as designated be authorized to attend the identification class of the Federal Bureau of Investigation and an amount not to exceed $25. be appropriated for their expenses. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 7, From the Mayor, City Manager and Auditor, reporting on count of money held May 17, 1944, which showed there was the amount of 1,503,839.24 in the City Treasury. There being no objections, the report was ordered filed. 8:7 From Mayor Godfrey, nominating S. Leonard Rea to the office of member of the Civil Service Board of the City of Alameda for a term commencing July 1, 1944, and expiring June 30, 1949. The matter was referred to "Resolutions". 9:/ From Mayor Godfrey, nominating William H. Hitchings to the office of member of the Board of Education for a term commencing July 1, 1944, and expiring June 30, 1949. The matter was referred to "Resolutions". 10. From Mayor Godfrey, nominating Mrs. Ruth Mathebat to the office of member of the Social Service Board for a term commencing July 1, 1944, and expiring June 30, 1947. The matter was referred to "Resolutions". 11. From Mayor Godfrey, nominating Chester C. Stutt to the office of member of the City Planning Board for a term commencing July 1, 1944, and expiring June 30, 1949. The matter was referred to "Resolutions". 12. From Mayor Godfrey, nominating H. H. Buddington to the office of member of the Library Board for a term commencing July 1, 1944, and expiring June 30, 1949. The matter was referred to "Resolutions". 13*1. From Mayor Godfrey, nominating Irving Coan to the office of member of the Public Utilities Board for a term commencing July 1, 1944, and expiring June 30, 1948. The matter was referred to "Resolutions". 14%/.' From Mayor Godfrey, nominating the following as members of the Alameda De- fense Council: Al. J. Mathebat, Chairman of Human Resources and Skills Committee; S. Chesley Anderson, Chairman of Industrial Resources and Production Committee; William G. Paden, Chairman of Health, Welfare and. Related Defense Activities Com- mittee and A. C. Carrington, Chairman of Civil Protection Committee. All four terms will commence June 11, 1944 and expire June 10, 1945. Councilman Jones moved the nominations of Mayor Godfrey of the four above named persons as members of the Alameda Defense Council and as chairmen of their res- pective committees be approved. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None. 15. At this time Councilman Jones reported verbally on the progress being made by the committee with regard to the Flag Day celebration to be held in June, 1944. ORDINANCES FOR INTRODUCTION: 16. Councilman Branscheid introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Title XVII of the Alameda Municipal Code Relating to Traffic Regulations." RESOLUTIONS: 17. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2971 Appointing Member of the Civil Service Board." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2972 Appointing Member of the Board of Education." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2973 Appointing Member of the Social Service Board." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2974 Appointing Member of the City Planning Board." The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 2975 Appointing Member of the Library Board." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2976 Appointing Member of Public Utilities Board." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 23. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2977 Appointing Member of the Retirement Board." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 24. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2978 Authorizing the City Manager of the City of Alameda to make Application to Federal Works Agency for Con- tribution for Providing Community Services in the City of Alameda." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2979 Authorizing Execution of Memorandum of Agreement with the Department of Finance of the State of California for Expenditures for Civilian Defense War Services Purposes." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. 26. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2980 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in the Maintenance of the Civilian Defense War Services Office Per- sonnel in the City of Alameda." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2981 Fixing Salary of City Engineer and Superintendent of Streets." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2982 Granting Permit to Alameda Belt Line to Construct, Maintain and Operate a Railroad Spur Track Across Atlantic Avenue in the City of Alameda." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). Mayor declared said resolution duly was seconded by Councilman Howe and on roll Ayes: Councilmen Branscheid, Howe, Jones, Noes: None. Absent: None. Thereupon the adopted and passed. 29. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2983 In Memoriam of George Eaton Sperbeck." "With profound sorrow, the Council of the City of Alameda records the death of one of its most loyal and beloved former officials, George Eaton Sperbeck. "NOW, THEREFORE, BE IT RESOLVED, in recognition of his long and untiring services as Assistant Engineer and later as City Engineer, the Council of the City of Alameda wishes to express its sense of personal loss and its appreciation of his profes- sional ability. In his official capacity he gave unreservedly of his time and efforts. As a man he endeared himself to all who knew him. To such as he there is no successor. "RESOLVED, FURTHER, that this resolution be spread in full upon the minutes of this meeting and a copy be transmitted to Mrs. Sperbeck, that it may extend to her an expression of sin- cere sympathy and heartfelt condolence. "RESOLVED, FURTHER, that when this Council adjourns it do so in respect to the memory of George Eaton Sperbeck." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 30. "Ordinance No. 853, New Series An Ordinance Authorizing the Conveyance of Certain Real Property of the City of Alameda in Consideration of a Grant to the City of Alameda of an Anchor Ease- ment and for other Consideration." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. FILING: 31. Financial Statement - Goodell, Byers & Henry - City of Alameda, as of April 30, 1944. BILLS: 32. An itemized. List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the Council at this meeting: General Departments, $6,166.51; Civilian Defense Department, $390.35; Police Department, $2,441.21; Civil Service Department, $89.29; Pound Department, 111.98; Fire Department, 1,771.04; Street Department, $1,046.79; Health Department 0276.61; Recreation Department, $336.75; Federal Recreation Facilities; $232.75; Park Department, $1,115.74; Golf Course Department, $657.36; Store Department, ,261.22; Social Service Department, $61.53; Initiative Relief Fund, 36.00; Street Improvement Fund, $1,815.73 and East Bay Municipal Utility District Fund, $2,401.43. Councilman Branscheid moved the bills as itemized in the List of Claims, filed with the City Clerk on May 17, 1944, and presented at this time, be allowed and paid. At this time, Mr. Frank Gottstein addressed the Council expressing his high esteem for former City Engineer George Sperbeck. 34. There being no further business to transact, the Council then adjourned in respect to the memory of George Eaton Sperbeck, to assemble in regular ses- sion on Tuesday evening, June 6, 1944, at 8:00 p. m.
