1944-06-27 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING4 JUNE 27, 1944 The meeting convened at 8:02 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. MINUTES: L. The minutes of the regular meeting held June 20, 1944, were approved as transcribed. WRITTEN COMU711CATIONS: 2Y/ From the Department of Commerce, Bureau of Census, submitting the returns of the Special Census taken in the City of Alameda as of May 17, 1944, - the official population set as 68,146. There being no objections, the report was ordered filed. From the Building and. Construction Trades Council, with attached resolution, protesting against the creation of a special sewage disposal district under the supervision of the East Bay Municipal Utility District, and requesting the City Council of Alameda to rescind its action in asking the East Bay Municipal Utility District to create such a sewage disposal district. There being no objections, the City Clerk was instructed to inform this organiza- tion that the City Council had arrived at a definite decision to adopt the reso- lution requesting this sewage disposal district to be created and it is still of the opinion that such a district is for the best interests of the community - further, that the procedure incorporated in the resolution should be followed. From the Central Council of East Bay Service and Improvement Clubs, Inc., with attached resolution, opposing the creation of a sewage disposal district under supervision of the East Bay Municipal Utility District, as it is believed that it will add an extra burden upon the taxpayers. It is suggested that a fur- ther study be made of the matter to prove conclusively that a plan similar to the San Leandro sewage plant is not feasible for our area. REPORTS OF COMMITTEES: 1/- 5. From the Public Utilities Board, requesting permission to retain in the Bureau of Electricity Fund all earnings of the Utility for the fiscal year ending June 30, 1944, with the exception of the amounts already transferred as dividends to the General Fund during the fiscal year ending June 30, 1944. At this time the City Manager stated it was his recommendation that the request of the Public Utilities :Board be granted. The matter was then referred to "Resolutions." cv o. From the City Manager, recommending that bid of the Signal Oil Company for furnishing gasoline to the City of Alameda during the fiscal year 1944-1945, which was submitted to the Council at its regular meeting held. Ju.ne 20, 1944, be accepted. Councilman Branscheid. moved the recommendation of the CityeManager be adopted and that contract be awarded to Signal Oil Company for furnishing gasoline to the City of Alameda as set forth in its bid, for the fiscal year 1944-1945. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. PEW BUSINESS: V:/ The City Clerk requested permission to take a portion of her annual vacation on Saturday morning, July 1, and. Monday, July 3, 1944. Councilman Howe moved the City Clerk be permitted to take a portion of her vacation as above specified. The motion was seconded by Councilman Osborn and unanimously carried. RESOLUTIONS: 8. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 3007 Approving Memorandum of Agreement for Expenditure of 1/4 Cent Gas Tax Allocated for Streets of Major Importance." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Osborn, who moved its adoption: 'Resolution No. 3008 Authorizing Public Utilities Board to Retain Earnings in Excess of Amounts Provided in Section 12-6 of the Charter." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: hone. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 10. Councilman Branscheid moved that a recess of ten minutes or less, be declared. The motion was seconded by Councilman Osborn and unanimously carried. After the Council reassembled, the Mayor declared the meeting reconvened. 11. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3009 Establishing Certain Positions of Employment in the City of Alameda and Fixing the Salaries and Rates of Compensation for Such Positions and for All Charter Offices and Positions under the Jurisdiction of Said City." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 12. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 3010 Fixing the Salary of the City Auditor and of the City Treasurer." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 13. "Ordinance No. 855, New Series An Ordinance Amending Title XVII of the Alameda Municipal Code Relating to Traffic Regulations." Councilman Jones moved the adoption of the ordinance as read. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godiffey, (5) . Noes: None. Absent: None.. FILING: 14. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity, as of May 31, 1944. 15. Official Report of Special Census - Submitted by Washington - City of Alameda, as of May 17, 1944. BILLS: 16. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the Council at this meeting: General Departments, $1,998.87; Civilian Defense Department, $132.00; Police Department, $221.22; Civil Service Department, 35.02; Fire Department, $886.06; Street Department, $306.31; Health Department, $101.15; Golf Course Department, $930.64; Recreation Department $10.58; Federal Recreation Facilities, $180.84; Park Department, $270.23; Store Department, $244.20; Social Service Department, $254.38; Street Improvement Fund, $1,719.18; East Bay Municipal Utility District Fund, $ ,405.04. Councilman Branscheid moved the bills as itemized in the List of Claims filed with the City Clerk on June 27, 1944, and presented to the Council at this time, be allowed and paid. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. 17' this time the City Manager requested permission - and an allowance not to exceed $20. - to attend the meeting of the Mayors of Western Cities, to be held in Sacramento, June 29 and 30, 1944. Councilman Howe moved the City Manager be authorized to attend the above men- tioned conference and that a sum not to exceed $20. be appropriated for his expenses. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 18. Mayor Godfrey requested the minutes record that this meeting was held in the newly arranged Council Chamber, and the City. Manager and City Engineer be commended for the supervision and construction of the new features. ADJOURNMENT: 19.
